Brief Description: The Minnesota Department of Transportation (MnDOT) is conducting a pilot project to research the effectiveness and viability of using geofence advertisements to inform road users of speed safety cameras operating in Trunk Highway work zones. Digital ads are expected to be placed on “family safe” websites. As part of this pilot project, MnDOT will look to air a media schedule of short duration in support of the associated road construction projects in the summer of 2026. The geofence schedule will support and complement the speed safety camera pilot project communications plan provided by the State.

Test the viability and effectiveness of geofence advertisements to inform road users of speedsafety cameras within work zones.2. Understand any effects on traffic patterns and operations from receiving these alerts.3. Understand and document how to successfully deploy this technology in active work zones.Locations and Traffic VolumesA. The roadway project locations are:1. on I-35W from approximately Crystal Lake Road to Black Dog Road in Burnsville, MN2. on MN 65 from Isanti County Road 30 (Main St NE) to Kanabec County Road 11(Mahogany St) near Braham, MNB. The Annual Average Daily Traffic of expected roads users within these locations is estimated tobe:1. 63,000 on I-35W near Crystal Lake Road to 84,000 near Black Dog Road in Burnsville, MN2. 9,600 on MN 65 near Isanti County Road 30 to 5,000 near Kanabec County Road 11Contract Requirements1) Device ID collection will begin at contract execution. Individual device IDs are NOT to be sharedwith the State. The State acknowledges device location systems have limited accuracy anddevices near the geofence may be inadvertently collected in addition to devices within thegeofenced area.[Title]1MnDOT Contract No. 1063413Exhibit A: Scope of Work2) Conduct an advertising campaign schedule of a duration of 14 days ending on a date to beestablished after contract execution. This date may be adjusted by the State in writing no lessthan 14 days prior to the start of the campaign schedule based on actual construction start. Iflower than expected device IDs are collected, the State may extend this duration by up to 1week, with no change to contracted impression count.3) Provide 450,000 impressions, 80 percent of which are mobile impressions, along with theappropriate ad banner sizes needed. The State will develop the messages and provide a digitalad banner for the campaign. The banner will be provided in an industry-standard file typeformat, agreeable to both parties.4) Ads are to be placed on third-party websites or in third-party apps. Ads are only to be placedwith content providers to be approved by the MnDOT team that will not reflect negatively onthe State. Provide a list of all potential third-party websites that ads may be placed with.5) Provide reporting of the status of the advertising campaign, impressions delivered, click thrurate, etc. Provide reports weekly. If possible, provide a dashboard accessible to the State andthe States representatives.
