To address these needs, AOT has three (3) separate competitivegrant programs in this NOFO to assist municipalities with funding for essential supplies.Anticipated Number of Awards: The applicant may apply for one or all three (3) fundingopportunities but will only be eligible to receive an award for one (1) grant program.➢ Temporary Lighting Grant Program 2026: Will result in a single award.➢ Municipal Sign Package Grant Program 2026: will result in one sign package to a selectedtown in each of the four (4) regions.➢ Rigid Roadway Equipment Grant Program 2026: Will result in a single award.Eligibility Information:Eligible Applicants:➢ State of Vermont MunicipalitiesVermont Local Roads 20262 of 28Other Eligibility Criteria:➢ The Applicant awarded a grant shall, upon notification of award, apply for registration with theVermont Secretary of State's Office to do business in the State of Vermont, if not already soregistered. The registration form may be obtained from the Vermont Secretary of State, 128State Street, Montpelier VT 05609-1101. The telephone number is 800-439-8683. Registrationcan be completed online at Vermont Secretary of State - Business Services Division AOT willnot process the grant until the Organization is registered with the Secretary of State’s office.➢ The Applicant shall submit to AOT a certificate of insurance showing that minimum coveragesare in effect Vermont State Insurance Specification | Agency of Administration. The certificatemust be submitted to the office of Contract Administration, Grant Unit prior to execution of theagreement. No work may be performed for any AOT grant and/or Notice to Proceed, includingmobilization, without compliant insurance being on file at AOT Contract Administration, GrantsUnit. It is the responsibility of the Applicant to maintain current certificates of insurance on filewith the State through the term of the grant.➢ The Applicant awarded a grant shall, upon notification of award, apply for a Unique EntityIdentifier (UEI) Number with Home | SAM.gov. The UEI number assignment is free for allbusinesses required to register with the US Federal government for grants. The twelve-character alphanumeric value is assigned and maintained via SAM.gov.Technical Assistance:➢ The Agency of Commerce & Community Development (ACCD), Department of EconomicDevelopment (DED), APEX Accelerator may be of assistance when registering with Home |SAM.gov. There is no cost to the Applicant for assistance provided by APEX Accelerator. Theirwebsite is: https://accd.vermont.gov/economic-development/programs/apexReservation of Rights:Application(s) become the property of AOT upon submission. The cost of preparing, submitting andpresenting an application is the sole expense of the Applicant. Unselected application(s) shall besecurely disposed of at AOT’s discretion. AOT reserves the right to reject any and all application(s)received as a result of this solicitation, to negotiate with any qualified source, to waive any formalityand any technicalities or to cancel this NOFO in part or in its entirety if it is in the best interest ofAOT. This solicitation of application(s) in no way obligates AOT to award a grant.Exceptions to Terms and Conditions:The applicant must state any exceptions taken to the terms and conditions in this NOFO. For eachexception the applicant shall identify the term or condition, state the reason for the exception, andprovide any other information concerning the exception. Such exceptions, deviations or conditionalassumptions may, however, result in rejection of the application as unresponsive. Failure to noteexceptions when responding to the NOFO will be deemed to be acceptance of the State grant termsand conditions. If exceptions are not noted in the response to this NOFO but raised during grantnegotiations, the State reserves the right to cancel the negotiation if deemed to be in the bestinterests of the State. This includes waivers to the insurance requirements.Vermont Local Roads 20263 of 28Confidentiality:Applicants are hereby expressly directed not to include any confidential information in theirapplication submissions, except as specifically identified in this NOFO. By submitting an applicationin response to this NOFO, applicants acknowledge and agree to abide by the terms and conditionsoutlined in this document, including the prohibition on submitting confidential information. Thisprohibition reduces the burden on the State while preventing applicant-confidential information fromentering the public record. All application(s) received will become part of the grant file and willbecome a matter of public record, and may be disclosed to the public in accordance with theVermont Public Records Act, 1 V.S.A. § 315 et seq. If the application documents include materialthat is considered by the applicant to be proprietary and confidential under 1 V.S.A. § 315 et seq.,the applicant shall submit a cover letter that clearly identifies each page or section of the applicationthat it believes is proprietary and confidential. The applicant shall also provide in their cover letter awritten explanation for each marked section explaining why such material should be consideredexempt from public disclosure in the event of a public records request, pursuant to 1 V.S.A. §317(c), including the prospective harm to the competitive position of the applicant if the identifiedmaterial were to be released. Additionally, the applicant must include a redacted copy of itsresponse for portions that are considered proprietary and confidential. Redactions must be limitedso that the reviewer may understand the nature of the information being withheld. It is typicallyinappropriate to redact entire pages, or to redact the titles/captions of tables and figures. Under nocircumstances can the entire response be marked confidential, and the State reserves the right todisqualify responses so marked.Application Instructions – General:Do not merge individual documents into a single PDF file. The quality of application(s) andadherence to solicitation response requirements and/or restrictions are considered reflective of theway the applicant could be expected to conduct business and will be given due considerationthroughout the evaluation process.Failure to provide all required information, or indications that the applicant did not conform to allterms as set forth in the NOFO and attachments may make the offer non-responsive and may resultin the elimination of the applicant from further consideration for award.Applications or unsolicited revisions submitted after the above specified due date and time will notbe accepted and will be securely disposed of.Electronic Submission Requirements:Applications will only be accepted electronically via e-mail. The email subject should state “NOFO - Vermont Local Roads2026: Temporary Lighting Award Program, Municipal Sign Package Award Program, RigidRoadways Equipment Grant Program”.Indirect Cost Rate, Federal De Minimis Rate, and/or Cost Allocation Plan:Vermont Local Roads 20264 of 28If an applicant intends to use an indirect cost rate (per 2 CFR § 200.414) it must meet one of thefollowing criteria:➢ Federally Negotiated Indirect Cost RateA current rate that has been reviewed and approved by a Federal Agency. You must submitthe current approval letter from the Federal Agency to the Vermont Agency of Transportation(AOT) Audit Bureau at aot.audit@vermont.gov➢ Indirect Cost Rate Negotiated with the Pass-Through Entity (AOT)If your organization does not have a federally approved rate and intends to use an indirectcost rate, you must request the Vermont Agency of Transportation (AOT) Audit Bureauconduct a financial review of the presented indirect cost rate.*Please reach out to the AOT Audit Bureau at aot.audit@vermont.gov as early as possible toallow sufficient time to conduct the review.➢ Federal De Minimis RateOrganizations that have never had a negotiated indirect cost rate may elect to use thecurrent Federal de minimis rate and to apply such rate to the Modified Total Direct Costs(MTDC). The de minimis rate may be used indefinitely and the desire to utilize the deminimis rate must be indicated in the application. Further, once elected this methodologymust be used consistently for all Federal awards until such time as a non-Federal entitychooses to negotiate for a rate.Failure to provide documentation of a federally approved rate, or failure to request a reviewfrom the AOT Audit Bureau, may result in delays with grant processing.Application Review and Selection Process:AOT will award grant(s) in the best interest of the State.The selection panel comprises of AOT employees from varying Departments and Bureaus and insome cases externally interested parties. The panel members may or may not be familiar with yourorganization. With that in mind, it is important to provide detailed information regarding theevaluation criteria listed below.Ratings will focus on the strengths and weaknesses as demonstrated by the applicant. Assignedratings represent the consensus developed by the selection committee. Each criterion describedbelow will be scored according to the following chart.Evaluation Criteria:➢ Temporary Lighting Grant Program 2026:1. Types of Temporary Work Zones (0-10 points)Discuss types of temporary work zones your town implements and maintains.2.
