The college encompasses the main campus andsix education centers in Westmoreland, Fayette, and Indiana counties, strategically located to serveevery area of the region.The main campus is located in rural Youngwood, PA, a short distance from the New StantonInterchange of the Pennsylvania Turnpike off of US Route 119. The 80-acre campus comprises fourbuildings: Student Achievement Center, Health and Culinary Center, Science Innovation Center andthe Business and Industry Center all of which contain general classrooms, smart classrooms andlaboratories with modern equipment that provide opportunities for students to gain hands-onexperiences in a variety of career fields. The Student Achievement Center also contains the collegebookstore, library, student activities center, gymnasium and fitness center, and more. In addition,there are athletic fields for baseball, softball, soccer and other sporting activities.Westmoreland’s state-of-the-art Advanced Technology Center offers education and training forstudents and incumbent workers in advanced manufacturing. Occupying 73,500-square-feet-of-space at RIDC-Westmoreland in Mount Pleasant, the center features numerous specialized labs toenhance learning including computer-aided drafting and design, computer numerical control,electronics, energy, metallurgy and welding/virtual welding.Complementing the credit programming are a full array of student services, including financial aid,tutoring, and career placement, and student life activities such as intercollegiate athletics, intramuralsand clubs.The college also offers a variety of continuing education courses in workforce training, professionaldevelopment, health care, computer training, personal enrichment, and public safety.Westmoreland works with government, business and community leaders to continually develop andoffer innovative and educational programs to improve the lives of the constituents it serves.A full description of the Westmoreland College experience can be found at www.westmoreland.edu.Page | 31.2 SCOPE OF WORKWestmoreland County Community CollegeRequest for Proposal #1087Youngwood Campus Exterior SignageWestmoreland County Community College is seeking a qualified vendor to remove and replace thewayfinding signs at the Youngwood, PA campus.• The job will include the removal of the old signage, prepare and pour concrete bases,production of new signage and the installation of the new signage.• This service will require permits to be obtained to perform the work/services of this project.• A new concrete base will need to framed and poured for each sign base with anchors.Please see attachment exhibits for further clarification on size, quantity, colors and location:Exhibit1.11.21.3NameType A Sign SpecsType B Sign SpecsGrounds Map 2DescriptionYoungwood (WYW) Specs for 3 signs (refer to Section 1.21)Youngwood (WYW) Specs for 3 signs (refer to Section 1.22)Mapping locations for each sign1.21 Sign A:WYW Type A Signage (3) – Three total signs are needed and will feature locations on both sides.They will NOT be illuminated. The locations identified on each side of the signs must be changeable.Bidding companies must provide the cost of each location plate so estimates for future changes canbe identified separately from the cost of the total sign and installation. The changing of a plate needsto be able to be done by college staff. It cannot require specialized tools or technicians that would becontracted for the work. Signs are to be 10 ft high. Colors are identified in documents included. Eachlocation panel is requested to be 5”. See document outline for details.1.22 Sign B:WYW Type B Signage (3) – Three total signs are needed and will feature locations on both sides.They will NOT be illuminated. The locations identified on each side of the signs must be changeable.Bidding companies must provide the cost of each location plate so estimates for future changes canbe identified separately from the cost of the total sign and installation. The changing of a plate needsto be able to be done by college staff. It cannot require specialized tools or technicians that would becontracted for the work. Signs are to be 6 ft high. Colors are identified in documents included. Eachlocation panel is requested to be 5”. See document outline for details.1.23 Additional Specifications• Identify any warranties available for signage based on aluminum construction and concretebase/steel anchors.• Final signage will need to be approved by the College before production.• Please note all colors listed as official approved colors.• Please refer to the Price Bid Form to list all cost breakdowns. Please identify others costs notincluded in the Price Bid Form with an explanation for the cost(s).1.3 CARES ACT GRANT DISCLOSUREPage | 4Westmoreland County Community CollegeRequest for Proposal #1087Youngwood Campus Exterior SignageWhen issuing statements, press releases, requests for proposals, bid solicitations and otherdocuments describing projects or programs funded in whole or in part with Federal money, U.S.Department of Education grantees shall clearly state: 1) the percentage of the total costs of theprogram or project which will be financed with Federal money; 2) the dollar amount of Federal fundsfor the project or program; and 3) the percentage and dollar amount of the total costs of the project orprogram that will be financed by non-governmental sources.Recipients must comply with these conditions under Division B, Title V, Section 505 of Public Law115-245, Consolidated Appropriations Act, 2019.1.4 PROPOSAL DUE DATEThe due date of this RFP is Thursday, May 7, 2026 on or before 2:00 p.m., EDT. Responses mustbe clearly marked with the RFP number and RFP title listed in this document and yourcompany name in the lower left corner of the outer envelope or box. Submissions must alsobe emailed to howelljo@westmoreland.edu on or before the due date. The time of submissionwill be based on when the email is received. The paper copy must be mailed and cannot bedropped off on campus. The purchasing department will distribute the copies to proper personnel.The college will not consider or examine late responses. Amended responses will not be consideredunless they are received in the Purchasing Department on or before the above date and time. Theofficial copy must contain the complete response and related materials.
