INTRODUCTION

The City of Salem is requesting letters of interest and qualifications for On -Call

Professional Services . The selected firms will be utilized for emergency, routine,

unplanned, and planned services in a variety of categories and areas of expertise. If your

firm/organization would like to be considered for these consulting services, you may

express your int erest by responding to the appropriate city office, which is indicated on

the cover page .

Please limit your letter of interest to between two (2) and four (4) pages. This letter

should include any information which might help the City in the selection process. Such

as the person your company would assign as the main point of contact and those who

would make up the team you would assign to the project . T he background of those

individuals, and other projects your company has recently completed or are now actively

engaged with should be included along with other required information in your firm’s

Statement of Qualification (RSMo 8.285 through 8.291) and should be submitted with

your firm’s Letter of Interest. The statement of qualification is not included in the total

letter of interest page limit. Page limit for SOQ of 30.

We request all letters of interest be received by 5:00 PM on Thursday, December 11 ,

2025, to 400 N. Iron St., Salem, Missouri 65560.

BACKGROUND INFORMATION

The City of Salem (COS) , Missouri, is in the middle of the Missouri Ozarks. The 2021 US Census,

American Community Survey estimates approximately 4,623 residents. The City of Salem,

Missouri, is a fourth -class city and operates under a Mayor/Board of Aldermen/City

Administrator form of government, providing a wide variety of public services, including police,

parks and recreation, a municipal airport, street maintenance, electric distribution , water and

wastewater treatment services. The city does not generate electricity, but as a member of MPUA

receive both base and peak load power through them. Natural gas services are owned and

operated by Ameren UE.

The City of Salem intends to select firms to provide the following On -Call

Professional Services needed to plan, maintain, design, manage, assess,

review, advise, prepare & write grant applications, and survey a variety of

public works, building/structure, infrastructure, projects and initiatives. The

On -Call list will be renewed or extended every four (4) years as stated in

final contract. The same firm may submit and be selected for multiple

categories dependent upon qualifications, but when doing so the firm should

indicate which category(ies) it is submitting for.

1. Public Works/Infrastructure/Site Design – Provide engineering

services for stormwater/drainage, geotechnical, grading, landscape

architect, utility, ADA, public infrastructure (including but not limited

to roadway, sidewalk/pathway, bridge, lighting, and parking) design

services.

2. Surveying and Utility – Provide surveying and utility coordination

for roadway, public infrastructure, and site improvements.

3. Construction Material Testing and Inspection – Provide material

sampling, testing, contract administration, inspection on municipal

projects and pipe inspection.

4. Electrical Engineering – Provide electrical engineering design

services.

5. Water Distribution and Supply Systems

6. Sanitary Sewer Collection and Treatment

7. Stormwater Conveyance Systems , Drainage, and Stormwater

Management along with engineering and design services.

8. Structural Engineering – Provide structural engineering review,

9. Project Management – Provide project management for municipal

projects.

10. Architectural Services – Provide concept design development,

building/structural analysis and reporting, historical building

assessments/reporting, preparation and review of construction

documents, and construction administration.

Letter of Interest should not exceed four (4) pages or be less than

two (2) pages total and the SOQ should be no longer than 30

pages. A page is defined as one 8.5” x 11” sheet and printed on

one side. Submit one printed copy and one electronic copy of the

Letter of Interest and SOQ. It is required that your firm’s

Statement of Qualifications (RSMo 8.285 through 8.291) be

submitted with your firm’s Letter of Interest .

The City reserves the right to reject any or all SOQs submitted, waive any informalities or

irregularities in those received, and to accept any SOQ which, in the opinion of the City, is in the

best interest of the City.

Submission

All Letters of Interest and Statements of Qualifications must be received by the City Clerk, City of

Salem, Missouri, 400 N Iron Street, Salem, Missouri 65560 prior to

5:00 p.m., Central Standard

Time, on December 11, 202 5.

• Letters of Interest shall be between 2 and 4 single sided pages.

• Statement of Qualifications shall be no more than 30 pages.

• Must submit one printed copy and one electronic copy of the above items.

• Submittals shall be in a sealed envelope that is clearly marked “ RFQ - Engineering &

Professional Services” on the outside of the mailing envelope. Electronic copy

should be on a jump or thumb drive.

• Bids received after the due date and time will be rejected.

• FAXED/EMAILED BIDS WILL NOT BE ACCEPTED.
