All Bids submitted that are in excess of $1,000,000 are required to submit a Department of Administrative Services PrequalificationCertificate and update (bid) Statement with their bid. The Subcontractor shall hold a current “DAS Prequalification Certificate” from theDepartment of Administrative Services of the State of Connecticut according to Connecticut General Statue 4a-100, 4b-100 and 4b-91.Failure to submit these items with the bid will result in disqualification of the bidder per the public act. DAS is required of all sub-biddersregardless of their tier with contract values in excess of $1,000,000. Sub-bidders prequalification certificates are not required to besubmitted with the bid but must be submitted prior to award. All Subcontractors requiring DAS certification must maintain thecertification for the duration of the project.FAILURE TO SUBMIT THIS ITEM WITH THE BID SUBJECTS YOUR BID TO DISQUALIFICATION.If you have any questions regarding these requirements, contact the State of CT.DAS, at telephone number 860-713-5280 or visit their website at www.das.state.ct.us .3. As security, each bid must be accompanied by a Certified Check or Cashiers Check drawn upon either a State Bank and Trust Company or aNational Banking Association, or the Bid must be accompanied by a Bid Bond having as surety thereto, such Surety Company or Companiesas are authorized to do business in the State of Connecticut, of an amount not less than 10% of the Bid.4. The successful bidder shall furnish Performance, Labor and Material Payment Bonds, each for 100% of the Contract Sum.5. THE PLANS, SPECIFICATIONS AND THE PROJECT MANUAL – Bid Documents (Downes Project Manual, KBA Plans and Specs) may beobtained by contacting Downes Construction Co., LLC 200 Stanley Street, New Britain, CT at mspbid@downesco.com Bidding Documentsare expected to be available on or before Thursday, February 19th, 2026 via Smartbid email notification. Notice of Addenda will be sentto all vendors who downloaded the bid through SmartBid. Bid due dates may be subject to change via addendum.6. A Pre-Bid Conference will be held at the Project Site on Thursday, February 26th @3pm. Bidder shall meet at the Main Office and sign-in.Bidder attendance is strongly encouraged but is not mandatory.7. Questions regarding the work or bid shall be made in writing and directed via e-mail to: mspbid@downesco.com with the ConstructionManager (Downes Construction Company, LLC) at (860) 229-3755. The last date for questions is five calendar days prior to the bid duedate.8. Said bids will be received at the Plainville Municipal Center – Town Managers Office located at 1 Central Square, Plainville, CT 06062,Attention Downes Construction Company, LLC., on Wednesday, March 12, 2026 AT 2:00PM EST for the individual bid packages identifiedin the Contract Documents and as indicated below for the Middle School of Plainville Renovations Enabling Phase located at 150NORTHWEST DRIVE, PLAINVILLE CT 060629. The State of Connecticut Department of Labor and all associated statutes and regulations shall govern labor wages on this pro ject. Thesuccessful bidder shall comply with applicable state and local laws and the Town of Plainville requirements.10. The requirements for prevailing wage rates as outlined in the Connecticut General Statues 31-53 are to apply to the resultant contractaward.11. The successful bidder shall participate and comply with all applicable affirmative action, equal employment, non -discriminationestablished by the State of CT on this project.12. This project is governed by The State of Connecticut Commission of Human Rights and Opportunities (“CHRO”) requirements.13. All bids shall be held open by bidders for a period of ninety (90) days. No bidder may withdraw their bid during that period.14. After review of all factors, terms and conditions, including price, Downes Construction Company, LLC and the Town of Plainville reserve theright to reject any or all Bids, or any part thereof, or waive defects in same, or accept any proposal deemed to be in the best interest of theproject.15. The “Instructions to Bidders”, supplemental instructions and all special instructions shall be strictly followed by bidders.16. The project will be awarded to the lowest responsible bidder in accordance with Conn. Gen. Stat. & 10-287(b). Lowest Responsible andQualified Bidder: As used in this section, “lowest responsible and qualified bidder” means the bidder whose bid is the lowest of thosebidders possessing the skill, ability and integrity necessary to faithfully perform the work. However, the Construction Manager and theTown of Plainville reserve the right to reject any and all bids or to waive any informalities, irregularities, omissions, or technical defects i nthe bids.Town of Plainville and Downes Construction Company are affirmative Action/Equal Opportunity Employer.
