JOSEPH STREETPERRYVILLE, MISSOURI 63775Sealed proposals will be received by the Local Public Agency until 10:00 AM on JUNE 11TH, 2026 , at the Office ofThe Southeast Regional Planning Commission, 1 W. St. Joseph Street, Perryville, Missouri 63775, and at that time willbe publicly opened and read.The project consists of furnishing all labor, tools, equipment and materials for site clearing andpreparation, excavation, concrete paving for a new roadway extension and apron, type 2 rockblanket, storm sewer structures and piping, rip-rap slope protection, construction of structural steeldolphin mooring structures, restoration of adjacent grades, seeding and mulching and any otherassociated items to complete the project in accordance with the plans and specifications prepared byKoehler Engineering, a Division of Klingner & Associates, P.C.The contract provides for the furnishing of all labor, equipment, and materials necessary for the improvement andconstruction required per the improvement plans, specifications and construction documents.Sealed Proposals should be clearly marked “Bid for New Bourbon Port Harbor Improvements”.Bidding documents including Drawings, Project Manual, Addenda, List of Plan Holders of Record, and Bid Tabulationswill be available in Adobe PDF format at www.klingnerplanroom.com starting May 21, 2025 through City BlueTechnologies,(Tel.: 800-747-6500). Bidders are strongly encouraged to register at www.klingnerplanroom.com as aPrime Bidder or Sub-Contractor to ensure timely receipt of bidding documents and notices relative to this bid and belisted as a plan holder. The Owner and Engineer are NOT responsible for any incompleteness of bidding documentsmade available from sources other than www.klingnerplanroom.com. Printing and shipping fees for hard copies are theresponsibility of the Contractor. There is no charge for bidding documents provided in Adobe PDF format. The Engineerwill transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questionsarising at the conference. Oral statements may not be relied upon and will not be binding or legally effective.The New Bourbon Regional Port Authority hereby notifies all bidders that it will affirmatively ensure that in anycontract entered into pursuant to this advertisement, businesses owned and controlled by socially and economicallyNotice to BidNTB-1disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not bediscriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in considerationfor an award.The prime contractor must go through MoDOT pre-qualification process and be on the MoDOT approved contractorlisting. The prime contractor must have a fully responsive contractor questionnaire on file with the Missouri Highwaysand Transportation Commission (MHTC) at least seven (7) days prior to the date and hour of the bid opening (SeeSection 102.2 of the Missouri Standard Specifications for Highway Construction, April 1, 2026 Edition). The primecontractor on a project must perform, with its own staff, contract work amounting to NOT less than 30% of the totaloriginal contract price.The project will be awarded to the lowest, responsive, responsible bidder. The Owner reserves the right to waive allinformalities, with MoDOT concurrence, not involving price, time or changes in work and to negotiate contract termswith the Successful Bidder.All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rateof wages of work of a similar character in this locality as established by the Department of Labor and IndustrialRelations (Federal Wage Rate), or state wage rate, whichever is higher.Pursuant to 285.530 R.S. Mo, the bidder must affirm its enrollment and participation in a federal work authorizationprogram with respect to the employees proposed to work in connection with the services requested herein by includingwith the bid proposal 1) submitting a completed, notarized copy of AFFIDAVIT OF WORK AUTHORIZATION and 2)providing documentation affirming the bidder’s enrollment and participation in a federal work authorization programwith respect to the employees proposed to work in connection with the services requested herein.Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHAconstruction safety program, or similar program approved by the Department of Labor and Industrial Relations, to becompleted by their on-site employees within sixty (60) days of beginning work on the construction project.The right is reserved to reject any or all bids by the New Bourbon Regional Port Authority, with MoDOT concurrence.The DBE Goal for the project is 0.0%No 2nd tier subcontracting will be allowed on this project.Dates of Publication: May 27, 2026.New Bourbon Regional Port Authority1 West St. Joseph StreetPerryville, MissouriNotice to BidNTB-2
