Selected applications will be announced no earlier than March 18, 2026. No workrelated to the RFP shall take place before this date or before all award requirements have beenmet.Revisions to this RFP scope of work may be required once the winning grant applications areannounced. Revisions, if any, will be discussed with the consultant after the announcement.III. SCOPE OF SERVICES AND PROJECT BUDGETThe City adopted five (5) historic districts (districts) between 2004 and 2010:1. Cherokee- Cassville2. Granger Hill3. Olde Town4. West End5. Downtown Business District (DBD).Historic resources surveys are required to be updated every 10 years by HPD. This will be thefirst update to the surveys since the DBD district was adopted in 2004.Within the (5) districts there are at least (630) parcels. One Hundred Fifty Five (155) propertieshave been identified within DBD. Of these, (135) properties are grant funding eligible for theresource survey based on the 40-years or older criteria for the age of the properties. Theconsultant will produce updates to the historic resource surveys for the (135) grant eligibleproperties in the DBD district. The City also asks that resource surveys be created or updated forall non-grant eligible properties in the DBD historic district.A breakdown of the number of parcels within the DBD district is provided with the historicdistrict maps and spreadsheets in the Appendix. Due to the grant requirements, the cost proposalshould include a separate line item for survey updates to the (135) grant eligible properties and aseparate line item for survey updates to the remaining non-grant eligible properties,approximately (20).Not all parcels at the time of initial adoption had a survey. At least one parcel was identified asbeing in the district when it was, in fact, not in the district. New parcels have also been createdsince 2004 through subdivision or development processes. The consultant will be responsible forK:\HPC\CLG Grant\2025\RFP\GHRS Update_RFP 2025_REV 12-16-25.doccreating surveys for the parcels with no surveys. Staff will assist with identifying any remainingparcels without a survey.The consultant will have access to all digital and paper files and surveys associated with thedistrict on file with the City.Historic resource surveys should be completed according to standards and parameters defined inthe Georgia Historic Resources Survey Manual Survey forms and addendums used for newsurveys or survey updates should be acquired from Georgia Historic Preservation Division(HPD) as they are used for GNAHRGIS and in the field to gather the information needed torecord a resource in GNAHRGIS. The form lists all questions that should ideally be answeredabout each resource, and the addendum presents all possible answers for those questions that aremultiple-choice in GNAHRGIS.Unless otherwise directed by HPD, the consultant will be responsible for submitting completedsurveys to HPD for review and comment until survey submissions are fully accepted by HPD.The consultant shall be responsible for submitting a draft of the final survey report to HPD andto the City for review. The City will be responsible for submitting the final survey report toHPD through NRTigers.Unless otherwise directed by HPD or City staff, the consultant will also be responsible forupdating the GNAHRGIS database with new and updated surveys. The consultant willcoordinate with the City to ensure that any required logins and passwords are mutually agreedupon and shared.The resource numbers from any previous surveys and the present survey should be cross-referenced and documented.All new and updated surveys shall be submitted to the City in PDF digital format. The consultantwill also submit any Microsoft Excel files documenting the properties surveyed to the City.Images should be in color and submitted in JPEG format or other format as agreed to by the City.Funding for a portion of the project has been secured in the 2025-26 city budget effective July 1,2025. The City has also received a grant award for the 2025 HPF grant cycle. Refer to SectionII.This is a reimbursable project.
