GENERAL DESCRIPTION OF WORKSection 1.1. Project TitleLumberton Loop: Scottish Packing Structural Assessment and Architectural ServicesSection 1.2. Project Location / AreaThe project is located within the City of Lumberton at the site of the former Scottish Packingproperty, and is entirely within the regulatory Special Flood Hazard Area (SFHA) of the adjacentLumber River. The property address is provided below:512 Kinlaw StreetLumberton, NC 28358Section 1.3. Project Background and GoalsThe former Scottish Packing facility was for decades a source of food and employment forSouth Lumberton residents and the broader community. However, following the devastatingfloods imposed by Hurricanes Matthew (2016) and Florence (2018), the property owner wasforced to vacate the property.Wishing to see the site repurposed for public good, team members from the City and teammembers from the NC State University Coastal Dynamics Design Lab (CDDL) worked with theproperty owner and allied organizations to secure “phase one” grant funds to begin theconversion of the property into a public park. As part of the broader 8.5-mile “Lumberton Loop”plan (see Appendix), completed “phase one” activities at the Scottish Packing site include thefollowing: acquisition of the property (2023), selective demolition of the existing structures(2024), utility relocation (2024), boat ramp installation (2025), and the construction of trailfeatures (est. 2026). The design and activation of the primary building remnants on the property(“phase two”) represents the final proposed feature to be constructed on the site.The portions of the primary building that remain on site constitute an approximately 3,000square foot total area internal to the masonry walls (“shell”) of the former structure, with only thewalls and concrete slab remaining in place. It is the desire of the City to retain elements of thebuilding remnants that remain, while also improving upon the structure to ultimately function asa park pavilion.Primary project goals specific to the scope of work outlined in this RFQ include the following:• Determination of cost-effective solutions to structurally stabilize the partiallydeconstructed building (all or portions thereof); and• Development of flood-resilient, architectural designs that can be used for futurefundraising activities associated with the construction of proposed improvementsPage 2City of LumbertonRFQ#: COL-2026-SP-001SECTION 2. PROJECT SCOPE, BUDGET, AND SCHEDULESection 2.1. Scope of WorkDesired services to deliver this scope of work include structural engineering and architecturaldesign. Consultants responding to this RFQ are expected to: (i) carry licensure in the State ofNorth Carolina associated with these requested services; and (ii) be capable of delivering thefollowing deliverables within the parameters of the project Schedule (see Section 2.3.):• Section 2.1.1. Deliverable #1: Structural Assessment Reporto Documentation of existing conditions and all inspections performed to ascertainthe structural integrity of building remnants; ando Description of recommendations (e.g., additional demolition needs, partialremoval of walls, reinforcement methods for areas to remain, etc.) in keepingwith the stated Project Goals (per Section 1.3.) and proposed architecturaldesigns (to be developed in accordance with Section 2.1.2., below).• Section 2.1.2. Deliverable #2: Schematic Architectural Design and PreliminaryCost Estimateo Measured plan, section, and detail graphics (as needed) depicting existing andproposed conditionso At least one (1) illustrative graphic (e.g., 3D model, photorealistic rendering, etc.)o Preliminary cost estimate (itemized)o Programming Notes. The following features are desired of the proposedarchitectural design, pending feasibility of each to be determined by the selectedConsultant: Overhead Shade Structure Public Restrooms Boardwalk / Viewing Platform Opportunities for Educational Amenities Relating to Site History andEcological Context (maps, data, photographs, and testimonials to beprovided by the City and CDDL to the selected Consultant)It is expected that at least one (1) interim draft (e.g., 50%) of each deliverable will be provided tothe City and CDDL for review and feedback prior to the delivery of final (100%) materials.Section 2.2. Budget$30,000.00 (approximate).Section 2.3. ScheduleFinal deliverables must be received no later than May 28, 2026. INSTRUCTIONS FOR SUBMISSIONThe following items describe the minimum requirements to be included in a SOQ package forinterested Consultants:Section 3.1. Cover Letter (1-page maximum)The Cover Letter is to be no greater than one (1) page, and must include the followinginformation:• Statement confirming an overall understanding of the Project (e.g., location, existingconditions, project goals, etc.).• Brief description of how the Consultant is uniquely qualified to deliver the requestedServices at the highest possible value / quality (e.g., based on precedent experience,previous collaboration with members of the Project Team, success with comparableproject scopes / budgets, geographic familiarity, etc.).• Confirmation of the Consultant’s ability and capacity to prioritize this scope of work inaccordance with the provided Schedule information (per Section 2.3.).Section 3.2. Project Team (4-page maximum)The Project Team section is to be no greater than four (4) pages, and must include the followinginformation:• Brief résumés of key individual members on the Project Team (licensure must be noted).Section 3.3. Relevant Project Experience (3-page maximum)Information and imagery from at least one (1) and no greater than three (3) recently completedprojects must be provided. The Relevant Project Experience section is to be no greater thanthree (3) pages and must include the following information for each project:• Project Imagery (photos, graphics, etc.)• Projection Location• Year Completed• Brief Project Statement (e.g., sentence describing project context or features that arecomparable / relatable to the Scottish Packing site)Note: the purpose of this RFQ is to solicit interest in and information about firms withqualifications that match the Project’s needs. EVALUATION CRITERIA AND SELECTION SCHEDULEEach Consultant responding to this RFQ will be evaluated using the criteria provided below:Section 4.1. If the two parties (i.e., the City and first-ranked Consultant respondent)negotiating in good faith are unable to reach a contract agreement, the City reserves the right toterminate discussions with the first-ranked Consultant respondent, in writing, and invite thesecond-ranked Consultant respondent to enter into contract discussions. Once the City and aConsultant have reached an agreement on scope, budget, and schedule, they will enter into acontract agreement.Section 4.2.
