The County reserves the right to terminate the contractfor reasons of violations by the successful proposer of any term or condition of thecontract by giving thirty (30) days written notice stating the reasons therefore and givingthe party ample time to remedy the deficiencies.INSTRUCTIONSOne original and one [1] signed copies of the statement of qualifications must be received in asealed envelope plainly marked RFQ 26-059 St. Charles County Strategic Highway SafetyProject with the due date and time in the lower left corner of the envelope.An authorized representative of the company/person submitting the statement of qualificationmust sign it in blue ink.Statements of Qualifications must be submitted to the St. Charles County Finance Department,201 North Second Street Room 541 St. Charles MO 63301 prior to 05/15/2026 at 2:00 pm.St. Charles County reserves the right to accept and/or reject any and all proposals.Bid results may be obtained by going to our St Charles County Government website @http://www.sccmo.org/Bids.aspx click on “show Closed/Awarded/Cancelled bids”, select bidand click on “related documents”. No additions, deletions, corrections, or adjustments will be accepted after submissions areopened. The electronic version of this RFQ is available upon request. The document was entered intoWORD for Microsoft Windows. The Purchasing Office does not guarantee the completenessand accuracy of any information provided on the electronic version. Therefore, respondentsare cautioned that the hard copy of this proposal/RFQ on file in the Purchasing Office governsin the event of a discrepancy between the information contained in or on the electronicversion and that which is on the hard copy. An authorized officer of the company submitting the response must sign all copies, in blue ink. Vendors must submit two [2] signed copies of their statement of qualifications; one is to be anoriginal and so marked. One [1] digital copy saved to USB shall also be submitted. Prices forservices should not be included in submitted responses. St. Charles County will not award any proposal to an individual or business having anyoutstanding amounts due from a prior Contract or business relationship with the County orwho owes any amount(s) for delinquent Federal, State or Local taxes, fees and licenses. Sealed submissions received after the designated time of the receipt of the sealed statementswill not be opened. The successful firm is specifically denied the right of using in any form or medium the namesof St. Charles County or any other public agency of St. Charles County Government for publicadvertising unless express written permission is granted. All firms must possess the necessary and appropriate business and/or professional licensesin their field. Award will be made to the firm best qualified and capable of performing the desired work,subject to successful contract negotiations. INSURANCE:Worker's Compensation and Employer's Liability: Statutory WC limits as required by theStatutes of the State of Missouri (or a qualified self-insurer) and Employers Liability in anamount of no less than $1.0 million.Automobile, General Liability and Property Damage: The Contractor shall maintain thefollowing minimum amounts of automobile, general liability, and property damage insurancecoverage during the life of the contract:$1,000,000 for bodily injury or death to any one person and $3,000,000 per occurrence for automobileand general liability coverage; and property damage coverage of at least $1,000,000. A CombinedSingle Limit Policy in the amount of $3,000,000 is an acceptable alternative. Automobile coverage mustinclude non-owned vehicles.The Automobile & General Liabilities policies shall be endorsed to include the County as an additionalinsured including the following language: Nothing in this endorsement shall serve to operate as a waiver ofthe County’s Sovereign Immunity or broaden the liability of the County beyond the provisions of Sections26-059 Consultant Services – St. Charles County Strategic Highway Safety ProjectRoads & TrafficPage 4 of 28________________________________________Name of Company or individual537.600 to 537.610 of the Revised Statutes of Missouri. Vendor shall provide for 30 days advance writtennotice of any material change. A Waiver of Subrogation in favor of the County shall be endorsed oneach of the policies. The required insurance shall be primary insurance with respect to any otherinsurance or self-insurance programs maintained by the County.A Certificate of Insurance evidencing the above coverage(s) together with a copy of the requiredendorsements shall be provided to the County prior to the commencement of any work.It shall be the contractor's responsibility to keep the respective insurance policies and coverages ofany sub-contractor current and in force for the life of the contract.Architects/Design Engineers: Errors and Omissions (Professional Liability): with limits of not less than1,000,000.000 per claim/$3,000,000.00 aggregate covering all services provided by the Contract.Coverage to be written on a claims-made basis.Excess Umbrella: liability with a limit of no less than $1,000,000 in excess of the above policies.All insurance to be written through a company duly authorized to do business in the State ofMissouri with an A.M. Best Rating of A-IX or higher.The Professional Liability, CGL, Automobile and Umbrella policies shall be endorsed to includethe County as an additional insured and provide for 30 days advance written notice of anymaterial change.A Waiver of Subrogation in favor of the County shall be endorsed on each of the policies.The required insurance provided by the “Firm” shall be primary insurance with respect to anyother insurance or self-insurance programs maintained by the County.A Certificate of Insurance evidencing the above coverage(s) together with a copy of therequired endorsements shall be provided to the County prior to the commencement of anywork.CertificationThe Firm understands and agrees that by signing the statement of Qualification document, the Firmcertifies the following:The Firm shall only utilize licensed professional personnel who have had their qualificationssubmitted as part of the Firm’s Qualifications document (or subsequent updates). All personnelutilized must be authorized to work in the United States in accordance with applicable federal andstate laws. This includes but is not limited to the Illegal Immigration Reform and ImmigrantResponsibility Act (IIRIRA) and INA Section 274A.If the Firm is found to be in violation of this requirement or applicable federal, state and /or local lawsand/or regulations, and if the County of St. Charles has reasonable cause to believe that the Firmhas knowingly employed individuals who are not eligible to work in the United States, the Countyshall have the right to cancel the contract immediately without penalty or recourse and suspend ordebar the Firm from doing business with the County.26-059 Consultant Services – St. Charles County Strategic Highway Safety ProjectRoads & TrafficPage 5 of 28________________________________________Name of Company or individual
