The City encompasses an area of over 17 square miles and is locatedless than 20 miles east of downtown Seattle. The City has three urban growth centers in Downtown,Overlake, and Marymoor, which are expected to grow significantly in the next 25 years. Today, the City hasabout 77,000 residents and 99,000 jobs and by 2050, it is expected to have 152,000 residents and 131,000jobs.Scope of WorkThe City of Redmond, WA is soliciting bids from qualified contractors to conduct slurry seal in the SouthRedmond area on 174th Ave NE and NE 25th St including vicinity streets as shown on the project documents.All work shall be in accordance with these Bid Documents, the City of Redmond 2025 Standard Details andSpecifications, and the 2026 WSDOT Standard Specifications for Road, Bridge, and Municipal Construction.Contractors are to provide all personnel, mobile equipment, supplies and transportation, essential labor,and materials necessary to the completion of the work. Contractor is responsible for obtaining all licensesand permits to accomplish the work. Contractor to submit traffic control plans at least three (3) weeksbefore commencing work on site. Work will not commence till City approves traffic control plans. Bidpricing must include all costs to provide traffic control.IFB 10899-26 – 2026 Pave me nt Pre ve ntative Mainte nance -Slurry Se alAll project work areas are to be left in clean condition prior to final inspection and acceptance. Removaland disposal of any scrap material is to be done in compliance with all local and federal laws andrequirements. This work is subject to the prevailing wage requirements of the State of Washington.The complete Scope of Work is included in Attachment A, Special Provisions, and the Site Plan is includedas Attachment B.Engineer’s EstimateBased on the above outlined Scope of Work, the City estimates that total costs for this project includingprevailing wage, taxes, and fees, as falling between $200,000 and $240,000.Subcontractors: Upon award, the selected Contractor shall provide the names of all subcontractors withwhom the Contractor will directly subcontract for performance of the work and the projected value of thatwork, subject to the provisions of the contract and RCW 39.06.020. The Contractor shall not substitute a listedsubcontractor without written permission of the City. If a listed subcontractor is unable to comply with anyrequirements of the contract, the Contractor may be required to replace the subcontractor with an acceptablesubcontractor.Notice regarding site visits:There will be no pre-bid meeting. If your staff visits the site to prepare proposals/reports, please stay onpublic streets. Do not enter private property.Licenses and permits:The Contractor is responsible for obtaining all licenses and permits for this project including all costsassociated with obtaining any licenses or permits. A City of Redmond business license will be required forthe work.If Contractor wishes to use a City hydrant for on-site water, then a hydrant use permit will be required at theContractor’s expense. Hydrant use permits can take up to 3 weeks to obtain.Working site conditions:Work hours as established by the Project Special Provisions.Traffic Plan Requirements:Any Contractor having employees working on or near a street shall comply with City of Redmond andWashington State regulations pertaining to safety equipment, warning signs, and traffic control. Any workthat requires a lane closure or work differing from the standard traffic control plans will require a site-specific traffic control plan. Traffic control plans must ensure a clear path of travel for pedestrians andalternate detours must be accessible for all pedestrians. The traffic control plan must be submitted andapproved prior to proceeding with work. All employees involved with flagging or placing traffic-directingdevices in the roadway shall possess a valid Washington State Flagging Card. Employees working on orIFB 10899-26 – 2026 Pave me nt Pre ve ntative Mainte nance -Slurry Se alnear a street must wear an approved safety vest. Eye and hearing protection is required during theoperation of all power equipment. Employees performing any overhead maintenance must wear anapproved safety helmet. Failure to comply with proper safety procedures may result in contractcancellation.The selected Contractor shall give at least fifteen (15) business days’ notice to the City Project Manageradvance of planned work. Work shall not commence until this notice has been received. Traffic ControlPlans must be submitted three (3) weeks before any planned work activity.Contractor is responsible for coordinating with adjacent businesses and residents in advance of work.Emergency access to businesses and residents shall be maintained throughout construction.The Contractor is responsible for requesting utility locates prior to installation of any foundations or othersubsurface items if applicable.Traffic ControlThe selected Contractor is responsible for Traffic Control costs. These include, but are not limited to, allcosts for traffic control labor including installation and removal