Box 150, Nespelem, WA 99155(509) 634-2110FAX: (509) 634-2101Posted Date: April 6, 2026Closing Date: April 20, 2026REQUEST FOR BIDforBerg Ranch Wildlife Mitigation Area Fence(Project # 674563)_____________________________________________________________________________Scope of Work: The Confederated Tribes of the Colville Reservation (CTCR) Fish & WildlifeProgram (F&W) is requesting individual bids for two (2) areas to replace and/or repairapproximately 8.31 miles of boundary fence. (Bid 1) 4.81 miles (25,400 ft.) and (Bid 2) 3.5miles (18,480 ft.), with no slope adjustment included in these distances. The applicant will needto add any slope adjustments into their bid, based on their site review of the project. Theapplicant will utilize force account and/or contract for the construction and repairs to Berg RanchWildlife Management Area fence to restore this fence back to its pre-disaster design, functionand capacity (in-kind) within the existing footprint. The fence is measured as per horizontaldistance and no slope correction has been included in the distances.The contractor will need to:- Replace and/or repair ALL four wires – Class 3, 12.5-gauge wire with top and bottom(barbless) and two center wires (2-pt barbed).- Replace ALL wooden line posts with metal t-posts (1.33 lb. and 6-feet tall).- Wooden H-braces will need to be installed to required specifications.All work will comply with the CTCR Pronghorn Friendly fencing specifications.A detailed Scope of Work is attached as Exhibit B.Location Description: The locations for the Berg Ranch WMA Fencing Contract is listed as two(2) Sections to be bid upon individually.(Bid 1) Segment 1.1: Repair & Replace. The coordinates start at GPS coordinate 48.79205, -119.15154, then travels east 0.39 mile, north 0.75 mile, west 0.5 mile, north 0.75 mile,east 1.23 miles, and north 0.09 mile to the end point at 48.93022, -119.13703 (3.71miles). The segment lies in Township 30 North, Range 28 East, Section 1, Township31 North, Range 28 East, Section 25 and 36, and Township 31 North, Range 29 East,Section 30.Segment 1.2: Repair & Replace. The coordinates start at GPS coordinate 48.10315, -119.13689, then travels east 0.75 mile, north 0.25 mile, and east 0.10 mile to the endpoint at 48.10513, -119.12598 (1.10 miles). The segment lies in Township 31 North,Range 29 East, Section 19 and 20.(Bid 2) Segment 2.1: Repair & Replace. The coordinates start at GPS coordinate 48.10534, -119.10817, then travels south 0.76 mile, east 0.5 mile, north 0.5 mile, east 0.73 mile (toaccess road), southeast 1.01 miles along south side of access road to the end point at48.98671, -119.74478 (3.5 miles). The segment lies in Township 31 North, Range 29East, Section 21-24.Fencing Site Inspections: will arrange for an inspection of the construction site Tuesday, April14, 2026 AT 9 AM. Meeting location will be at the intersection of Columbia River Road andCold Springs Road. Contractors must attend inspection on 4/14/2026 in order for their bidto qualify for submission.*Award of contract shall be made to the responsive bidder and must provideall documentation listed below. This Request for Bid is open to all bidders.To qualify for consideration all bid packets submitted must include the following documents:- Exhibit “A” Bid Sheet (Total Contract Amount)- Exhibit “E” Schedule of Completion (time and manpower required to complete the project)- Copy of Blue Card – to qualify as an Indian preference contractor the business owner mustprovide a copy of the individual’s blue card.- Copy of Title Ten Certification – to qualify as a Title Ten Certified contractor.- Provide proof of Contractors Liability Insurance in the amount of at least $1,000,000.- Solid Waste Disposal Plan (must be submitted on form from CTCR Planning/Solid WasteEnforcement)- Provide current Sam.gov registration.- List of References (second page of Exhibit “A” or on a separate sheet) that demonstratesthat the contractor has successfully completed similar work.If a contract is not entered into within a reasonable time after selecting the proposal, the Tribesmay elect to cancel the award or award the Contract to the next highest ranked Bidder. TheTribes shall not be bound or in any way obligated until both parties have executed a contract. Noparty may incur any chargeable costs prior to the execution of a final contract.After opening and ranking, an award may be made on the basis of the proposals initiallysubmitted, without discussion, clarification or modification. The Tribes may discuss costreduction and other elements of the Bidder’s proposal with the selected Bidder. If the Tribesdetermines that it is unable to reach a contract satisfactory to the Tribes with the selected Bidder,then the Tribes will terminate discussions with the selected Bidder and proceed to the nextBidder in order of selection ranking until a contract is reached, the Tribes has rejected allproposals, or the Tribes determines that it is in its interest to re-open the bid or temporarily orpermanently abandon the procurement.The Tribes reserves the right to award a contract for all or any portion of the requirementsproposed by reason of this request, to award multiple Contracts, or to reject any and all proposalsif deemed to be in the best interests of the Tribes. The Tribes additionally reserves the right to re-solicit for proposals or to reject any and all proposals if deemed to be in the best interests of theTribes, and to temporarily or permanently abandon the procurement.For additional information concerning this Request for Bid, please contact Jessica Davin at (509)634-2375 or Kelly Singer (509) 722-7086.The Contractor will:Prior to commencing work, the Contractor will know and understand the Exhibit “C” Map listedfor this contract. Contractor will need to inspect the entire fence from “Start Point” to “EndPoint”. Approximate length of fence is based on horizontal distance so contractor will need toinclude slope and topography into