Town Dumpster Service
The
Town of Charlestown is presently accepting bids for the placement and pick up
of multiple containers for Fiscal Year 2027 (July 1, 2026 to June 30,
2027). Sealed bids must be received no
later than 3:00 PM, MONDAY, FEBRUARY 23, 2026 at the Town Clerk’s Office, 4540
South County Trail, Charlestown, RI.
02813. All bids shall be clearly
marked “Dumpster Services” in the lower left-hand corner of the
envelope. Questions regarding the
specifications should be directed to Michael DiCicco, Director of Public Works,
by calling (401) 364-1230. The bid award
shall be made on the basis of the lowest evaluated responsive bid. Evaluation will be made on the basis of cost,
additional projected costs for service, if any, performance, and historical
business relationship with the Town. The
Town reserves the right to reject any and all bids and to accept that bid which
it deems in its sole judgment to be in the best interest of the Town.

AllenTown AdministratorDETAILED SPECIFICATIONS FORDumpster ServicesTown of CharlestownInvitation to Bid1. The designated bidder shall provide dumpster service no later than the morning of the firstbusiness day following notification by the Town.2. The bidder shall provide the Town with proof of insurance, in accordance with the attachedinsurance addendum.3. The successful bidder shall perform in full compliance with the detailed specifications of thebid. Should he/she fail to do so, the Town shall notify the bidder in writing. Should the biddercontinue in non-compliance, the Town reserves the right to cancel the contract within ten (10)days of written notification and choose a competing bidder.4. The bidder shall haul only solid waste and recyclables received from Charlestown municipalfacilities in the Town's containers.5. The bidder shall haul materials ONLY to State licensed facilities or facilities with full licensedapproval of the State wherein the facility is located, and which facilities are in full compliancewith operating standards set by State, Federal, and Local laws codes and ordinances.6. All bidders shall provide, attached to the price sheet, proof that he/she is normally engaged inthe waste hauling business and that he/she is licensed to operate as a waste hauler in the State ofRhode Island.7. The bidder shall present proof of workers’ compensation insurance in force, and liabilityinsurance in the amount of one million dollars ($1,000,000.00) indemnifying the Town from anyclaims or legal actions, prior to the award of the bid.18. The initial period of this bid award shall be for one (1) year from July 1, 2026 to June 30,2027. However, the Town reserves the right to extend the period of the award for TWOadditional (2) years, upon agreement to the same by the vendor and the Town Council. Nothingherein shall obligate the Town to any such extension. All bid prices contained within theaccepted proposal must be held for the original and extended term or terms, should saidagreement to extend the term or terms take effect.THE PRICE SHEET, PROOFS, SPECIFICATIONS AND ADDENDA, OR EXACT COPIESTHEREOF, SHALL BE RETURNED COMPLETE AND INTACT, INITIALED ON EACHPAGE, AS THE BID RESPONSEADDENDUM TO DUMPSTER SERVICE BIDLiability and Workers Compensation InsuranceThe contractor shall maintain, at all times, public liability and worker's compensation insurance in the followingamounts. Insurance coverage required of the contractor under this section shall be primary and the Town ofCharlestown's insurance coverage shall be secondary with respect to any claims.A. Liability Insurance1. The contractor shall maintain public liability and property damage insurance that protects the contractor and theTown of Charlestown and its officers, agents, and employees from any and all claims, demands, actions and suits fordamage to property or personal injury, including death, arising from the contractor's work under this agreement.The insurance shall provide coverage for not less than $1,000,000.00 for personal injury to each person,$1,000,000.00 for each occurrence and $1,000,000.00 covering all claims per occurrence. The limits of theinsurance shall be subject to statutory changes as to the maximum limits of liability imposed on municipalities of theState of Rhode Island during the term of the agreement.2. The contractor shall maintain automobile liability insurance for not less than $1,000,000.00 for all owned, non-owned and hired vehicles.The insurance shall be without prejudice to coverage otherwise existing and shall name as additional insureds theTown of Charlestown and its officers, agents and employees. Notwithstanding the naming of additional insureds,the insurance shall protect each insured in the same manner as though a separate policy had been issued to each, butnothing herein, shall operate to increase the insurer's liability as set forth elsewhere in the policy beyond the amountor amounts for which the insurer would have been liable if only one person or interest had been named as insured.The coverage must apply as to claims between insureds on the policy. The insurance policy shall provide that theinsurance shall not terminate or be canceled without thirty days (30) written notice first being given to the TownFinancial Director. If the insurance is canceled or terminated prior to completion of the contract, the contractor shallprovide a new policy with the same terms, or terms otherwise acceptable to the Town of Charlestown. Thecontractor agrees to maintain continuous uninterrupted coverage for the duration of the contract.3. The contractor shall maintain on file with the Financial Director a certificate of insurance certifying the coveragerequired under Section (1) and (2). The adequacy of the insurance shall be subject to the approval of the TownSolicitor. Failure to maintain liability insurance shall be cause for immediate termination of the contract by theTown of Charlestown.B. Worker's Compensation Insurance1. The contractor shall obtain workers’ compensation insurance coverage if legally allowed and available for all ofits workers, employees and sub-contractors either as a carrier-insured employer or as a self- insured employer, asprovided by Rhode Island statutes. A certification of insurance, or a copy thereof, shall be attached to the contractbetween the contractor and the Town of Charlestown. The contractor shall maintain worker's compensationinsurance for the term of the contract.2.