of all traffic control devices, flaggers, andspotters; all equipment, materials, and purchases of signs, traffic control devices (cones, barrels,barricades); and preparation and revision of temporary traffic control plans, and incidentals necessary tocomplete work.Contractors are required to submit a Traffic Control Plan prior to work for review and approval. All trafficcontrol plans must conform to the standards set forth by the MUTCD (Manual on Uniform Traffic ControlDevices) from the Federal Highway Administration. This manual is available online at the following website:http://mutcd.fhwa.dot.gov/. Traffic Control must also abide by City Specifications, which can be obtained atWork-Zone-Traffic-Control-Manual-PDF (redmond.gov).Project Schedule:Work is to start no earlier than June 30th, 2026, but no later than August 12, 2026. All work shall becompleted no later than August 25th, 2026 before school is back in session.Please provide a work schedule with your bid to allow for adequate notification and staff scheduling duringthe performance of this work. The work schedule is to include all proposed major milestones.Proposed TimelineThe following table outlines the anticipated schedule for this IFB process. This service isfree of charge for bidders and does not require that a bidder have a DocuSign account to complete thesignature process. Please refer to the instructions shared in the online posting for this IFB onwww.redmond.gov/bids for step-by-step instructions for submitting a proposal.The City of Redmond must receive electronically submitted bids no later than said date and time.Responses received after such time will be returned unopened. By submitting a bid, respondentsacknowledge their satisfaction as to the size, scope and location of the work to be performed.Bid Requirements & FormatAll costs for developing responses to this IFB are the obligation of the bidder and are not chargeable to theCity. The bidder must bear all costs associated with the preparation of the bid and of any oral presentationrequested by the City. All responses will become property of the City and will not be returned. Bids mustinclude all information requested and meet all specifications and requirements outlined in this IFB. Bids willbe evaluated based upon the information submitted.A complete response will include the following:1. Bidders must complete and return Attachment C, Bid Submittal Sheet.a. Bids must include a list of references (including project name, contact name, and telephonenumber/email address) of at least three (3) customer operations of similar scope and size,current or completed within the last six (6) months. The City reserves the right to contactreferences without prior notification.b. Bids must be made in the official name of the firm or individual under which business isconducted (showing official business address) and must be signed by a person dulyauthorized to legally bind the person, partnership, company, or corporation submitting theproposal.IFB 10899-26 – 2026 Pave me nt Pre ve ntative Mainte nance -Slurry Se alc. Bids must acknowledge that the successful bidder understands and agrees to obtain a City ofRedmond business license as a requirement for performing these services. A Redmondbusiness license is required prior to performing any work, and Contractor must maintain thebusiness license in good standing throughout the term of its agreement with the City. Bids must acknowledge the number of calendar days the bid shall be valid (the City’sminimum number of days is 60).2. Please include proposed work schedule to include all major milestones.Selection & AwardThe City intends to award this contract to the bidder who provides the lowest responsible, responsive bidthat, in the opinion of the City, meets all specification criteria. Upon selection of a Contractor, the City willissue a purchase order for work specified in this IFB.During evaluation, the City may consider the following:• References – history of errors and omissions via reference checks• Ability to meet contract deadlines• Responsiveness to solicitation requirements• Compliance with statutes and rules relating to contracts or services• Strength and stability of the companyThe City reserves the right to reject any or all bids and to waive any irregularities or information in theevaluation process. The final decision is the sole decision of the City and respondents to this request haveno appeal rights or procedures guaranteed to them. The City reserves the right to conduct any necessaryinterviews before final award. The City has the option not to award a contract at the end of this process.Upon award, Contractor shall provide a list of key personnel assigned to supervise or work on the City’scontracted sites and identify staff name and job title. The City’s Project Administrator is to be notified inwriting of any changes through the course of the project.Terms and ConditionsThe City reserves the right to amend terms of this IFB to circulate various addenda, or to withdraw the IFB atany time, regardless of how much time and effort firms may have spent on their responses.