their bid.Exhibit “C” may not be a complete description of the work necessary to constructthe fence to specifications. The contractor should perform their own on the groundinspection of the worksite before formulating their bid.Prior to commencing work, the Contractor will know and understand the Exhibit “D”Specifications (NRCS and/or CTCR F&W Pronghorn) listed for this contract.No work shall take place until a TERO Compliance and Utilization Plan has been signed,approved, and filed with the TERO Office. The contractor shall comply with all regulations andprovisions of the Tribal Employment Rights Ordinance (TERO).Prior to commencing work, the Contractor will inform the Fish & Wildlife Program’s COR whenbeginning work, so a Start Work Order shall be issued.The contractor shall comply with Tribal occupational safety and health regulations.The contractor shall protect and avoid disturbing survey monuments and bearing trees.Monuments and bearing trees disturbed or lost due to the contractor’s action will be re-established at the contractor’s expense.The contractor will install all range improvements in the location designated and will notify theF&W COR if/when a deviation from the project plan is necessary PRIOR to construction.Improvements that are to be repaired are not to be moved from their existing location withoutPRIOR approval from the COR.The contractor shall supply ALL materials, equipment, tools, transportation, supervision,operating supplies, safety measures and labor to successfully complete the contract. All materialsand equipment must be hauled to the work site by the contractor.Vehicles, ATV’s or any other motorized equipment, will be operated responsibly to minimizedamage to the vegetation and soils.Complete work to specifications provided, where applicable fencing specifications will alsoinclude:Clear a path for the fence as necessary that is free of debris including shrubs and treesless than six (6) inches in diameter. Remove all snags with the potential to fall onto thefence.Clean up and remove all wire, T-posts, treated wooden posts, and/or other materials fromthe project to a pre-approved site. The Okanogan County Landfill will accept fencingmaterials, except treated wooden posts. Should the Contractor fail to perform clean up,the cost of the removal and disposal shall be deducted from the final payment.The contractor shall IMMEDIATELY suspend all project activities and notify the TribalArchaeology Department and/or Tribal Historic Preservation Office if ANY cultural find isencountered. This includes but is NOT limited to arrow points, pottery, tools, bones andthe like. History & Archaeology Department phone number is 509-634-2691.Contractor shall comply with Industrial Fire Precaution requirements as administered by Mt.Tolman Fire Center. Failure to do so could result in the contractor being held liable for any firedirectly related to equipment operation or operator negligence.The Program will:Mark work sites by flagging or other means. (The fence is marked with Pink ribbon and theDOUBLE Pink ribbon indicates start and end of fence).Provide maps and necessary specifications for construction.Provide a pre-construction tour of the project site.Ensure that the Contractor has secured any and all necessary permits and documentation requiredby the Colville Confederated Tribes for project implementation on the site.The Program will maintain close communication with Mt. Tolman Fire Center, and the TribalHistory & Archaeology Department to ensure that all cultural and natural resource concerns areadequately addressed and/or resolved.The Program COR will arrange, at the contractor’s request, to have a technical representativepresent on site to offer technical assistance and answer questions concerning contractspecifications through the course of the project. Requests for technical assistance must bescheduled in advance.Conditions:A pre-construction meeting will take place between the Contractor(s), COR, and any othernecessary agency personnel before work is to begin.No start-up advances, capital or materials will be granted to the contractor for the project. Partialpayments for completed and approved work at the agreed upon contract amount will be paid tothe contractor periodically as agreed upon.**No change orders will be granted for the project due to misjudgment or errors in initialbid price.**Start of Work:Once the contract is awarded and approved the date for actual start of work will be coordinatedbetween the Contractor and the Contracting Officer Representative but work must be completedby November 30, 2026.Stop Work Orders:Will be issued if any concerns arise during the duration of the contract such as,changes in weather conditions, which may include but are not limited to erosion,increased fire danger /shutting down the woods, too much snow on the ground, and/oran inability to access the project site. The COR may adjust the contract length tocompensate for these situations.Conditions for Default and Cancellations of Contract:- Failure to meet completion date: The Colville Tribes may declare the contractin default if the contractor fails to complete work by the specified completiondate. Requests for extension of time limits must be in writing from thecontractor and must be received by the Fish and Wildlife Program five (5) daysprior to specified completion date.- Contract specifications not met: Work not performed according to the contractspecifications shall be grounds for default.- Loss of eligibility for future contracts: If a contractor defaults on a contract,he/she will not be eligible future F&W Program contracts for a period of oneyear. His/her eligibility will be reconsidered upon application to the contractingofficer.- Relationship to other contracts: If the contractor holds more than two RangeProgram contracts and fails to meet the schedule outlined in the work plansubmitted, the COR may at his/her absolute discretion declare all contracts indefault.
