Proposals must be for projects or program services that are able todocument a 100% cash match in private funds. Private matching funds would include privateindividual, civic group, non-profit organization, foundation or corporate donations, and fees or earnedincome. Federal, tribal, state, or local government funds will not be accepted as matching funds. In-kind donations will not be accepted as match. Up to $19,500 dollars will be awarded for projects orprogram services delivered between June 1, 2026, and December 31, 2026.Proposal Deadline: Thursday, April 17, 2026, at 2:00 p.m.Adverse Childhood Experiences (ACEs) are 10 experiences children may have during their first 24years of life: physical, emotional, or sexual abuse; physical or emotional neglect; exposure totraumatic stressors in the home (substance abuse, mental illness, domestic violence, incarceration ofa household member, parental separation, or divorce). ACEs researchers have made an especiallysignificant finding: the greater the number of ACEs, the greater the risk for an array of poor physical,mental, and behavioral health outcomes for individuals throughout their lives.Funding priorities for 2026: Examples of program services that reduce the impact of ACEs include,but are not limited to:• Youth leadership development: (e.g., training, mentorship, internships, project coordination)• Education efforts focused on parents, childcare providers, preschool teachers, and youthserving organizations to increase awareness of the adverse childhood experiences in earlychildhood for lifelong outcomes in learning, behavior, and health.• Development of creative, new strategies that can be incorporated into home-, school-, and center-based services to reduce sources of adverse childhood experiences and to strengthen therelationships that buffer children from the long-term consequences of significant adversity.• Community based mentoring activities.• Selected early-intervention programs, early childhood mental health services, and specializedfamily therapies that have demonstrated evidence of positive impacts on vulnerable youngchildren and families.• Professional development programs that educate key participants in the juvenile court andfoster care systems about the biology of adversity and its implications for case management,child custody, and foster care of children who have been abused or neglected.• Collaborative efforts with educators, youth services workers, mental health providers, andother related professionals to address urgent needs as early as possible and to integrateeffective services for the most vulnerable children and their families.• Strategies that address teen suicide and mental health.3KITSAP COUNTY COMMISSION ON CHILDREN AND YOUTH REQUEST FOR PROPOSALPrograms that Prevent and Reduce the Impact of Adverse Childhood Experiences through Building ResiliencyREQUEST FOR PROPOSAL PLANNING SCHEDULE 2026DATEMarch 5, 2026March 13, 2026March 25, 202611:00 a.m. – 11:30 a.m.ACTIVITYKitsap County Commission on Children andYouth meet and approve RFP.Request for Proposal Released.RFP Packet Available.Bidder’s Conference Will be held virtually. PURPOSE AND SCOPE OF PROJECTThe Commission on Children and Youth is an appointed body of the Kitsap County Board ofCommissioners, with up to 20 representatives from education and schools, health and socialservice providers, juvenile justice and law enforcement, community leaders and non-profitorganizations. Established in 1988, the Youth Commission’s charge is to:• Advise County Commissioners and residents on the needs of children, youth andfamilies based on periodic assessments.• Facilitate coordination of information among agencies to maximize resources; and to• Advocate for an environment that fosters healthy, self-sufficient, responsible, andproductive children, youth, and families.In 2000, The Commission on Children and Youth launched their Developmental AssetInitiative, which is dedicated to envisioning a community where all young people know theyare valued, have hope for the future, and possess the resources to achieve their goals. Thisinitiative is based on the Search Institute's developmental asset model of positive youthdevelopment. Search Institute's research using 200,000 youth subjects indicates that assetshelp protect youth from risk taking behavior including the use of alcohol, tobacco, marijuana,and other drugs, as well as reducing antisocial behavior and youth violence. The moreassets a young person has, the more likely they are to do well in school and have a positiveoutlook on their future. Over 15,000 individuals in Kitsap County have been trained in assetbuilding.In 2013, the Commission on Children and Youth launched the Kitsap Adverse ChildhoodExperience (ACEs) Partnership in collaboration with Kitsap Community Health Priorities. Themission of the Partnership is to come together to build and strengthen a resilient andcompassionate community. Their goals are to expand the partnership and build communityinfrastructure to support resiliency; educate the community on ACEs, assets, and buildingresiliency including service providers, professionals, and the community at large; and createa resources bank with online access.Adverse Childhood Experiences (ACEs) are 10 experiences children may have during theirfirst 18 years of life: physical, emotional, or sexual abuse; physical or emotional neglect;exposure to traumatic stressors in the home (substance abuse, mental illness, domesticviolence, incarceration of a household member, parental separation or divorce). ACEsresearchers have made an especially significant finding: the greater the number of ACEs, thegreater the risk for an array of poor physical, mental, and behavioral health outcomes forindividuals throughout their lives. In scientific terms, there is a direct “dose-response”relationship between ACEs and serious health issues.The counterbalance of ACEs is Resiliency—the ability of an individual to withstand andrebound from stress, the ability of the tree to bend and bounce back from traumatic injury,despite the intensity of the wind. Developmental Assets increase an individual’s ability toexperience resiliency.
