Project Description: NOTICE TO BIDDERS
MORTON BOROUGH
Online sealed proposals for the Sanitary Sewer Relining and Manhole Rehabilitation-2026 will be received by the Borough of Morton, online via the PennBid Program at www.PennBid.net until 10:00 AM, on August 18 , 2026, at which time and place the bid numbers will be publicly opened and read aloud.
Project major items include 7,100LF of 8" Sanitary Sewer Pipe Relining, 26 Manholes Rehabilitation, 241 Re-Establish Services Laterals and associated restoration.
All Bid Documents, Construction Plans and Specifications will be available online via the PennBid Program at www.PennBid.net at no cost to prospective bidders.
The successful bidder, who is awarded the contract, will be required to pay PennBid Program a fee of 1/3 % of the contract award value. There is a minimum award fee of $150.00 and a maximum of $6,000.00. Bidders must confirm the fees associated with bidding through PennBid and the successful bidder is responsible for the fees associated with the awarded bid.
A bid bond in the amount of ten percent (10%) of the total bid, made payable to the Borough of Morton, must accompany each bid.
Attention of Bidders is called to all of the requirements contained in the bid package, particularly to the PA Prevailing Wage Rates, Public Works Employment Verification Form, various insurance requirements, various equal opportunity provisions, and the requirements for a payment bond and performance bond for 100% of the contract price and a one year maintenance bond for 10% of the contract price.. Each bidder must submit a Contractor Responsibility Certification, and if applicable, a Subcontractor list and Subcontractor Responsibility Certification with the bid. Failure to submit the documents may result in bid being rejected.
The Borough of Morton reserves the right to accept or reject any or all bids or parts thereof, and to waive any informalities in the bidding, as them deem in the best interest of the Borough.
