BackgroundThe Conejo Open Space Conservation Agency (COSCA) is a joint-powers agency formed in 1977 representing a partnership between the City of Thousand Oaks (City) and the Conejo Recreation and Parks District for the protection and stewardship of public open space land and trails. An integral part of COSCA’s mission is the stewardship and restoration of vital wildlife habitats and the preservation of biodiversity. Invasive plant species are a threat to ecological processes, native plant communities, and the persistence of native species. COSCA actively manages invasive species to promote the ecological functions of open space.
