Background

The City of Anaheim, founded in 1857, is one of the nation’s premier municipalities and is one of California’s most populous and most visited cities. Anaheim covers 50 square miles with more than 340,000 residents and more than 3,200 City employees. Anaheim supports a thriving business community, and successful sports franchises including Angels Baseball and the Anaheim Ducks. Anaheim also boasts world-class meeting and entertainment venues with: The Anaheim Convention Center, LEED-certified and the largest convention center on the West Coast; Honda Center; City National Grove of Anaheim; Anaheim Garden Walk; Angel Stadium; and Anaheim Regional Transportation Intermodal Center (ARTIC). Annually, Anaheim welcomes more than 20 million visitors to the city, truly making it a destination where the world comes to live, work, and play.

While Anaheim is widely recognized for its vibrant community, world-class attractions, and thriving economy, the City also places great importance on supporting the health, safety, and well-being of those who serve it. The Anaheim Police Department, in particular, faces unique occupational challenges that impact both physical and mental health, underscoring the need for a comprehensive wellness program tailored to law enforcement professionals. According to the Centers for Disease Control and Prevention, nearly 900,000 Americans die prematurely each year from the five leading causes of death—yet 20 to 40 percent of these deaths are preventable. Among law enforcement personnel, the most pressing health concerns include stress, diabetes, heart disease, and cancer. Furthermore, emergency responders are reported to have the highest rates of obesity and cardiac events of any occupational group in the United States.

Research indicates that job performance and overall health improve as physical fitness increases. A wellness program designed for Anaheim Police Department personnel will not only incentivize increased fitness levels but will also reduce risks of cardiovascular disease, injuries, and stress-related conditions while providing tools for effective stress management.

To achieve these goals, the Anaheim Police Department requires the services of a highly qualified professional services provider (Provider) to deliver a wellness program for employees. This program will include a full-time, in-house Wellness Director with a minimum of three years of experience working with police officers to improve health and wellness outcomes. The Department remains committed to serving the community by proactively addressing crime, striving for organizational excellence, and strengthening community relationships. To support this mission, the Department is also taking a proactive approach to officer health by identifying and addressing the risk factors inherent in the profession.

The Anaheim Police Department maintains strength and cardiovascular training rooms at its main station and east substation, along with an offsite indoor/outdoor training facility in Anaheim used for physical agility testing. These facilities provide a strong foundation for implementing a comprehensive wellness program under the guidance of the selected Provider.

The City seeks to establish an agreement for a one (1)-year initial contract, with up to three (3) optional one (1)-year renewals. Each subsequent renewal will be subject to negotiation and may be extended upon mutual agreement.
