By executing thisproposal, the undersigned Vendor certifies that this proposal is submitted competitively and withoutcollusion (G.S. 143-54), that none of its officers, directors, or owners of an unincorporated businessentity has been convicted of any violations of Chapter 78A of the General Statutes, the SecuritiesAct of 1933, or the Securities Exchange Act of 1934 (G.S. 143-59.2), and that it is not an ineligibleVendor as set forth in G.S. 143-59.1. False certification is a Class I felony. Furthermore, byexecuting this proposal, the undersigned certifies to the best of Vendor’s knowledge and belief,that it and its principals are not presently debarred, suspended, proposed for debarment, declaredineligible or voluntarily excluded from covered transactions by any Federal or State department oragency. After this time, anywithdrawal of offer shall be made in writing, effective upon receipt by the agency issuing this RFP.1.0 PURPOSE AND BACKGROUNDGuilford County Schools (GCS) is seeking proposals from qualified vendors to provide comprehensive,job-embedded mathematics coaching services that support the district's implementation of High QualityInstructional Materials (HQIM) across elementary, middle, and high grades. Coaching services will focuson strengthening instructional practice, deepening understanding of the district's adopted mathematicscurricula, and improving student outcomes through aligned professional learning and ongoingimplementation support aligned to GCS’s vision for mathematics instruction.GCS Shared Value for Mathematics InstructionWe believe every student deserves to flourish through transformative math experiences thatintentionally maximize learning and life outcomes for themselves and their community.GCS Shared Vision for Mathematics InstructionEvery GCS student will think and act as mathematicians, embodying authentic engagement withgrade-level mathematics content and practices in the classroom and beyond.Every GCS math educator will provide guidance and opportunities that empower students to growtheir individual and collective mathematical identities, thinking, and skills.Every GCS leader will provide the necessary resources and supports for educators to effectivelysupport their students on their mathematical journeys.Ver: 03/16/21Page 2 of 15GCS currently implements HQIM in mathematics across grades K–12, including Eureka Math Squaredand Illustrative Mathematics/Imagine Learning Classroom in elementary schools. A cohort of 12elementary schools use Illustrative Mathematics while Eureka Math Squared is implemented in 56elementary schools. Middle schools (24 schools) and high schools (30 schools) implement Open UpResources Math – NC Edition. Effective implementation of these materials requires sustainedprofessional learning, consistent coaching, and structured improvement cycles that help teachers planand facilitate rigorous mathematics instruction aligned to the North Carolina Standard Course of Study.The district seeks a coaching partner capable of delivering high-quality, scalable, and context-responsiveservices that support teachers, school leaders, and district staff. Coaching should reinforce research-based mathematics pedagogy; promote equitable access to grade-level content; and support the needsof diverse learners, including multilingual learners, students with disabilities, and academically advancedstudents.GCS anticipates that the selected vendor will collaborate closely with district mathematics leadership,school administrators, and instructional support staff to ensure coherence across professional learning,coaching, and curriculum implementation. All services procured through this RFP must reflect andadvance the GCS shared vision for mathematics education. Vendors are expected to demonstrate howtheir proposed services align to this vision and support the district's commitment to ensuring everystudent develops deep mathematical understanding and confidence.2.0 GENERAL INFORMATIONThis RFP is comprised of the base bid document, any attachments, and any addenda releasedbefore contract award. All attachments and addenda released for this RFP in advance of any contractaward are incorporated herein by reference. Proposals shall be submitted in accordance with theterms and conditions of this RFP and any addenda issued hereto.TAXESGuilford County Schools is NOT tax-exempt. Unless otherwise indicated, tax must be computed andadded to your bid. Any itemized shipping charges are also subject to tax. When invoiced, tax shouldbe invoiced as a separate line item.MINORITY AND WOMEN OWNED BUSINESS ENTERPRISE (MWBE)The Board of Education awards public contracts without regard to race, religion, color, creed,national origin, sex, age or handicapped