Bid Title: Senior Engineering and Project Management Services

Senior Engineering and Project Management Services
The City of Pasco (City), is soliciting a Statement of Qualifications (SOQ) from qualified Firms to provide Senior Engineering and Project Management Services on a staff-augmentation basis. The selected Firm will provide experienced personnel to support the City’s Public Works and Engineering functions by supplementing existing staff and assisting with the delivery of capital improvement and operational projects. The City is wanting to have a singular Staff Member dedicated to the team for these services.
Services are anticipated to include, but are not limited to, project management, design review, construction coordination, and general engineering support. The selected Firm (Staff Member) will work under the direction of City staff and may be assigned to multiple projects or programs as needed, however, Firm will not be able to select or manage any projects that their Firm may be involved in whether as a Prime Consultant or Sub-Consultant. In addition, the City seeks professionals capable of providing technical guidance and mentorship to junior engineering staff, including Engineers-in-Training (EITs), to support staff development and capacity building.
Firms responding to this invitation should demonstrate qualifications, experience, and expertise in municipal engineering, project management, and the ability to effectively integrate into an existing team environment.

Technical questions regarding the scope of this project should be put in writing and directed to both City Representatives listed in Section 1.9 of the RFQ, no less than three (3) working days prior to the time that submittals are due.
Projects funded wholly or in part by Federal appropriations must comply with Code of Federal Regulations; 24 CFR 570.502, 24 CFR 85.36, 2 CFR 200. The Firm’s SOQ shall demonstrate their recent and relative engineering experience of supporting a City’sPublic Works and Engineering functions via staff-augmentation and assisting with the delivery of capitalimprovement and operational projects. The City is wanting to have a singular staff member dedicated to the teamfor these services.As part of the project team, the selected Firm is expected to work closely with City Engineering and Operationsstaff, sub-consultants, contractors, and construction management firms to successfully complete all phases ofprojects: Preliminary Engineering (PE), Right-of-Way (ROW), & Construction (CN).Aspects of projects will include but are not limited to developing schedule(s), budget(s), scope of work, preparingproper documentation, developing RFQ’s/RFP’s/Bid Packages, performing and reviewing designs, andcommunication with outside agencies. Firm must demonstrate their ability to manage more than one project. Thepreferred Firm will exhibit exceptional professionalism and communications skills for coordination with otherConsultant/Firm Design Engineers, Funding Agencies, Oversight/Permitting agencies, Utility Providers and CityStaff. The selected Firm will not be able to select or manage any projects that their Firm may be involved in whetheras a Prime Consultant or Sub-Consultant.The anticipated duration of these services is anticipated to be eighteen (18) months and is set to begin as early asa selection is made (in early August 2026).This RFQ is not a contractual offer, nor is it a commitment to purchase services. Contents of this RFQ and theFirm’s submittal will be used as the basis to determine final contractual obligations. It is understood that this RFQand the successful Firm’s submittal may be attached or included by reference, in part or in whole, to any agreementregarding the services included in this RFQ between the City and said Firm.1.3 QUESTIONSAny explanation desired by a submitting Firm regarding the meaning or interpretation of the RFQ, or any partthereof, must be submitted in writing (via e-mail) and directed to both City Representatives listed in Section 1.10,no less than three (3) working days prior to the time that submittals are due.Any interpretation made will be in the form of an addendum to the RFQ, issued by the City and will be posted to theCity Website – http://www.pascowa.gov/Bids.aspx.
