Professional Services Requested: Cancer Screening for The West Orange Fire Department
The Township of West Orange, is seeking the services of a Cancer Screening for The West Orange Fire Department. The proposal package can be obtained in person at the Township of West Orange, 66 Main St., Purchasing Room 111, West Orange, NJ 07052, during regular business hours M-F 8:30 AM – 4:30 PM or online at www.westorange.org . RFQ shall be opened in the Council Chambers of the above address on May 27, 2026 at 4:00PM No proposals received after this date and time will be accepted. Submissions by Corporations, Partnerships and sole proprietors must include a completed Disclosure of Ownership (N.J.S.A. 52:25-24.2), a valid NJ Business Registration Certificate P.L. 2004, c57, and must comply with the Equal Employment Opportunity requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Additional Pay to Play Requirements Contractors are advised of the responsibility to file an annual disclosure statement on political contributions with the New Jersey Election Enforcement Commission, pursuant to N.J.S.A. 19:44-20.13(P.L. 2005, c, 271, s.3), if the contractor receives contracts in excess of $50,000 in the aggregate from public entities during the calendar year. It is the contractor’s responsibility to determine if filing is necessary. The successful professional must have significant experience in representing municipal clientsor other local governments and public agencies in the State of New Jersey. The Township of WestOrange reserves the right to pre-qualify and/or contract with an individual.N.J.S.A 52:14-17.29ii(a) requires access to periodic cancer screenings for full-time paidfirefighters not enrolled in the State Health Benefits Plan (SHBP) within three years after thestart of the firefighter's employment and every three years thereafter during the course ofemployment. The examination shall include, at a minimum and as applicable, the screening foreleven types of cancer pursuant to N.J.S.A 52:14-17.29ii(a). The State of New Jersey, throughthe Department of the Treasury's Division of Administration, will reimburse eligible publicemployers a maximum of $1,250 per firefighter over a three year period towards the costsassociated with providing the required cancer screenings.Page | 3SCOPE OF SERVICES2 Phasesa. Phase 1 - Onsite or in office visitPhysical & Blood draw – Provider review of complete health history, Oral CancerScreening & Full Skin Cancer Screening.Cancer Screening UltrasoundScript provided for Low Dose Lung CT Screening & apptscheduled at an offsite location convenient to memberTelehealth appt 1 week out from onsite or in office visit apptTesting should include, at a minimum, testing and screenings for the followingtypes of cancer in accordance with N.J.S.A. 52:14-17.29ii(a)(1)-(11):1. Colon2. Lung3. Bladder4. Oral5. Thyroid6. Skin7. Blood8. Breast9. Cervical10. Testicular11. ProstatePhase 2 – 20-minute telehealth results review –Provider consults on patient results(Ultrasound & comprehensive Blood Work review). If member completed the CTscreening and results are ready the consult will include those as well.i. All members have access to their complete medical record & results ina medical system provided by you. Vendor to provide login instructionsfor accessing those results to ease follow up.ii. Provider follow up ensures all members understand their results and ifany follow up is required they are directed appropriately to their primarycare provider.Additional Services to be included:Page | 4a. provides all marketing & scheduling materials.i. Registration information – Demographics of members (for labrequisitions), eligibility (active members only and have at least 3 years asan active-duty firefighter).Scheduling – Program delivered mostly on duty – provides registrant list to contact of Townshipchoice to have them coordinate the schedule/times provides coverage for all shifts.Procurement Process and ScheduleThe selection of Qualified Respondents is not subject to the bidding provisions of the LocalPublic Contracts Law, N.J.S.A. 40A:11-1 et seq. The selection is subject to the New JerseyLocal Unit Pay to Play Law, N.J.S.A. 19:44A-20.4 et seq. The Township has structured aprocurement process to assure that each Individual is provided an equal opportunity tosubmit a Qualification Statement in response to the RFQ. Qualification statements will beevaluated in accordance with criteria set forth in section 2 of this RFQ, which will be appliedin the same manner to each Qualification Statement received. Respondents agree to at alltimes to abide by all requirements of the New Jersey law, including, but not limited to theaforementioned “Pay to Play” laws, as well as any and all relevant Executive Orders and theNew Jersey Election Law Enforcement Commission disclosure requirements.Conditions Applicable to RFQUpon submission of a Qualification Statement in response to this RFQ, the Respondent acknowledgesand consents to the following conditions: This RFQ does not commit the Township of West Orange to issue a Request for Proposal. The Township reserves the right to exercise its judgment to weigh the relative merit anddeficiencies, if any, in all responses and commits. The Township reserves the right to reject forany reason, all responses and components thereof and eliminate any and all Respondentssubmitting this RFQ from consideration. The Township reserves the right (in its sole judgment) to reject any Respondent that submitsincomplete responses to this RFQ, or a Qualification Statement that is not responsive to thisRFQ. The Township reserves the right, without prior notice, to supplement, amend, or otherwisemodify this RFQ, or otherwise request additional information. All Qualification Statements shall become the property of the Township and will not bereturned. All Qualification Statements will be made available to the public at the appropriate time, asdetermined by the Township (in the exercise of its sole discretion) in accordance with law.
