Turning Movement Count Inventory for the Winston-Salem Area

Introduction and Background

The City of Winston-Salem, lead planning agency (LPA) for the Winston-Salem Area Transportation Planning

Organization (WSATPO), seeks a qualified firm to provide a Turning Movement Count Inventory for the

Winston-Salem Urbanized Area. The traffic counts will be performed at federally/functionally classified

intersections throughout the Winston-Salem Planning Area, which includes Forsyth County and portions of

Stokes, Davie, and Davidson counties. The City seeks to enter a two-year contract to complete counts at

approximately 500 intersections across the Winston-Salem Planning Area.

The turning movement count inventory will assist TPO staff in proposing and implementing needed changes

to lane assignments, traffic signal operations, and to study intersection performance. The data will be used

across TPO communities to improve transportation operations and help address congestion and safety

concerns. The turning movement counts will also be utilized to provide updated input data into the

Piedmont Triad Regional Model (PTRM) and help inform the regular updates to the WSATPO Congestion

Management Process (CMP).

End of Question period for scope of work and technical questions is July 1, 2026 at 12 PM (noon).

Questions on how to submit can be asked up until day before proposals are due.

Selection of a firm will be based upon qualifications, experience, as outlined elsewhere in this document.

The City, acting as lead planning agency for the TPO, reserves the right to reject all proposals submitted,

cancel the solicitation requested under this notice, and/or readvertise for these services.

Project Area

Turning movement counts (TMCs) shall be provided for at least 500 intersections throughout the Winston-

Salem Urbanized Area over a two-year period.

Scope of Work

The City of Winston-Salem shall provide any necessary documentation to the firm and shall provide a lead

staff person to act as the overall Project Manager. The Project Manager shall be the primary contact person

for the firm through the course of the contract. The following expected tasks of the firm shall be detailed in

the final contract with the selected firm:

• Collect turning movement counts (TMC) at 500+ priority intersections throughout the TPO.

• Each turning movement count submittal shall collect data at AM Peak Hours (7 AM – 9 AM), 11:30 AM

– 1:30 PM, and PM Peak Hours (4 PM – 6 PM) unless otherwise specified by the Project Manager.

Some counts may be ordered for the whole day for the purpose of studying signal warrant data or

studying other off-peak needs.

• Count data shall be gathered between Tuesday and Thursday when most area schools are in session

and there is no holiday, unless otherwise directed by the Project Manager. The Project Manager will

work with the selected firm to identify eligible collection dates.

• The firm will be provided with the Project Manager’s contact information for resolution in the event of

a crash, construction/lane closure, or a traffic signal malfunction.

• The TPO will issue four (4) location lists for the counts approximately every six months, including the

first at notice to proceed; it is assumed that the lists will feature approximately 125 intersections

each, with some variability depending on local needs.

• Turning movement data shall include all approaches.

• Count data shall include movements by motorized vehicles, bicyclists, and pedestrians.

• Each submittal shall be in electronic format, including a report with a cover sheet, data, peak hours,

and summaries. Reports shall be in PDF, XLSX, CSV, or other approved format.

• The firm is encouraged, but not required, to include additional service capabilities as part of their

proposal. The additional services should be conducted concurrently with the traffic counts. Previous

examples include near-miss crash data analysis, speed data, etc.

• The firm shall include its plan for a multi-year contract as indicated elsewhere in this document.

This list of tasks is subject to change prior to the mutual agreement of contract terms between the City,

MPO, Project Manager, and the selected firm.

Project Deliverables

Project deliverables shall include:

• Periodic check-in meetings with the Project Manager and Winston-Salem Department of

Transportation Traffic Engineering team to provide project delivery updates and to discuss needs

prior to deploying count technology

• Regular reports on turning movement count activities

• Turning movement count inventory

• The collection report shall be in a PDF and XLSX format and include cover sheets, count data, peak

hour information, and appropriate summaries. The cover sheet shall include the name of the firm,

counter, equipment used, weather conditions, and other applicable information.

Project Schedule

The project is expected commence during Fiscal Year 2027 (Calendar Year 2026). The first batch of traffic

counts should be completed within six months of issuance of the notice to proceed. The intent is for this

contract to be two years in length.

Proposal Content Requirements and Firm Selection Criteria

Firms are asked to provide an electronic submittal not to exceed fifteen (15) pages to the email

address bids@cityofws.org. Please also CC Catherine Knisley at catherinek@cityofws.org. Page, tab

dividers, and supporting exhibits or letters shall not be counted toward the page limit. Email should contain

the RFQ title and RFQ number in it.

