Request for Quote #25-26CSConsulting ServicesReleased: January 14, 2026The Early Learning Coalition of Osceola County (“the Coalition”) is soliciting quotes for ConsultingServices.To select a vendor, the Coalition will request a quote for goods and services based on the specificationslisted in (Attachment A). All quotes received will be evaluated based on experience and qualifications.The selected vendor will be required to enter into an agreement with the Coalition to guarantee thespecifications listed, as well as to ensure adherence to all applicable state and/or federal laws.1. General InformationThe Early Learning Coalition of Osceola County is a nonprofit organization dedicated to ensuringearly care and education for children in Osceola County. Created in 2000, the Early LearningCoalition is one of 30 like agencies that serve all 67 counties in the state of Florida and distributesboth the Federal Child Care and Development Block Grant (“CCDBG”) and State based VPK dollarsto a diverse group of childcare providers. Through a variety of affordable and innovative earlyeducation and voluntary pre‐kindergarten programs, the Early Learning Coalition serves more than7,000 children from birth to 12 years old and their families.The Early Learning Coalition’s mission is to promote high‐quality school readiness, voluntary pre‐kindergarten and after school programs, that further the physical, social, emotional, andintellectual well‐being of Osceola County children, with a priority toward ages from birth throughage five.2. Scope of WorkThe proposer shall, in a proper and satisfactory manner, provide all the goods and services setforth in (Attachment A).3. Quotes Submission InstructionsOrganizations intending to respond to this Request for Quotation (RFQ) are requested to submittheir quotations via email to cgarcia@elcosceola.org no later than January 21, 2026, by close ofbusiness (4:00 PM EST). The email subject line must include the RFQ number and title.Submissions must include the following details:• Legal company name• Full name, title and email address of the individual authorized to sign the contract• Business address• Telephone numberIn addition, please provide responses to the following questions:• Is the organization a non-profit entity? (Yes or No)• Is the organization a minority-owned business? (Yes or No)• Are there any related parties associated with this submission? (Yes or No)➢If yes, please identify the individual and their relationship with any member of the boardor coalition staff.4. Evaluation ProcessThe Coalition shall conduct a comprehensive review of the responses to the solicitation byconvening a proposal evaluation committee based on the evaluation criteria set in (Exhibit 1).Selected vendor(s) will be awarded through written notice to qualified and responsive Proposer(s)who(se) proposal is determined to be most advantageous to the Coalition, taking intoconsideration price, quality, and other criteria.Multiple bids may be selected to best provide the goods and services and to meet the goals outlinedin the Scope of Work for this RFQ.6. Evaluation CriteriaEach quote will be evaluated based on the following criteria:• Alignment with RFQ Scope of Work• Timeliness, Professionalism, and Conciseness• Expertise/Experience• Availability of Resources• Value of Product/Services7. ContractIf the contract terms are not accepted, we reserve the right to proceed with the next highest-scoringvendor who best meets the RFQ criteria and aligns with the needs of our agency. If any subsequentvendor also declines the terms, we reserve the right to cancel this RFQ and reissue it to solicitadditional quotes.A professional services agreement will be negotiated for any work to be performed as a result of thisRFQ. This RFQ alone is in no way an agreement, obligation, or contract and in no way is the Coalitionresponsible for the cost of preparing the proposal. One copy of the proposal will be retained for officialfiles and become a public record.The initial term of this Agreement shall commence on February 2, 2026, and continue through June 30,2026. The Agreement may be renewed for up to three (3) additional one-year terms, subject tosatisfactory performance and the availability of funding, at the sole discretion of the Early LearningCoalition of Osceola County.After the vendor(s) is selected and awarded, we will request two (2) fully executed copies of thePurchase Order Terms and Conditions by mail or email to the Early Learning Coalition of OsceolaCounty.Please see attached Terms and Conditions (Exhibit 2) for review, if the undersigned shall be awardedthis contract, the undersigned must execute the terms and conditions attached to this RFQ.THIS SPACE LEFT BLANK INTENTIONALLYSCOPE OF WORKAttachment AThe Early Learning Coalition of Osceola County seeks consulting services to assess and providerecommendations for the redesign and optimization of the Family Services, Impact, and ReimbursementDepartments, with the goal of improving efficiency and strengthening staff capacity and professionaldevelopment.Family Services DepartmentProject Objectives:• Evaluate staff capacity, workload distribution, and training needs.• Review and refine internal policies, procedures, and workflows for improved efficiency.• Support the implementation of an enhanced customer service model to improve familyengagement, satisfaction, and outcomes.• Review the staff training and onboarding plan aligned with the new structure and customer servicestandards.• Technology Integration: Continue to assess if a CRM (Customer Relationship Management) systemis needed to track family interactions and improve follow-up.• Leadership Development: Support Family Services leadership in growing skills related tosupervising under the new model.Deliverables:1. Updated Organizational Chart and Role Recommendations2. Updated Standard Operating Procedures (SOPs): Simplified, easy-to-follow guides for core familyservices workflows, intake, case management, and customer support.3. Leadership Coaching and Change Management Support: Coaching sessions or action plans forFamily Services leadership to help them successfully guide their teams through the transition.Impact DepartmentProject Objectives:• Perform a thorough assessment of the Impact Department’s data services practices andrecommend improvements to enhance efficiency and eliminate redundant processes.• Develop strategies to optimize task execution in regard to data collection, management,and desegregation and improve overall team effectiveness.• Assess each team member’s:o Familiarity with and proficiency in using current data technology and systemso Adaptability to new tools or changes in processes• Support a staff professional development session on prioritizing coalition dataneeds.• Support with data tools utilized for data services.Deliverables:• Assessment of current(all) Data Metrics tools, create a dashboard and staff training asit relates to Data Metrics Tools.Reimbursement DepartmentProject Objectives:• Provide clear recommendations for cross-training of Specialists and other Coalition-designatedstaff to ensure adequate coverage during staff absences or periods of high workload.• Design and implement a centralized dashboard or digital solution to replace existingspreadsheet-based processes.• Develop a comprehensive library of onboarding and training resources.Deliverables:• Provide structured training on the newly implemented technology dashboard and thecomprehensive training library.• Establish a clearly defined cross-training strategy for Specialists and other Coalition-designatedstaff.The following table illustrates subject to the availability of funding the total fees under the Agreement.Consulting ServicesTotal Forecasted Amount must not exceed$34,500.00THIS SPACE LEFT BLANK INTENTIONALLY
