Section 1401 et seq. as amended and the Housing Authority Law of Commonwealth ofPennsylvania codified at 35 P.C. 1542, et. seq. as amended. As such, the HACP is charged withproviding “affordable decent, safe and sanitary housing for low-income persons.”The HACP has approximately 300 employees and services over 10,000 residents. The Authority,its partners and subsidiaries operate approximately 4000 units of rental housing; and, through itsHousing Choice Voucher Program, funds housing assistance for the rental of more than 6000 otherunits of privately owned housing.Major operational departments include Asset and Site Management, Facility Services, Occupancy,Housing Choice Voucher, and Modernization & Development. Major administrative departmentsinclude Legal, Finance, Information Technology, and Human Resources. Our public andcommunity relations departments are Community Affairs and Resident Self-Sufficiency. Alldepartments work together to achieve the goals of the Authority that are set by the Board ofCommissioners. day to day decision-making rests with the Executive Director, who reports to theBoard of Commissioners on a regular basis.The Housing Authority of the City of Pittsburgh seeks proposals from persons or organizationsqualified to provide Mobile Food Distribution for Various Public Housing Communities.The Authority is contemplating the award of a professional service contract, or contracts, for aninitial term of three (3) years with two (2), one (1) year extension options, for a total of five(5) years, in the form of the Contract (Attachment A) through this solicitation process. All proposals must bereceived at the above address no later than 11:00 a.m. on November 21, 2025, regardless of theselected delivery mechanism.4Housing Authority of the City of PittsburghRFP #800-39-25Mobile Food DistributionSECTION IISCOPE OF SERVICESMobile Food Distribution for Various Public Housing CommunitiesThe Housing Authority of the City of Pittsburgh (HACP) has worked with a partner organizationto rewrite the narrative on hunger and food insecurity in Pittsburgh’s low-income housingcommunities by bringing rescued/ donated food directly to low-income households.The HACP remains committed to assisting its residents to have regular access to rescued/donated food and is seeking proposals for a vendor that can add to the capacity of existing fooddelivery programs serving our communities.The HACP has worked with a partner organization to deliver over 1,000,000 pounds of mostlyfresh healthy foods directly to HACP communities, effectively ending hunger for HACPhouseholds. However, along with the health and food access benefits a number of unexpectedpositive results come from the collaboration including leadership opportunities for residents,community building and deepened community relations.Our partner food distribution partner organization regularly provides service to the familycommunities of Bedford Dwellings, Homewood North, Northview Heights, AlleghenyDwellings, Arlington Heights and the senior citizen communities of Caliguiri Plaza, CarrickRegency, Gualtieri Plaza, Morse Gardens, Northview Heights High Rise and Pressley StreetHigh Rise, Finello Pavilion, Manchester Commons, Murray Towers, Mazza Pavilion andPennsylvania-Bidwell.The HACP is seeking to build off of the success of this collaboration by procuring the services ofa qualified vendor to extend food delivery services to HACP communities that have not beenable to receive regular food delivery services.Presently, food delivery/ distribution services are limited to the communities noted above; whileseveral HACP communities remain excluded from receiving the regular food delivery servicesfor reasons related to capacity and a lack of appropriate space to host the food deliveries. HACPdoes not have available onsite food storage and does not have the staffing resources needed tocoordinate food deliveries such as setting up and cleaning up the delivery site.The proposed method for expanding service will involve HACP issuing a contract with a vendorthat is capable of providing regular delivery of food to the communities listed above and to do soin a manner that is safe, reliable and efficient. The selected vendor will be required to provideregular deliveries (at least once per month, per community) in accordance with a schedule that isdeveloped with and approved by HACP staff. HACP is not able to provide onsite locations fordistribution at these communities and will require the vendor to provide a self-contained, mobiledistribution system – such as using a refrigerated food truck. HACP is encouraging a fooddistribution system that meets the needs of the HACP’s residents.5
