Proposers may choose to submit a proposal to provide all or part of the services described in the RFP. The Probation Department may choose to award multiple Proposers to meet department requirements and may require Proposers to collaborate and coordinate with each other.
The Proposer may subcontract portion(s) of the work, as long as Proposer retains the majority of the work. Any subcontracting will be solely between Proposer and its subcontractor(s). Proposer will remain responsible for all work performed under the awarded agreement, as though Proposer performed all the work. Additionally, Proposer shall remain the sole agent dealing with the Probation Department. If subcontracting is proposed, Proposer shall provide all the relevant information about their subcontractors in responding to the RFP. Subcontracting is subject to prior approval from the Probation Department. Failure to provide the required information may result in disqualification of your proposal.
The contract(s) resulting from this RFP may be for an initial three-year period commencing with execution of the contract by the Probation Department. For reasons of economy and efficiency, the Probation Department reserves the right to extend contract(s) for two additional one-year periods, for a total of five years, upon mutual agreement. Should a contract be awarded as a result of this RFP, continuance of such a contract for the full period specified shall be contingent upon the satisfactory performance of the Proposer. Continuing or un-rectifiable performance deficiencies may cause the County to cancel any balance of contract.
Rates quoted are firm for the initial three-year period. Thereafter, price increases are negotiable based on COLA (cost of living adjustment), CPI (Consumer Price Index), and must be acceptable to the Probation Department. All requests for price increases must be accompanied by a formal letter of justification no less than ninety (90) days before the expiration date of the contract. Increases to the maximum agreement amount must be submitted and accompanied by a formal letter of justification no less than six (6) months before the expiration date of the contract.
BackgroundThe Probation Department operates one site for Probation Department clients participating in the Recovery Treatment Center programs (RTC). The Probation Department site is geographically located in the county to better serve the client population and is listed as follows:
- Recovery Treatment Center – 8745 Folsom Boulevard, Sacramento, CA 95826
The Probation Department also provides urinalysis testing (UT) for the Probation clients at the following locations:
- 8745 Folsom Blvd, Sacramento, CA, 95826
- 7300 Lincolnshire Drive, Sacramento, CA, 95823
- North Sacramento area – To be determined
The Probation Department provides intensive Substance Use Disorder Treatment and Prevention, community supervision, urine specimen screening and intervention programs for male and female clients, 18 years of age or older. The RTC provides services for clients ordered by the Superior Courts of Sacramento or the Probation Department to participate in treatment through the RTC. Depending on a client’s assessed needs, the multi-phased program can last between 9 to 12 months.
The RTC combines supervision, accountability, incentives, and sanctions with community-based and evidence-based treatment services. The Probation Department uses the Level of Service/Case Management Inventory (LS/CMI) as the validated risk and needs assessment instrument to determine a client’s risk to reoffend.
To reduce recidivism and produce better outcomes, RTC provides assessments, case management, intensive substance-use and prevention treatment, other evidenced-based treatment, education, job placement and retention services. The intervention services aim to improve clients’ behavior, attitudes, motivation, decision making, and ability to live independently, as well as succeed in the community and maintain a crime and drug-free lifestyle.
The RTC operates Monday through Friday and services approximately 75 active clients.