Firm submittals will be evaluated by a Selection Committee made up of Winston-Salem Department of

Transportation Staff, North Carolina Department of Transportation (NCDOT) Transportation Planning

Division (TPD), Winston-Salem Department of Engineering Staff, and a representative from a member

agency of the Winston-Salem Area Transportation Planning Organization (WSATPO) other than the City of

Winston-Salem. Submitted proposals will be evaluated on their responsiveness to several criteria,

including:

1. Work Experience (30%)

a. In this section, please detail comparable projects completed by the firm in the last three (3)

years. Include references with contact information, dates of work, summaries of work

performed, and outcomes for the clients. Please provide an example of a recent turning

movement count report that your firm has completed, or an example of a tailored report for

this project. Please provide up to three references with contact information, including email

and phone number.

2. Staff and Team Qualifications (30%)

a. Detail the experience and qualifications of the project manager and team to perform the type

of work described by this request for qualifications. Please include supporting information,

including resumes, detailing years of experience and technical expertise for staff members

who will work on this project.

3. Technical Approach (30%)

a. In this section, please provide information about the specific technology that will be

deployed to assist with turning movement counts. Describe how the firm will successfully

complete the project and propose a draft schedule.

4. Staff Availability (10%)

a. Provide a summary of the management and staffing plan to be used for the project. Include

an organizational chart with proposed staff, their availability, and general information about

roles and responsibilities specific to this project. Subconsultants shall be identified and

resumes included.

Selection Process

The City will conduct a fair and impartial evaluation of all Statements of Qualifications (SOQ) that are received

in accordance with the provisions of this RFQ. The City reserves the right to obtain clarifications or additional

information from any firm regarding its SOQ. All firms that submit SOQ will be notified of final selection

decisions. Evaluation of proposals will be performed by a committee comprised of City of Winston-Salem

and other MPO member agency staff. All responsive firms will be notified of the selection results by letter

following award of this contract(s).

After reviewing qualifications, if firms are equal on the evaluation review, then those qualified firms with

proposed SPSF participation will be given priority consideration.

Once a firm is selected, a detailed/refined scope of services (broken down by specific milestone

events/deliverables), the associated fee, and the implementation schedule will be agreed to, signed, and

attached to the City’s standard professional services agreement form. The City reserves the right to terminate

negotiations with the selected firm(s) and proceed to negotiate with the next most qualified firm(s) should

contract/fee negotiations fail.

The City reserves the right to award projects in a manner that is in the best interest of the City. It may combine,

divide, add to, or reduce the scope of work to the benefit of the City. The City reserves the right to perform all

or some of the services described in this document with its own work force.

Title VI Nondiscrimination Notification

The LGA in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. §§

2000d to 2000d-4) and the Regulations, hereby notifies all RESPONDENTS that it will affirmatively ensure that

any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded

full and fair opportunity to submit LETTERS of QUALIFICATION in response to this ADVERTISEMENT and will

Small Professional Service Firm (SPSF) Participation

The Department encourages the use of Small Professional Services Firms (SPSF). Small businesses

determined to be eligible for participation in the SPSF program are those meeting size standards defined by

Small Business Administration (SBA) regulations, 13 CFR Part 121 in Sector 54 under the North American

Industrial Classification System (NAICS). The SPSF program is a race, ethnicity, and gender neutral program

designed to increase the availability of contracting opportunities for small businesses on federal, state or

locally funded contracts. SPSF participation is not contingent upon the funding source.

The Firm, at the time of submittal, shall submit a listing of all known SPSF firms that will participate in the

performance of the identified work. The participation shall be submitted on the Department’s Subconsultant

Form RS-2. RS-2 forms may be accessed on the Department’s website at NCDOT Connect Guidelines &

Forms.

The SPSF must be qualified with the Department to perform the work for which they are listed.

Prequalification

The Department maintains on file the qualifications and key personnel for each approved discipline, as well

as any required samples of work. Each year on the anniversary date of the company, the firm shall renew their

prequalified disciplines. If your firm has not renewed its application as required by your anniversary date or if

your firm is not currently prequalified, please submit an application to the Department prior to submittal. An

application may be accessed on the Department’s website at Prequalifying Private Consulting Firms -- Learn

how to become Prequalified as a Private Consulting Firm with NCDOT. Having this data on file with the

Department eliminates the need to resubmit this data with each letter of interest.

Professional Services Contracts are race and gender neutral and do not contain goals. However, the

Respondent is encouraged to give every opportunity to allow Disadvantaged, Minority-Owned and Women-

Owned Business Enterprises (DBE/MBE/WBE) subconsultant utilization on all LOIs, contracts and

supplemental agreements. The Firm, subconsultant and subfirm shall not discriminate on the basis of race,
