PUBLIC NOTICEREQUEST FOR QUALIFICATIONSThe City of New Bern, NC, an "Equal Opportunity Employer", intends to upgrade portions of the existing water plant SCADA system that have reached the end of their useful life and require replacement.
The City of New Bern, NC, will require professional engineering and controls integration services to assist the City with engineering, programming, integration, and related services to complete updates to the water plant SCADA system. Portions of the existing SCADAsystem and PLC hardware have reached the end of their useful life and require replacement.OBJECTIVES1. Replace and upgrade existing SCADA computer hardware and software.2. Modernize plant PLC hardware and control systems.3. Improve system reliability, redundancy, and maintainability.4. Provide updated graphics, alarms, trending, and historical data capabilities.5. Ensure compatibility with existing plant processesENGINEERING & INTERGRATION SERVICESREQUESTEDThe City of New Bern is requesting qualifications from professional engineering firms to provide thedesign and integration services:Phase I – SCADA Computer Hardware and Software Upgrade• Replacement of HMI workstations and servers.• Installation of network and communications hardware.• Implementation of dual-server SCADA platform.• Conversion of existing HMI software and graphics.• Development of plant overview, process, alarm, and trending screens.• On-site installation, testing, and commissioning.Phase II – PLC Hardware Upgrades• Replacement of existing PLC hardware at plant control panels.• Upgrade to modern PLC platforms.• Replacement of I/O modules, power supplies, surge protection, and communicationsequipment.• Programming, testing, and on-site installation.• Integration with upgraded SCADA system.• Updated control drawings and documentation.General Services (Phases I & II)• Project management and scheduling.• Detailed design and programming.3• Submittals and shop drawings.• Factory acceptance testing.• Field installation support and commissioning.• Documentation and O&M manuals.The selected firm should be prepared to meet the General Liability and Professional Liability Insurancerequirements of the City. Exact project scope, duration, and terms shall be negotiated with the selectedfirmCONTENTS OF RESPONSEThis Request for Qualifications is intended to provide consultants with an opportunity to demonstratetheir ability to perform the required tasks. The content of the response should respond to the informationpresented in this Request for Qualifications. The City will require the electronic submittal of responsesfrom all interested firms. All responses shall not exceed 10 (8½” x 11”) pages and must contain thefollowing information:1. Cover.2. Cover Letter.3. Table of Contents.4. Background information about the Consultant Firm.5. Proposed project schedule.6. Description of project team and organization.7. Similar SCADA and PLC upgrade projects.8. Municipal water system experience.9. References.10. Resumes of key team members.The Cover, Cover Letter, Table of Contents, and Resume of Team Members will not be counted withinthe page limit. Responses are to be less than 15 megabytes in size or need to be hosted on an outside filesharing service. It is the engineering firm’s responsibility to confirm that the outside file sharing servicewas received.ADDITIONAL INFORMATIONNone.4METHOD OF SELECTIONResponses will be reviewed by a selection committee consisting of City staff for the purpose ofidentifying and recommending, to the City of New Bern Board of Alderman, those Engineering Firmsoffering, in total, the highest qualifications and experience with this type of project.
