OverviewPost InformationPosted At:Fri, Aug 15, 2025 9:32 AMSealed Bid Process:Yes (Bids Sealed / Pricing Sealed)Private Bid:NoSummaryUnder the terms of this bid, the bidder shall be capable of providing services for Grit and Screenings Removal Services at the District's Southerly, Easterly and Westerly Wastewater Treatment Plants (WWTPs) and the Westerly Tunnel Dewatering Pump Station (WTDPS). The plants receive wastewater twenty-four (24) hours per day, seven (7) days per week and are continuously removing grit and screenings from the wastewater treatment process. The purpose of this bid, and the requirement contract awarded following an evaluation of the bids received, is for the contractor to provide all labor, tools, and equipment as required for hauling away an estimated 10,000 tons of grit and screenings from the three (3) WWTPs and WTDPS.
The Contractor is responsible for the transportation and disposal of all screenings collected at the District treatment plants and WTDPS in conformance with all current federal, state, and local laws and regulations, including but not limited to, the federal Resource Conservation and Recovery Act (RCRA), and the Ohio Environmental Protection Agency (OEPA). The Contractor is responsible for the disposal of all grit collected at the District’s WWTPs in accordance with all applicable rules and regulations. The Contractor shall indicate in their bid where they intend to dispose of the grit. The District continues to explore alternative reuse options. The District’s goal is to maximize the amount of grit beneficially reused, rather than hauling and disposing this material in a solid waste landfill. The District is planning to return to the Board to request authorization to issue an RFP for grit reuse services.
Non-mandatory pre-bid site inspections at the WWTPs and WTDPS are to be scheduled with the facility representative identified in the Detailed Specifications (DS-2) between September 2nd - 4th. Site inspections are to be completed by 2:00 pm on Thursday, September 4th, 2025. Refer to SGC-1 for additional non-mandatory pre-bid site inspections information. This duration of this requirement contract shall be two years or until funds are exhausted. This quantity is an estimate and is not guaranteed.
BackgroundThe Northeast Ohio Regional Sewer District (Sewer District) protects public health and the environment by leading effective wastewater and stormwater management. As the largest wastewater treatment provider in the State of Ohio, the Sewer District spans 380 square miles, serves 62 communities and one million residents, treats 90 billion gallons of wastewater a year, and manages more than 400 miles of streams.
In addition to its award-winning treatment plant and laboratory performance, the Sewer District's Project Clean Lake construction program will reduce annual Lake Erie pollution by 4 billion gallons by 2035, while its Regional Stormwater Management Program addresses widespread inter-community problems like flooding, pollution, and erosion.
