Summary

The City of Orlando ("The City") is soliciting proposals for Orlando Police Department Forensic Towing, Storage and Recovery Services. The City needs these services and related dispatch capabilities 24 hours a day/ 7 days a week/ 365 days per year in accordance with the terms, conditions, and specifications contained in this Request for Proposal (RFP).

If the City determines that multiple contracts are needed, the City may award a secondary contract(S) to the responsible Proposers. In order to assure that any ensuing Contracts will allow the City to fulfill current and future requirements, the City reserves the right to award Contracts to multiple companies. The actual utilization of any Contract will be at the sole discretion of the City. The fact that the City may make multiple awards should be taken into consideration by each Proposer.

The City reserves the right to designate a Primary Contractor and one or more Secondary Contractors under this Agreement. The Primary Contractor shall be the City’s first source for requested services during the term of the Contract.
In the event the Primary Contractor is unable to perform the required services within the required timeframe, declines the work assignment, fails to maintain satisfactory performance, lacks necessary capacity or resources, or otherwise cannot meet the City’s operational requirements, the City may assign all or a part of the work to the Secondary Contractor(s) indefinitely or for a specified period of time, up to and including the balance of the contract term.
The City reserves the right to bypass the Primary Contractor and utilize a Secondary Contractor when reasonably determined to be in the best interest of the City, including but not limited to considerations involving response time, specialized expertise, availability, project schedule, workload balancing, emergency conditions, or performance concerns.

With its central location in the region and the State, Orlando is easily accessible from Interstate 4, Florida's Turnpike, Spessard L. Holland East-West Expressway (SR 408), Central Florida GreenWay (SR 417), and the Beachline Expressway (SR 528).
