REQUEST FOR PROPOSAL (RFP) RFQ: DPW - Professional Engineering Support Services
The City of Claremont, Department of Public Works is soliciting qualifications from firms to submit proposals for the RFQ: DPW - Professional Engineering Support Services.
Submission Instructions:Qualification packages consisting of five (5) hard copies must be received by the City no later than:
June 5 th , 2026 at 10:00 AM
Packages will be publicly opened on:
June 9 th , 2026 at 10:00 AM in City Council Chambers and the names of submitting firms will be recorded.
Following receipt of submissions, a review committee will evaluate and rank the firms. Final consultant selection will then be formalized.
Qualification packages shall be clearly labeled and addressed to:

Contracts will be awarded for an initial one-year term, with mutually agreed-upon annualextensions for up to five (5) additional years.Categories of ServicesThe on-call engineering support contract shall include services related to the followingcategories:1. Transportation EngineeringServices may include, but are not limited to:• Roadway design• Intersection design• Traffic analysis• Traffic signal design• Bicycle and pedestrian facility design• ADA compliance evaluations and design• Drainage design and stormwater treatment• Development of conceptual and final opinions of probable construction cost2. Bridges and CulvertsServices may include, but are not limited to:• Bridge and culvert design• Hydrologic and hydraulic analysis• Bridge and culvert inspections• Bridge load ratings• Development of conceptual and final opinions of probable construction costPossible Project TypesPotential assignments under this contract may include:Multi-Disciplinary Infrastructure ProjectsDesign services for infrastructure projects from conception through completion. Additionalservices for these projects may include:• Land surveying• Preparation of NEPA documentation and permit applications• Water and wastewater transmission design• Cultural resource evaluations• Geotechnical investigation and analysisAdditional Support Services• Assisting with planning and development of conceptual costs for projects included in theCity’s Capital Improvement Program (CIP)• Assisting with small-scale or emergency projects as needed• Assisting with compliance related to state and federal funding requirements• Assisting with applications for state, federal, or other funding sources• Assisting with rights-of-way surveys and easement documentationSubmission RequirementsQualification statements shall include the following information:1. Cover Lettero Include the category or categories for which the firm wishes to be considered.2. Company Overviewo Brief history of the firmo General background and qualificationso Experience working with relevant local, state, and federal agencies3. Project Teamo Organizational charto Resumes of key personnel (may be included in an appendix)o Identification of any proposed subconsultantso Separate project managers and teams may be proposed for each category4. Relevant Project Experienceo Relevant experience for each category listed aboveo Experience with state- and federally funded projectso Projects should have completed design within the last seven (7) years or currentlybe in design5. Referenceso Minimum of three (3) references for each category listed aboveSelection ProcessA Quality-Based Selection (QBS) process will be used.
