PURPOSE/BACKGROUND
A. PURPOSE
1. The Prince George’s Community College (herein referred to as the College or PGCC) is soliciting
Proposals to establish a Contract with a Construction Management (CM) Construction
Management At Risk (CM/CMAR) firm to provide professional construction services upon
issuance of contract award followed by a Notice to Proceed.
2. The Construction Manager A t R i s k (CM/CMAR) s h a l l provide preconstruction and
construction services for t h e D u k e s C e n t e r project by u t i l i z i n g the Construction
Management with Guaranteed Maximum Price method of Contracting.
B. BACKGROUND
1.
The College anticipates making an award on or before May 15, 2025, or until Board
approval obtained.
2.
All Offerors further understand and agree that the College is not able to provide current estimates
and completed Contract documents for this project requiring the CM/CMAR services.
3.
Technical Proposals will be based on requirements identified in SECTION IV. - B.
TECHNICAL PROPOSAL REQUIREMENTS and C. ORAL PRESENTATION. Price
Proposals will be requested based on the requirements identified in SECTION IV - D. PRICE
PROPOSAL. This RFP will result in a single award.
5.
Upon selection of the CM/CMAR, and approval by the Prince George’s Board of Trustees, if
applicable, the Contract will be executed.
6.
The CM/CMAR will be an integral member of the Project Team, consisting of representatives
from the College, the User, the Architect, the Architect’s consultants, and other consultants, as
required. Generally, it will be the responsibility of the CM/CMAR to integrate the design and
construction phases, utilizing his skills and knowledge of general Contracting, to develop
schedules; prepare project construction estimates and constructability reviews; study labor
conditions; and, in any other way deemed necessary, to contribute to the development of the
project during the Pre-Construction/Design phase.
