Located at B Street and Boeing Way, as well as BStreet and Industrial Drive. The selected firm will also prepare the necessary environmentaldocumentation for this project.A selection committee will comprehensively rank firms based on, but not limited to, content ofproposals, qualifications, references, and other relevant information. Contract negotiations willbegin with the highest ranked firm. Pending successful negotiations, the selected Consultant willenter into a Professional Services Contract with the City of Stockton.2.0 BACKGROUNDRecently, the City secured federal funding for preliminary engineering (PE) through the HighwaySafety Improvement Program (HSIP) for the Roundabouts Located at B Street and IndustrialDrive, as well as B Street and Boeing Way. The wide roadway, high volume traffic and poorvisibility all contribute to high collision rates. The proposed roundabouts will reduce driver speedand reduce traffic collisions.3.0 PROJECT DESCRIPTIONThe two intersections are unsignalized. The Project will construct roundabout treatments at eachof the unsignalized intersections to improve safety for all road users including ADA curb rampsand crosswalks. The proposed roundabouts are listed below and presented in Attachment A –Vicinity Map.• B Street and Boeing Way• B Street and Industrial Drive4.0 SCOPE OF WORKEach Consultant shall prepare a detailed scope of services based, in part and at a minimum, oninformation presented in this Request for Proposal, and other available information. TheConsultant shall provide a cost proposal and anticipated schedule, which accomplishes theobjectives of this project.Consultants are encouraged to include items that are not presented in the RFP but deemednecessary for this project.4.1 Background ResearchThe Consultant shall inspect the existing structures and perform site surveys.Consultant shall research and review Caltrans Bridge Inspection Reports, topographicmapping, photos, right of way maps, “as-built” plans, record maps, surveys, and othergeometrical and operational characteristics for the project. The Consultant shall conductfield reconnaissance of the project limits. The Consultant shall also conduct field surveysthat include collecting topographic information and locating and referencing any surveyRequest for ProposalsB Street RoundaboutsProject No. WT25053 / HSIPL-5008(225)Page 2 of 12monumentation to be compromised by the project.The Consultant shall identify required permits, prepare all permit applications and assistthe City with negotiations relative to permit conditions, if required. Permit fees will be paidby the City.4.2 Environmental ServicesThe project is funded with federal funds, and therefore California Environmental QualityAct (CEQA) and National Environmental Policy Act (NEPA) compliance is requiredthrough Caltrans District 10 Office of Local Assistance. The consultant shall beresponsible for coordinating with Caltrans and Stakeholders as needed, includingcompletion of the Preliminary Environmental Study (PES). Consultant will prepare anystudies that Caltrans requires in the approved PES.The consultant shall be responsible for printing, mailing, delivering, and distributing toappropriate Agencies and Stakeholders to obtain environmental clearance.4.3 Utility CoordinationThe consultant will be responsible for performing utility investigations and coordinationwith utility owners throughout the project development process. The Consultant will bepresent at all necessary meetings with each utility owner. The consultant will beresponsible for, but not limited to, the following:• Prepare a project limits map and request utility information from each utility ownerwithin the area of work.• Prepare Utility Letter “A” during preliminary design phase to the affected utilityowners for City to review and approve prior to transmitting to utility owners.Information on existing utilities obtained as a result of the “A” letter will betransferred to base maps in both plan and profile view. A copy of the utility dataobtained from utility owners will be provided to the City and the originals will befiled in the project files.• Prepare Utility Letter “B” during 65% design phase to the affected utility ownersfor City to review and approve prior to transmitting to utility owners. Two sets ofhalf-sized 65% plans will be provided to each utility owner as an attachment tothe letter. The letter will request that utility owners verify any utility conflicts withproposed improvements and indicate whether any future utilities are proposed inthe area that may require accommodation through the improved area.Information on existing utilities obtained as a result of the “B” letter will be usedto determine potential utility conflicts and to resolve the conflicts identified. A copyof the utility data obtained from utility owners will be provided to the City and theoriginals will be filed in the project files.