NOTICE INVITING BIDSThe City of Oxnard is requesting your bid for the Fire Suppression Repairs at Water YardProject, Specification No. PW 26-73 located at 251 S Hayes Ave., Oxnard, CA 93030.The project will entail the work detailed in the attached Scope of Work. Bids will beaccepted through electronic submission to the City of Oxnard’s PlanetBids Portal at thefollowing link: https://vendors.planetbids.com/portal/69575/portal-home until 2:00 pm onJune 10, 20026. The City will not consider any bid submitted in a different manner and/orafter that deadline. Bid results will be available on PlanetBids.BID DUE DATE AND TIME: JUNE 10, 2026 BY 2:00PMYour pricing must include prevailing wage, delivery, taxes, labor, materials, equipment andsupplies for the project to the satisfaction and under the direction of the Project Manager.Schedule: This project is to be completed within fourteen (14) Working Days after the City issuesa Notice to Proceed. There will be a $250 assessment for each Calendar Day that Work remainsincomplete beyond the completion deadline.Optional Pre-Bid Meeting and Site Visit. An optional pre-bid meeting and site visit will be heldon May 28, 2026, at 10:00 a.m. at the City of Oxnard Water Yard located at 251 S Hayes Ave.,Oxnard, CA 93030.License: The project requires a valid California Class C-16 Fire Protection Contractor’s licenseissued by the Contractor’s State License Board, and a current City business license upon Contractaward.Contract: Included on the PlanetBids Portal is a Sample Contract Template that may be usedwhen contracting with the successful bidder. The City reserves the right to amend this contractany time before execution.Insurance: The City requires the insurance listed in document INS-I, which can be found in thesample contract form attached.Bonds: Bid Bonds are not required for this project, however upon Contract award, the successfulBidder may be required to provide both Payment and Performance Bonds, each at 100% of theContract Price, to the City Clerk or his or her designee if your total bid price is $25,000 or more.The bond forms can be found in the Sample Contract Template on the PlanetBids Portal.Prevailing Wages: This project is a “public work” subject to the requirements of Labor CodeSection 1720 to 1861 and California Code of Regulations Title 8, Sections 16450 through 16464.The selected contractor and all subcontractors must pay prevailing wages in accordance with thedetermination of the Director of the DIR. Copies of prevailing wage rates for each craft,classification, or type of worker needed for this project are on file at City Hall and will be madeavailable to any interested party on request. They are also availableat http://www.dir.ca.gov/Public-Works/Prevailing-Wage.html. This Project is subject tocompliance monitoring and enforcement by the DIR. The Contractor shall furnish certified payrollrecords directly to the Labor Commissioner. Contractor and all Subcontractors are not qualifiedto bid on, be listed in a Bid proposal, or engage in the performance of any contract for public work,as defined in Labor Code Sections 1720 through 1861, unless registered and qualified to performpublic work pursuant to Labor Code Section 1725.5 at the time of Bid submission.Addenda: The City Engineer may issue Addenda to the Contract Documents during the periodof advertisement for any reason. Addenda may be issued to answer pre-bid questions and/or toclarify or make any corrections to the Scope of Work or bid requirements. Bidders are responsiblefor ensuring that they have received all Addenda, if any. Bidders may contact the City to verifythat they have received all Addenda issued. Addenda are posted to the City’s PlanetBids Portaland registered plan holders will be notified through PlanetBids.How to Bid: Interested bidders must register on the City of Oxnard’s PlanetBids platform usingthe following link: https://vendors.planetbids.com/portal/69575/portal-home. The completed BidSchedule with your total cost for the project, the Designation of Subcontractors form, and the FleetCompliance Certification (CARB) form included on the PlanetBids Portal must all be completedand uploaded to the Portal by the bid due date and time.
