INTRODUCTIONOgden City is requesting sealed proposals from qualified Proposers to conduct the furnishingand installation of a Powder Coated and Trackless Wallace Fold Smart XT Bi-Fold Gate 25’X 6’at the Water Treatment Plant located at 916 Ogden Canyon, UT 84401.Goals/ObjectivesOgden City strives to:A. Enhance ingress and egress of west end of property.B. To support the bidirectional auger operation by enabling safe and efficient sludgeloading outside the facility. The automatic gate will eliminate unsafe, manual procedurein closing the gate, reducing operator and motorist safety risks and improving trafficflow on Highway 39.C. This enhancement will streamline site access and improve overall operationalefficiency.D. Meet required timelinea. Substantial Completion Date = 90 Days after contract executionII. SCOPE OF WORK or SPECIFICATIONS – Refer to Exhibit AFacility/Exterior Automatic Gate | 3III. MANDATORY OR NON-MANDATORY MEETINGA non-mandatory pre-proposal meeting will be held onsite at the Ogden City WaterTreatment Plant on March 24, 2026 at 10 AM. All firms intending to submit a proposal areencouraged to attend the meeting to obtain relevant information.IV. RESPONSE TO RFPOgden City is seeking proposals from providers capable of providing all the workdescribed in the Scope of Work including attachments.1. Each Proposal must include, as a minimum, the following information: AuthorizedRepresentative – Indicate name, address, email and telephone number of the companysubmitting the proposal.a. Include the name and contact information of the person designated as authorized tocontractually bind the offer.2. Capability & Company Experience - A description of the firm’s experience andcapability of fulfilling this contract if awarded.a. Include company history with biographies and/or resumes for principal contacts.b. Team Information – Provide the names of any outside consultants and/orsubcontractors to be utilized, including contact information and a brief descriptionof their role(s) in the project.3. Cost Proposal - A detailed breakdown of the proposed costs and timeframes tocomplete the project.a. Include warranty information and price guarantee period.4. Statement to indicate ability to meet completion deadline5. References – Provide list of at least three references; include project dates, scope,summary of work performed, and contact information.6. Evidence of Insurability – COI, Refer to Ogden City’s insurance requirements (asapplicable).A. Proposals are to be no longer than 20 pages. Double-sided pages count as two pagesFacility/Exterior Automatic Gate | 4B. For City record-keeping purposes, please do not use spiral or wire binding methods. Thefollowing methods will be accepted:a. Submitted as loose leaf with binder clipb. Submitted in a regular 3-ring binderC. Proposals submitted to Ogden City are considered public records, unless protected withinUtah Code 63G-2-1.V. EVALUATION OF PROPOSALSProposals will be evaluated in accordance with the criteria listed below:A. Authorized Representative InformationB. Evidence of InsurabilityC. List of Client ReferencesD. Capability and experienceE. Ability to meet completion deadlineF. Cost / fee proposalG. WarrantyPass or FailPass or FailPass or Fail35 Possible Points25 Possible Points20 Possible Points20 Possible PointsA total of 100 possible points may be awarded to one proposal.The selection committee will primarily be composed of City employees. On occasion,consultants may be invited to participate in the review.Note that proposals that are received after the deadline or not conforming to the RFPrequirements may be deemed non-responsive and eliminated. Each Proposer bears soleresponsibility for the items included or not included in the response submitted by thatProposer.All proposals in response to this RFP will be evaluated in a manner consistent with theOgden City policies and procedures. Ogden City reserves the right to disqualify anyproposal that includes significant deviations or exceptions to the terms, conditions and/orspecifications in this RFP.
