Project Description:

The City of Seattle seeks Statements of Qualifications (SOQs) from qualified firms to provide Design-Build (DB) services for the Broad Street Substation Switchgear Replacement (RE-BID) Project.

All interested firms must sign a Non-Disclosure Agreement (NDA) to access the RFQ and project documents. The NDA is attached to this solicitation. Please email your signed NDA to Ian Hernandez - ian.hernandez@seattle.gov

The Project consists of permitting, design, and construction services for a DB Team to demolish and remove the existing metal-clad switchgear and its components from the Project Site. The switchgear consists of Westinghouse air-blast type circuit breakers installed circa 1950. The DB Team must then provide arc-resistant switchgear compatible with the existing substation infrastructure, and which must be assembled and tested prior to delivery. The relays, meters and controls must be provided in the enclosures and pre-wired according to Seattle City Light (SCL) specifications and standards. SCL Substation Crews will install the connections for the control and alarms from the control room to the new switchgear and assist the DB team with performing the relay commissioning.

SCL anticipates that the new switchgear will be smaller in scale and size than the current footprint for the existing switchgear. SCL also anticipates that the new switchgear will weigh less than existing. The DB Team must include design and construction services to structurally infill the existing structure as necessary to accommodate the reduced footprint of the new switchgear to match the existing structure and building envelope. Structural work required also includes evaluating the existing structure for supporting both vertical and lateral loads including seismic loading for the new switchgear and upgrading existing components and structures as needed. A firewall adjacent to the existing transformers must be included in the switchgear building or designed as a stand-alone wall between the switchgear and transformer. It is anticipated that the new switchgear will be installed above the existing roof line (i.e. concrete structure) with cables down to the basement.

The project will be phased from 2025 through 2031. SCL’s current plan is to replace 1 bus per year, while the other 2 buses carry the substation load (reference Section 1.2.3, Table 2: Estimated DB Project Schedule).

This Project is a Covered Project subject to the City of Seattle’s Community Workforce Agreement (CWA) and Priority Hire SMC 20.37. With the support of the mayor and City Council, the City of Seattle administers programs that support racial and economic equity through contracting. Priority Hire is one of these programs. Priority Hire provides people living in economically distressed communities, women, and people of color access to work on the city’s construction projects. It gives contractors access to these skilled workers.
