DEADLINE: Sealed proposal submittals must be received and time stamped by 3:00 p.m., Central
Standard Time, Wednesday, March 18, 2026. (The clock located in the City Secretary’s office will
be the official time.) All proposals received will be read aloud at 3:15 p.m. on March 18, 2026 in the
City Council Chambers, City Hall, 5th Floor, Port Arthur, TX. Proposals will be opened in a manner to
avoid public disclosure of contents; however, only the names of proposers will be read aloud.

The enclosed REQUEST FOR PROPOSAL (RFP) and accompanying General Instructions are for your
convenience in submitting proposals for the enclosed referenced services for the City of Port Arthur.
Proposals must be signed by a person having authority to bind the firm in a contract. Proposals shall be
placed in a sealed envelope, with the Vendor’s name and address in the upper left-hand corner of the
envelope.
ALL PROPOSALS MUST BE RECEIVED IN THE CITY SECRETARY’S OFFICE BEFORE
OPENING DATE AND TIME. It is the sole responsibility of the firm to ensure that the sealed RFP
submittal arrives at the above location by specified deadline regardless of delivery method chosen by the
firm. Faxed or electronically transmitted RFP submittals will not be accepted.

HOME INVESTMENT PARTNERSHIPS, AS WELL AS LOCAL, PRIVATE, AND PUBLIC
FUNDED PROJECTS AND ACTIVITIES
OBJECTIVE
The Grants Management and Housing and Neighborhood Revitalization Divisions will work in
conjunction with the Economic Development Corporation (EDC) to revitalize the target area
bounded by Atlanta Avenue on the west, 8th Street on the north, Nashville Avenue on the east, and
5th Street on the south. The program is designed to assist with development costs for the development
of high-quality affordable housing and to assist low and moderate• income households with home
purchase in the target area.
CONTRACT TERM
Contract will be one year with the option to renew for two additional one-year periods.
SCOPE OF WORK DURING CONTRACT TERMS
The funding source for the neighborhood revitalization will include Community Development
Block Grant (CDBG), HOME Investment Partnership (HOME), as well as Local, Private, and
Public funds.
An environmental review of the target area is required before any funding is expended. The
company that performs the environmental review must have the ability to perform the following:
1. Provide the City of Port Arthur with an Environmental Review per HUD 24 CFR Part 58
to include a City-wide review as well as all required properties in the identified project
areas.
a) Confirm the level of clearance required for the project in consultation with the City of Port
Arthur, as needed, to include the following, but not limited to, rehabilitation and
reconstruction activities, new construction, demolition of dilapidated structures, site
clearance, commercial building repairs, infrastructure improvements (sidewalks,
water/sewer lines), down payment and closing costs assistance.
b) Assist the City of Port Arthur, as applicable, with agency consultation as necessary to
complete the environmental review and to obtain permit requirements to ensure project
compliance. Including acting as the City of Port Arthur liaison under Section 106 of the
National Historic Preservation Act for historic building and archaeological concerns with
the Texas Historical Commission, the Advisory Council on Historic Tribal Historic
Preservation Officers.
c) Assist the City of Port Arthur with posting and responding to public comments received in
response to the environmental review.
d) Work with the City of Port Arthur regularly to facilitate and expedite the environmental
review process.
INITIAL PROJECT

1. Downtown Area: Bounded by Houston Avenue on the west, Gulfway Drive on the north,
Memorial Boulevard on the east, and 4th Street on the south. The program is designed to
assist with development costs for the development of high-quality affordable housing
and to assist low and moderate-income households with home purchase in the target
areas.
2. Lewis Drive (South) – 9th Avenue (East)- Bounded by 9th Avenue on the west, Duff
Drive on the east, 4th Street on the south, and Gulfway Drive on the north and including
Foster Estates.
3. Park Central Addition;
4. Montrose Addition;
5. El Vista/Vista Village Addition;
6. Port Acres Addition;
The funding source for the neighborhood revitalization will include Community Development
Block Grant (CDBG), HOME Investment Partnership (HOME), as well as local, private, and
public funds.
An environmental review of the target area is required before any funding is expended. The
company that performs the environmental review must have the ability to perform the following.
Once the initial project is complete, the contractor may be called to perform environmental
reviews on additional areas based on the rates stated on the Cost Sheet.