condition as defined by North Carolina General Statutes,168A-3. GCS Board of Education promotes full and equal access to business opportunities withGuilford County Schools. Minority businesses are encouraged to submit bids for this project. Allvendors shall have a fair and reasonable opportunity to participate in GCS business opportunities.INSURANCECertificate of InsuranceEach vendor shall furnish GCS a certificate of insurance showing that the required workmen'scompensation and public liability insurance are carried by the Contractor. The certificate ofinsurance should show that it is issued to or at the request of the Guilford County Board ofEducation, Greensboro, North Carolina. All insurance carriers shall be licensed to do business inNorth Carolina or approved to issue insurance coverage by the Commission of Insurance of NorthCarolina.Ver: 03/16/21Page 3 of 15The certificate of insurance shall include substantially the following provision: The insurance policiesto which this certificate refers shall not be altered or canceled until after ten (10) days' written noticeof such cancellation or alteration has been sent by certified mail to the Guilford County Board ofEducation, Greensboro, North Carolina.Public Liability InsuranceThe vendor shall maintain public liability insurance covering his liability for bodily injury andproperty damage which may arise from his operations, contractual obligations, products andcompleted operations, as well as operations performed by independent contractors, in not lessthan the following amounts:1.A combined single limit (CSL) of $1,000,000 each occurrence, or2.A $1,000,000 limit for Bodily Injury Liability, and $1,000,000 limit for Property DamageLiability.An occurrence form of policy will be required, and the certificate of insurance submitted by theContractor must be personally signed by a resident licensed agent of each of the companies listedon that form.Worker's Compensation InsuranceThe Contractor shall maintain during the life of his contract all such workmen's compensationinsurance as is or may be required by the laws of North Carolina.Terms and ConditionsIt shall be the vendor’s responsibility to read the instructions, terms and conditions, all relevantexhibits and attachments, and any other components made a part of this RFP and comply with allrequirements and specifications herein. Vendors also are responsible for obtaining and complyingwith all Addenda and other changes that may be issued relating to this RFP. All bidders are herebynotified that they must have the proper license as required under the North Carolina laws. Theaward of a contract under this solicitation may be paid with federal funding. Funding iscontingent upon compliance with all terms and conditions of funding award. All prospectivecontractors shall comply with all applicable federal laws, regulations, executive orders, FEMArequirements and the terms and conditions of the funding award. In addition, contractors providingsubmittals shall be responsible for complying with state law and local ordinances.3.0 SPECIFIC INFORMATION__________________________________________PROPOSAL QUESTIONSUpon review of the RFP documents, vendors may have questions to clarify or interpret the RFP tosubmit the best bid possible. To accommodate the bid questions process, vendors shall submit anysuch questions by April 24, 2026, at 12:00 pm EST. Answers to such questions will be posted byApril 29, at 12:00 pm EST.Instructions:Written questions shall be emailed to Velicia Gaddy at gaddyv@gcsnc.com by thedate and time specified above. Vendors will enter “RFP #6826 – Questions” as thesubject for the email. Vendors shallbe entitled to rely only on written material contained in an addendum to this RFP.PROPOSAL SUBMITTALSealed proposals, subject to the conditions made a part hereof and the receipt requirementsdescribed below, shall be received at the address indicated below, as described herein. One (1)Original, hard copy & one (digital copy) of the proposal response shall be received in the GCSPurchasing Department by the close date and time. The original hard copy should beaddressed in an envelope with the RFP number as shown below in the mailing instructions. Itis the responsibility of the bidder to have the proposal in the Guilford County SchoolsPurchasing office by the specified time and date of opening. Proposals shall be marked on theoutside of the sealed envelope with the Vendor’s name, proposal number and date and time ofopening. If Vendor submits more than one proposal, each proposal shall be submitted in separatesealed envelopes and marked accordingly. For delivery purposes, separate sealed proposals from asingle Vendor may be included in the same outer package.
