Purpose and IntentThe City of St. Louis Department of Parks, Recreation and Forestry (“PR&F”) seeks proposalsfor a Professional Management and Operational Services Agreement for the Lafayette ParkHouse.The purpose of this RFP is to promote and ensure the fairest, most efficient means to obtain thebenefits of the most qualified, responsive and responsible proposal. Hereinafter, organizationsinterested in submitting a proposal in response to this RFP shall be referred to as “Respondents.”Issuing an RFP does not obligate the City of St. Louis to award a contract to any provider, nor isthe City of St. Louis or any of its employees or agents liable for any loss, costs, damage, or liabilityof whatever nature incurred by the organizations in the preparation of proposals. Nothing in thisRFP nor in any proposal in response to this RFP is intended to be, nor should anything be construed,as an offer of engagement, nor shall the selection of a Respondent be construed as an offer ofengagement unless and until a contract is fully negotiated and fully executed by all parties. TheCity retains the right to award parts of the contract to several Respondents, not to select anyRespondent, and/or to re-solicit proposals.The City reserves the right to reject any and all proposals submitted and to waive any and/or allnon-material irregularities pertaining to the submission of the proposal. Additionally, any and allRFP project elements, requirements, and schedules are subject to change and modification. TheCity also reserves the right to modify, suspend, or terminate at its sole discretion any and allaspect(s) of the RFP process to obtain further information from any and all Respondents, and to3waive any defects as to form or content of the RFP or any responses by any organization. Anysuch modification, clarification, or revision will be by addendum. All RFP addenda will be issuedon the City website. To access addenda, Respondents must locate “RFP for the ProfessionalManagement and Operational Services for the Lafayette Park House” at the following address:https://www.stlouis-mo.gov/government/procurement.cfm. It is the sole responsibility ofRespondents to be knowledgeable of all addenda related to this RFP. This RFP may be canceled atany time and any and all proposals may be rejected, in whole or in part, when the Department ofPR&F determines it is in the best interest of the City and /or the Department of PR&F. All submittedmaterials will become the property of the City and will not be returned. At the discretion of theCity, any submitted documents may become open public records at any time during the selectionprocess. Any such documents shall become open public records at the conclusion of the selectionprocess. Proposals and communications exchanged in response to this RFP should be assumed tobe subject to public disclosure. By submitting a response to this RFP, each Respondentacknowledges having read this RFP in its entirety and agrees to all terms and conditions set out inthis RFP.Respondents may submit amended proposals before the deadline for receipt. Such amendedproposals must be complete replacements for a previous submission and must be clearly identifiedas such in the transmittal letter. The Department of PR&F will not merge, collate, or assemble theRespondent’s materials. Respondents are permitted to withdraw their submissions at any time priorto the deadline for receipt. Respondents must submit a written withdrawal request signed by theRespondent’s duly Authorized Representative(s) addressed to the Department of PR&F.II. Contact Person & QuestionsIf any prospective Respondent is in doubt as to the meaning of any part of this RFP, the Respondentmay, by e-mail, submit to the Director of Parks, Recreation & Forestry a written request for aninterpretation no later than March 12, 2026 by 4:30 p.m.Questions should be directed to:Greg Hayes Director of Parks, Recreation & Forestryhayesga@stlouis-mo.govNo contact with other City employees regarding this RFP is permitted. Unauthorized contactregarding this RFP may result in disqualification or rejection of a proposal.Questions must be submitted no later than March 12, 2026 by 4:30pm. The Department of PR&Fwill maintain a list of all requesting copies of the RFP and will ensure that copies of all questionsand responses shall be made available in writing to each organization on such list, when requested.Answers to all questions will also be publicly posted March 16, 2026 at https://www.stlouis-mo.gov/government/procurement.cfm.Questions should be asked in consecutive order, from beginning to end, following the organizationof this RFP. Each question should begin by referencing the RFP page number and section numberto which it relates. Short procedural inquiries may be accepted by telephone; however, oralexplanations or instructions given over the telephone shall not be binding upon the Department ofPR&F. Respondents should not otherwise contact the Department of PR&F directly, in person, bytelephone, facsimile, or by e-mail, concerning this RFP.4Contact with the Department of PR&F after the submission of proposals is limited to statusinquiries only and such inquiries are only to be directed to the above-named individual. Any furthercontact or information about the RFP to the Department of PR&F or any of its employees or anySelection Committee Members will be considered an impermissible supplementation of theRespondent’s proposal.III. Submission & DeadlineIn order for the Department of Parks, Recreation & Forestry to consider proposals, Respondent’ssubmission must be received by:Date: March 23, 2026Time: 4:30 P.M. CTDepartment of Parks, Recreation and Forestry(PR&F) 5600 Clayton AveSt. Louis MO 63110Proposals received after this deadline will not be accepted.The RFP must be labeled on the outside of the package to clearly indicate that it is in response tothe RFP FOR PROFESSIONAL MANAGEMENT AND OPERATIONAL SERVICES FORLAFAYETTE PARK HOUSE. Each Respondent must submit one (1) sealed, complete, originalproposal and six (6) sealed, full, complete and exact copies of the original. Proposals must utilize8.5 x 11-inch paper, use standard 12-point font, have 1.5-2.0 spacing, and contain a Table ofContents. A digital copy may also be sent to hinek@stlouis-mo.gov.
