CMSD CLOSEOUT AGREEMENT SAMPLECOSTA MESA SANITARY DISTRICTORANGE COUNTY, CALIFORNIANOTICE INVITING SEALED PROPOSALS (BIDS)NOTICE IS HEREBY GIVEN that the Board of Directors of the Costa Mesa Sanitary District invites and will receivesealed proposals (bids) for furnishing all labor, materials, equipment, transportation, permits, and other itemsnecessary for the construction of the following project:HARBOR PUMP STATION OVERFLOW SEWERProject No. 346The project includes constructing a new 12” sewer gravity main, and three new 60” diameter manholes in and nearthe intersection of Harbor Boulevard & Wilson Street, in Costa Mesa California. The Contract time is 60 workingdays. The contractor will be required to apply for and obtain a Public Works Encroachment Permit from the City ofCosta Mesa for the work in the public Right-of-way. Work in the intersection will have to be performed at night. TheCity of Costa Mesa has a moratorium on construction activities during the Orange County Fair from July 17 throughAugust 16. No work in the street will be allowed during that time, and those dates will not be counted as part of the60-day time to complete the work on the project. The contractor will have to make their own arrangements fortemporary equipment and material storage for the project. The city will not allow overnight storage of constructionequipment and materials in the public right-of-way.The Engineer’s Estimate for this project is: $629,727.Bids will be received by the Costa Mesa Sanitary District office at 290 Paularino Avenue, Costa Mesa, Californiauntil the hour of 10:00 a.m. on the 13th day of May 2026, at which time they will be opened publicly and read aloudin the Board Conference Room. Sealed proposals shall bear the title of the project and the name of the bidder. Anybid received after the scheduled bid opening time shown above will not be accepted and returned to the bidderunopened. It shall be the sole responsibility of the bidder to seal and deliver the bid proposal to the District office ator before the time specified in this notice provided. A set of the approved contract documents including plans andspecifications may be downloaded from the Costa Mesa Sanitary District Website.https://www.cmsdca.gov/news___publications/bid_opportunities.phpThere is a mandatory pre-bid meeting at 11:00 a.m. on the 22nd day of April 2026 (Wednesday). The pre-bidmeeting will be held at the District Headquarters. 290 Paularino Avenue, Costa Mesa, California.The question deadline during the bid period is 5:00 p.m. on the 1st day of May 2026.The District will respond to the questions and issue an addendum to all the bidders, no later than five working daysafter the question deadline.The Contractor shall comply with the provisions of the California Labor Code, the prevailing rate and scale of wagesdetermined by the Director of the Department of Industrial Relations, State of California. Prevailing rates shall bepaid to all workers employed in the performance of the contract. Such rates of wages are on file with Department ofIndustrial Relations and in the office of the District and are available to any interested party upon request. Thecontractor is responsible for all penalties prescribed for noncompliance with these provisions.Each bid shall be submitted on the Bid Proposal Form furnished as part of the contract documents, and shall beaccompanied by a certified check, a cashier's check or a bidder's bond in an amount not less than 10-percent of theamount of the bid, made payable to the Costa Mesa Sanitary District. The check or bond shall be given as guaranteethat the bidder will enter into a contract with the District and furnish the required payment and performance bondsCMSD Project No. 346Notice Inviting Sealed Proposals (Bids) – 1 of 2and certificates of insurance and endorsements if awarded the work. The check or bond will be declared forfeited ifthe successful bidder does not enter into the contract or furnish the required bonds and insurance forms under the timeframe specified in the construction agreement.It is imperative that the bidders carefully review this bid notice and the District’s standard construction agreement,insurance certificates and forms, and the permit requirements. The successful bidder will be required to complywith the standard construction agreement, insurance certificates and forms, and permit requirements.
