I. Introduction

The City of Bangor requests bids for one (1) heavy duty tractor type snow plow with

underbody or approved equal. Vehicle will be FOB Destination to the City of Bangor, Air

Field Maintenance, 112 Maine Ave. Bangor, ME 04401.

The City does prefer a current model year but will consider alternate bids for the purchase

of unsold previous-year model if it meets or exceeds the requested specifications. To

expedite the assembly and delivery of this equipment, the City will accept an "off the lot"

cab & chassis that complies with the bid specifications for axle, suspension, frame, and

body strength.

II. General Information

General information is available on the City’s website at the following web address:

www.bangormaine.gov/proposals. By submitting a response to this solicitation, the bidder

accepts the responsibility for downloading, reading and bidding by the terms and

conditions set forth in the City’s “General Information for Vendors”.

III. Submission

To be considered, return pages three (3) through six (6) of this Request for Proposals and

a complete manufacturer’s brochure in an envelope clearly marked “Bid No. P26-25:

AFM Plow Truck” by January 21, 2026 to the Purchasing Department, City Hall, 73

Harlow Street, Bangor, Maine 04401.

Bids may also be submitted via email by sending to: bids@bangormaine.gov. If emailing

bid, please reference “Bid No. P26-25 AFM Plow Truck” in the subject line. Bids will be

publicly opened at the time stated above.

Please indicate in or with your bid whether you have or are working on a policy regarding

domestic violence. If you do not have a domestic violence policy, please indicate whether

you would like the City of Bangor to provide you a copy of its policy as an example.

A tabulation of all bids received will be available as soon as possible after the date of

opening. Bid results may be viewed on the City’s website at

www.bangormaine.gov/bidtabs.

IV. Questions

Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30

P.M. on January 2, 2026.

The City will issue a response on or before 4:30 PM, January 9,2026. The response will

be in the form of an addendum, which will be available on the City’s website. Notifications

will be sent out at the time of release of all addendum to the appropriate Registered

Vendor List.

V. Late Bids

It is the responsibility of the Bidder(s) to see that their bids have sufficient time to be

received by the Purchasing Department before the submittal deadline.

Any bid, portion of a bid, or unrequested bid revision received at the City of Bangor

Purchasing Department after the time and date specified, will be returned to the Bidder

unopened.

VI. Withdrawal of Bids

No Bidder may withdraw their bid for a period of ninety (90) days from the date of

opening. All bids shall be subject to acceptance by the City during this period.

To withdraw a bid prior to the opening, the bidder shall request the withdrawal in writing.

All costs associated with the withdrawal (i.e. mailing fees) will be borne by the Bidder.

VII. Award

The bid award will be based on the following:

1. Quality and performance of equipment offered.

2. Availability of equipment and parts.

3. Prior history or experience with the Bidder and equipment (if no history or

experience, references may be requested of the Successful Bidder).

4. Cost.

VIII. Rejection

The City of Bangor reserves the right to reject any and all bids, to waive any informalities

or defects in bids or to accept a higher cost bid if it is deemed to be in the best interest of

the City of Bangor. The City also reserves the right to negotiate with the successful Bidder.

IX. Information for Bidders

1. Pages three (3) through six (6) of this request must be completed and returned with all

questions answered and complete Manufacturer’s brochure in order to be considered.

a. In Section X: Specifications, the bidder is asked whether they comply with

the referenced sections. Caution should be taken by the Bidder to ensure

that all questions are answered and that all information requested is

provided.

b. Any exception to the provisions in the specifications must be marked in the

body of this document and itemized on a separate page titled “Exceptions”,

referenced by section number and paragraph, along with a detailed

explanation of the exception.

2. The vehicles must be thoroughly inspected, serviced and ready for use upon delivery.

All work performed must meet established industry standards of quality to be

acceptable to the City. Any unacceptable work must be corrected before the City will

issue payment.

3. All Federal and State taxes must be excluded from the bid price. A tax exemption

certificate for the City of Bangor shall be furnished to the successful Bidder upon

request.

X. Specifications

ONE (1) FULL SIZE; HEAVY DUTY TRACTOR TYPE SNOWPLOW WITH

UNDERBODY OR APPROVED EQUAL

A. General:

1. Heavy duty tractor type chassis.

2. Chassis must comply with SAE ARP5548 Modular MTE Cab Forward Mid-

Engine power unit.

3. Shift able four-wheel drive (4WD) with front and rear lockable differentials

4. Lockable transfer case with high and low range.

5. Four (4) Wheel Steer with rear axle identical to front axle.

6. Minimum four hundred fifty horse power (450hp), six (6) cycle turbocharged

diesel engine with charge air cooling and ether start.

7. Six (6) speed ZF automatic transmission with integrated transfer case.

8. Engine hood must be removable or tilt back to allow engine maintenance.

9. Anti-lock brake system (ABS) air brakes.

10. Heated automatic moisture ejectors.

11. Minimum ten (10) amp battery charger.

12. External battery boost studs.

13. Battery disconnect switch.

14. Central automatic lube system.

15. Minimum one hundred fifty (150) Gallon diesel capacity.

16. Heated fuel/water separator.

17. Battery heater.

18. Hydraulic oil heater.

19. Coolant heater.

20. Oil pan heater.

21. Engine block heater.

22. Air ride cab, driver, and passenger seat.

23. Cab must be forward mounted to frame with full glass doors for unobstructed

view of plow and underbody.

24. Staircase to cab must have full contact railings on both sides of staircase.

25. Must have staircase and full walkways with railings on both sides of truck.

26. Cab heat and air conditioning.

27. Cab front and side windows heated.

28. Front and side window heated windshield wipers with spare heated wiper set.

29. Deluge System for front and side windows.

30. Heated and power side mirrors.

31. Power up/down side windows.

32. Rear view camera for fifth wheel hookup with in cab monitor.

33. AM/FM Radio.

34. Rotating or flashing beacon on top of cab.

35. Minimum eight (8) forward-facing high-power lights.

36. Minimum two (2) mid mount scraper blade lights.

37. Minimum two (2) rear facing work lights.

38. Fifth wheel hitch with air and power hookups.

39. Minimum four thousand pounds (4000lbs) ballast.

40. 445/65 R22.5 snow tires.

41. One (1) Full size spare tire mounted on rim.

42. Remote Manufacturer Telematics Monitoring included for the life of the

vehicle without subscription.

43. Owner’s manual, service manual, and parts manual with original equipment

manufacturer (OEM) part numbers.

B. Color:

1. Exterior: Yellow (Chrome Yellow or Equivalent Buyers approval required)

2. Interior: Dark color.

C. Warranty:

1. Full factory warranty as nationally advertised.

D. Plow:

1. One (1) twenty foot (20ft) high speed runway casting plow such as Wausau Blue

Max BMP 2050HW high speed airport runway snowplow or approved equal.

2. Polyethylene moldboard.

3. Adjustable moldboard pitch.

4. Kuper GK5 cutting edge with bumpers.

5. Two (2) Spare tires with rims.

6. Mounted and integrated to truck with appropriate headgear and in cab controls.

E. Underbody:

1. Underbody scraper such as Wausau PB-10 or approved equal.

2. Mounted and integrated to truck with in cab controls.

F. Delivery

1. City of Bangor must take delivery of completed vehicle by April 1st, 2026.

2. Any Import fees or Tariffs will be paid as the seller.
