Interested bidders areencouraged to attend, as they will have the opportunity to discuss specifications and askquestions.METHOD OF AWARD: If the City of Tybee Island awards a contract from this ITB, it will beawarded to the responsible bidder with the lowest responsive bid. Selection or rejection of the bid does not affectthis right.BACKGROUND AND SCOPE OF SERVICES:The City of Tybee Island seeks qualified bidders for the buried trash and debris removal on theproperty owned by the City of Tybee Island located at the intersection of Polk Avenue andSolomon Avenue, AKA subject property for the ITB.The subject property was undeveloped and wooded land as early as 1945 and was used as an illegaldump site for trash and debris for years. The City of Tybee Island hired various consultants toperform a various Phase I Environmental Site Assessments (ESA) to identify and record anyexisting, potential, or suspect conditions that may pose an environmental liability to, or restrict theuse of the property.The Phase I ESA’s identified recognized environmental conditions (REC’s) based on the historicalreports indicating the presence of buried household-type waste and construction debris at thesubject property, which included the following buried debris: steel, wood, plastic, concrete, wire,glass, and tires.The limits of the trash and debris removal are shown on Figure 2 of Attachment #1, LabeledEstimated Limits of Buried Materials.Based on various test pits and monitoring wells, the depth of the buried trash and debris is located0.5 feet to 2.5 feet below ground surface. The ground water ranged from 2.5 feet t0 4.0 feet belowground surface.The estimated limits of the buried debris has an area of 68,950 square feet. The debris and trashremoval will go down to a depth of 3 feet within the debris limits for a total volume of soil, debris,and trash removal to be approximately 7,665 Cubic Yards.Based on previous reports and additional site investigations the City of Tybee Island is anticipatingthat 20% of the total volume or 1,532 Cubic Yards will be trash and debris.SCOPE OF SERVICES:The CONTRACTOR will mobilize all necessary equipment required to perform the tasks of thisproject and install all necessary erosion control and traffic control to maintain a safe work zone.The CONTRACTOR will clear and remove all the undergrown brush within the project limits ofthe subject property. All removed undergrown brush may be trucked to the City of Tybee Island’sDepartment of Public Works facility located at 76 Polk Street and dropped off on the landscapingdebris pile. The cost associated with the trucking shall be included within the unit price of clearingand grubbing. The CONTRACTOR will protect the Live Oaks and all other mature trees withinthe project limits.The CONTRACTOR will use an excavator to remove the top 2-3 feet of the soil within the projectlimits on the buried materials on the subject property. CONTRACTOR may use an excavator witha root rake to rake the top 2-3 feet. CONTRACTOR should avoid damage to the trees roots.The CONTRACTOR shall screen the excavated material and separate the buried trash,construction, and demolition debris from the excavated material from the soil as much apracticable.The screened trash, construction, and demolition debris will be stockpiled or direct loaded onto aroll-off container or dump truck and transported to the City of Tybee Island’s Department of PublicWorks facility located at 76 Polk Street and dumped at that site. The screened material will beweighed at the DPW facility and CONTRACTOR will be paid for actual weight of excavated andscreened material.The clean excavated soil will be backfilled into the excavated areas. The CONTRACTOR willalso need to also truck is approximately 1,560 Cubic Yards of clean fill to replace the voids left bythe excavated trash, construction, and demolition debris. The CONTRACTOR will backfill all theexcavated areas within the project limits of the subject property and grade to obtain positivedrainage. Upon completion of the backfilling and grading, the CONTRACTOR shall fertilize,seed, and mulch all disturbed areas1. INSTRUCTIONS TO BIDDERSPurpose: The purpose of this document is to provide general and specific information for use insubmitting a bid to supply the City of Tybee Island with equipment, supplies, and/or services asdescribed herein. All ITBs are governed by the Code of the City of Tybee Island, Georgia, 15-2015 Sec 1, Art VII, Procurement, Sec 2-400, and the laws of the State of Georgia.Bidders must carefully review all provisions of, and attachments to, this document prior tosubmission. Each bid constitutes an offer and cannot be withdrawn except as provided herein.