• Prepare Utility Letter “C” during 100% design phase to the affected utility ownersfor City to review and approve prior to transmitting to utility owners. Two sets ofhalf-sized 100% plans will be provided to each utility owner as an attachment toRequest for ProposalsB Street RoundaboutsProject No. WT25053 / HSIPL-5008(225)Page 3 of 12the letter. The letter will indicate to the utility owners whether any changes havebeen made to the project plans since the Utility Letter “B” and will request writtenconfirmation of utility relocations and utility relocation schedule. A copy of theutility data obtained from utility owners will be provided to the City and the originalswill be filed in the project files.• Consultant shall meet with utility companies as needed to ensure that conflicts areidentified, and relocations performed if necessary.• The Consultant will use data provided by utility companies and perform fieldwork,such as potholing, ground penetration radar or other technology to confirm depthinformation. This fieldwork should be performed as soon as possible so thatconflicts can be identified and utility companies notified.4.4 Plans, Specifications, and EstimateThe Consultant shall prepare and complete PS&E documents, which include designimprovement plans for demolition, grading, striping, electrical, drainage, paving, staging,traffic control plans, erosion control, and other civil details as well as technicalspecifications, and engine estimate. The Consultant shall prepare a base map showingexisting information to facilitate the design of all the necessary improvements inaccordance with the City of Stockton Standard Plans and Specifications, CaltransStandard Specifications, and current California Manual on Uniform Traffic Control Devices(CA MUTCD), as appropriate. The base map limits shall be sufficient to cover allnecessary improvements within the project area. The Consultant shall conform the designto comply with Americans with Disabilities Act (ADA).The Consultant shall provide PS&E documents to the City for review at 30%, 65%, 90%,and 100% completion stage. The Consultant shall provide one set of full size, 24” x 36”,plans (PDF), one set of specifications (PDF & Word), and the engineer’s estimate (PDF& Excel) at each design stage. The Consultant must utilize Bluebeam Revu software forthe PDF submittals. With each stage of review, the Consultant shall review andincorporate comments, create a comment matrix to track all comments, and provide asigned Quality Control Checklist. Any comments not incorporated into the submittals shallbe tracked and justified in the comment matrix. The Consultant shall provide the Cityelectronic copies of the PS&E after the 100% comments have been incorporated. CityEngineers’ signature will be provided electronically once approved. The final submittalsshall include:• 24” x 36” plans in PDF and AutoCAD files• Signed and stamped final specifications in PDF and Word• Signed and stamped final engineer’s estimate in PDF and Excel• Resident Engineer (RE) file on flash driveThe Consultant will provide all correspondence and work products for City files.Request for ProposalsB Street RoundaboutsProject No. WT25053 / HSIPL-5008(225)Page 4 of 124.5 Quality ControlThe PS&E shall be subject to quality control reviews before submittal. These reviews willensure conformance to City and Caltrans Standards, as well as minimize typographicalomissions.The Consultant will provide a signed Quality Control Checklist at the time of eachdeliverable submittal.4.6 Public OutreachPublic outreach will be part of this project. Assume leading, providing exhibits and meetingminutes for at least 1 public meeting.The Consultant shall research and develop a coded database of potentially interestedparties, which will be updated throughout the project with names from the publicmeeting(s) sign-in; information from the project team; and from telephone, e-mail andpersonal contacts. The database will be coded according to interest and involvementwith the project. Among the groups on the stakeholders list will be the following:• District 6 Council members and other elected and appointed officials• Residents and property owners adjacent to the proposed project area• Businesses and other establishments adjacent to the project area• Emergency responders• School District• Public Transit• Utility Companies• Pertinent City staffThere will be a minimum of one (1) Public Information Meetings to present concepts anddesign features to the neighboring residents and businesses, and to the public. TheConsultant in collaboration with City staff, will determine the locations near the project siteto have each meeting. The meeting(s) will be designed primarily to provide informationon the project features, goals, and construction impacts.The Consultant will schedule the meeting(s) and make all meeting arrangements; write,design, and issue meeting notices by first-class mail to stakeholders and by third-classmail to nearby residents; prepare agendas, sign-in sheets, comment sheets, signage, andother print materials; facilitate meeting proceedings; assist with exhibits and a PowerPointpresentation to illustrate concepts and plan elements; provide refreshments; record publiccomments/assist with appropriate responses; and prepare a detailed meeting report.
