RFP: Citywide CO Detector Replacement

The City of Rochester is initiating a project to assess the compliance of carbon monoxide (CO) detectors in City-owned facilities. This assessment will include approximately 155 City-owned buildings throughout the City.

The fire code requirement for CO detectors was implemented in 2016, and most detectors were installed around that time with an expected 10-year battery life. As these units approach the end of their lifecycle, it is essential to evaluate whether the existing detector locations remain compliant with current fire code and to identify any areas where additional units may be required.

This assessment will require expertise in the New York State Building Code and NFPA (National Fire Protection Association) standards. Consultants will be responsible for reviewing building layouts, occupancy classifications, and existing CO detection systems to determine compliance with current regulations.

Some detectors have already been replaced by City of Rochester Building Services. The consultant’s review must account for these updates to ensure a complete and accurate evaluation of each facility’s CO detection coverage.

The City of Rochester has PDF drawings available for nearly all facilities included in this project. However, current CO detector locations are not documented. This project is not intended to include updates to existing drawings, except where new rooms or spaces are identified that require CO detection. Any updates to existing drawings must be approved by the City prior to proceeding.

If drawings are not available for a building, and it is determined that CO detection is required, drawings may be required on a case-by-case basis. The City of Rochester will provide access to all buildings within the project scope. The intent of this effort is not to perform a full classification of all buildings, but rather to evaluate each facility specifically for CO detection requirements.

A site visit is not expected for every building; however, all 155 buildings must be evaluated. Some facilities may be unoccupied, minimally occupied, or otherwise exempt from CO detection requirements. Exempt locations must still be documented to confirm that an evaluation was performed.

The exact use and occupancy of each building will be confirmed with building operators as part of the evaluation process. Installation of the CO detection is anticipated to be completed by City Building Services staff or City term contractors.
