Seattle City Light (City Light) is seeking a vendor to partner with who will design, implement, and manage a Strategic Energy Management (SEM) Program for City Light’s service territory. The program is intended to offer comprehensive energy coaching services and support for commercial and multifamily customers greater than 20,000 square feet and will include the following tasks:
- Task One: Program Design
- Task Two: Program Implementation Plan
- Task Three: Program Curriculum and Training
- Task Four: Outreach and Recruitment
- Task Five: SEM Delivery Activities
- Task Six: Measurement and Verification (M&V)
City Light is looking for a program proposal that can:

Deliver at least one commercial and one multi-family cohort per year, that includes:
- 8-12 commercial customers and 3-5 multi-family customers, with multiple sites per customer.
- Include ad hoc sole delivery on an exclusive basis.
- Increase customer engagement satisfaction and access to City Light programs and resources.
- Enable equitable customer participation in City Light programs.
- Support energy conservation and legislative compliance pathways.
- Recruit cohorts resulting in an overall average energy use of 1,000,000 kWh/year per participating customer and aspire to a 3% energy reduction target per customer.
BackgroundCity Light is a municipally-owned electric utility serving Seattle, Shoreline, SeaTac, Tukwila, Burien, Lake Forest Park, King County, Normandy Park and surrounding suburban areas. City Light serves approximately 430,000 residential, 45,000 small general service, and 3,000 medium general service business customers. There are approximately 75,000 commercial meters.
City Light has one of the longest-running energy efficiency programs in the nation. Its programs have incentivized tens of millions of kWh savings over the past four decades and continues to shape our energy future across the commercial, industrial, and residential sectors.
The commercial and multifamily sectors are rapidly changing. The Washington State Clean Building Performance Standards (CBPS) and the Seattle Building Emissions Performance Standards (BEPS) provide a new opportunity for City Light to provide programmatic support for customers over 20,000 square feet with legislative compliance while capturing kWh savings from the commercial and multifamily sectors. Through this program we seek to provide more equitable service offerings that benefit smaller commercial and multifamily customers. We also hope to offer customers a customized energy journey that can help enable participation in current or future City Light programs. By establishing this new program, City Light hopes to reach customers who need support with legislative compliance, strategic energy management, and are excited to partner with us in our energy future.
