FHI 360 serves more than60 countries and all U.S. states and territories.FHI 360 is currently carry out the Meeting Targets and Maintaining Epidemic Control (EpiC)project, a global initiative funded by the U.S. President’s Emergency Plan for AIDS Relief(PEPFAR) and the U.S. Department of State to achieve and sustain epidemiological control ofHIV. The project is being led by FHI 360 as the main implementer and spans an eight-yearperiod, from April 15, 2019, to December 30, 2027.1The EpiC project provides strategic support and direct service delivery (DSD) to overcomechallenges to achieving the 95-95-95 targets and to promote self-reliant management of nationalHIV programs by improving HIV case-finding, prevention, and treatment programming.Since 2023, FHI 360, which is put into action the EpiC project in Central Asia, is also a memberof a consortium of organizations carrying out the Global Health Security and PandemicPreparedness program, which aims to protect the health of Kyrgyz people in the context of thecountry's preparedness to prevent and respond to public health emergencies.As part of this effort, EpiC will support the strengthening of the national laboratory system,including building Biosafety Cabinet (BSC) certification capacity. To achieve this, building uponthe foundational BSC certification training conducted in September 2025, the project EpiC plansto provide advanced training for local engineers on of BSC certification includingdecontamination and repair, delivered by external trainers from internationally recognizedinstitutions to ensure that biosafety cabinets are properly certified and maintained. The initiativewill reduce the risks of spreading infections that could affect lab staff and the environment.Objective: To train 3–4 local engineers in advanced biosafety cabinet certification,decontamination, troubleshooting, and repair in accordance with NSF/ANSI 49 and EN 12469,to establish a sustainable national capacity for BSC maintenance and certification.Key Responsibilities:• Develop a training program with associated materials covering both theoretical andpractical aspects of advanced BSC certification procedures focusing on decontaminationand repair based on international standards NSF 49 and EN 12469.• Building on the foundational BSC certification completed in 2025, deliver advancedcountry training for local engineers who have already undergone the basic course.• Ensure that all required materials for hands-on training (training materials, consumablesand any relevant tools) are made available.• Facilitate interactive training sessions and activities that ensure the effective transfer ofknowledge and practical skills to local engineers with a focus on real-world application.• Provide on-site mentorship and follow-up after the training period to support the ongoingcarry out of newly learned skills in the lab.• Adapt the training to local laboratory context, regulatory requirements, and operationalchallenges.• Provide post-training resources, including access to a support network or online materialsto ensure continued learning and assistance.• Prepare a narrative report with recommendations to ensure a sustainable system for BSCcertification system.• Fluency or ability to conduct training in Russian language will be an advantage.Deliverables/Milestones & Due Dates:2# TasksDeliverablesDue date1. Trainer responsible for safety compliance during practical sessions.Work conducted in accordance with national biosafety rules.FHI 360 Disclaimers• FHI 360 may perform a background check on any selected Specialist candidates/company• FHI 360 may cancel the solicitation and not award• FHI 360 may reject any or all responses received• Issuance of the solicitation does not constitute an award commitment by FHI 360• FHI 360 reserves the right to disqualify any offer based on failure of the offeror to followsolicitation instructions• FHI 360 will not compensate any offeror for responding to solicitation• FHI 360 reserves the right to issue award based on initial evaluation of offers without furtherdiscussion• FHI 360 may choose to award only part of the activities in the solicitation, or issue multipleawards based on the solicitation activities• FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior toaward determination to promote competition.4
