Interested and qualified respondents maysubmit Request for Qualifications (RFQ) Packages, according to the requirements described herein, by hand delivery toCity Clerk's Office of Jackson, 219 South President Street, Jackson, MS 39201. Packages may also be mailed to the CityClerk's Office, at P.O. Box 17, Jackson, MS 39205. Electronic submissions may be submitted at www.jacksonmsbids.comAll RFQ Packages are due by or before 3:30 PM p.m. (CT) on June 16, 2026.The requested services include existing-conditions assessment, programming, cost estimating, schematic design, designdevelopment, construction documents, permitting support, bidding assistance, construction administration, and projectcloseout support. The City intends to use a Design-Bid-Build delivery method. This solicitation is for professional designservices only and does not award construction work.Submissions shall be clearly marked: " RFQ - PROFESSIONAL DESIGN SERVICES FOR FIRE STATIONS 1, 5, 10, 19,AND 26."No fee proposal shall be submitted with the submission. Request for Qualifications2.1 IntroductionThe City of Jackson, Mississippi, through the Department of Planning and Development and in coordination with theJackson Fire Department, requests statements of qualifications from qualified architectural and engineering firms toprovide professional design services for the rehabilitation and modernization of Fire Stations 1, 5, 10, 19, and 26.The City intends to select one qualified design professional or design team to provide complete design and constructionphase professional services. The selected firm will not perform construction work under this contract. After designdocuments are completed and approved, the City anticipates issuing a separate public construction solicitation.General questions regarding this request should be directed to Monica Oliver, Purchasing Manager, at City of Jackson.Phone: (601) 960-1035. Email: bids@phbidding.com2.2 Project PurposeThe purpose of the project is to rehabilitate and modernize existing fire stations to improve working conditions, buildingfunctionality, employee health, public safety, accessibility, indoor air quality, hygiene, durability, and operational efficiency.Improvements may include plumbing upgrades, bathroom rehabilitation, dormitory privacy and finishes, kitchenimprovements, ventilation, flooring, ceiling repairs, painting, exercise area flooring, technology accommodations, andrelated code and life-safety improvements.2.3 Delivery MethodThis project is being procured using a Design-Bid-Build approach:a) Select the design professional through this RFQ.b) Complete assessment, design, cost estimates, construction documents, permitting coordination, and biddocuments.c) Publicly solicit construction bids from qualified contractors using the completed documents.d) Award and administer a separate construction contract.This RFQ shall not be interpreted as a design-build procurement, construction manager at risk procurement, constructioncontract, or authorization to perform construction.2.4 Funding and ComplianceFunding is anticipated to include Community Development Block Grant (CDBG), subject to final confirmation by the City.The selected design professional shall coordinate with the City, the City's grant administrator, and the City Attorney tosupport compliance with applicable federal, state, and local requirements.a) 2 CFR Part 200 procurement and contract requirements, as applicable.b) HUD/CDBG grant requirements and source documentation requirements, as applicable.c) Civil rights, equal opportunity, nondiscrimination, and accessibility requirements.d) Section 3 requirements, if applicable to the project or construction phase.e) Davis-Bacon and Related Acts, Copeland Anti-Kickback Act, Contract Work Hours and Safety Standards Act, andHUD-4010 clauses for the future construction bid package, if applicable.f) Environmental review and limitation-on-activities requirements before construction commitment, if applicable.g) City of Jackson purchasing, vendor registration, Equal Business Opportunity, and contract approval requirements.h) Mississippi public procurement, professional licensing, public works, and construction bidding requirements.The design professional shall not make eligibility determinations reserved to the City, HUD, the State, the grantadministrator, or legal counsel, but shall provide technical information, documents, and design coordination needed tosupport those determinations.RFQ- Professional Architectural and Engineering Design ServicesPage 4 of 192.5 Project SitesStation15101926FacilityFire Station 1Fire Station 5Fire Station 10Fire Station 19Fire Station 26Scope StatusExisting active fire station; scope to be verified during assessment.Existing active fire station; scope to be verified during assessment.Existing active fire station; scope to be verified during assessment.Existing active fire station; scope to be verified during assessment.Existing active fire station; scope to be verified during assessment.The City will provide addresses, available drawings, photographs, facility data, prior assessments, and other records ifavailable. Selected design professional shall field-verify conditions reasonably necessary for design. Existing recorddrawings are limited and may consist primarily of scanned archival documents2.6 Anticipated Construction BudgetThe City intends to complete the project within available funding and grant constraints. Proposers shall demonstrateexperience designing public-sector rehabilitation projects with strong cost-control measures, phased implementationstrategies, additive and deductive alternates, and scope prioritization methods.The selected design professional shall provide ongoing opinions of probable construction cost throughout the designprocess and shall promptly notify the City if the proposed scope appears likely to exceed available funding.The City reserves the right to prioritize, phase, reduce, defer, or modify portions of the work based on existing conditions,code requirements, operational needs, grant eligibility, bid pricing, and available funds.The design professional shall assist the City in developing a bid strategy that maximizes competitive pricing and allowsflexible award options through alternates, unit prices, and phased construction sequencing.2.7 Scope of Professional ServicesThe selected firm shall provide all professional services necessary to assess, design, document, bid, and administer therehabilitation work, including architectural, mechanical, electrical, plumbing, structural, fire protection,technology/communications, cost estimating, and related specialty services as required by the final scope.Phase 1 - Project Initiation and Existing Conditions Assessmenta) Conduct kickoff meeting with City, Jackson Fire Department, Purchasing, grant administrator, and otherstakeholders.b) Review available record drawings, maintenance records, prior reports, photographs, and grant documents.c) Visit all five stations and document existing architectural, structural, mechanical, electrical, plumbing,ventilation, accessibility, life-safety, and finish conditions relevant to the project.d) Interview Fire Department personnel regarding operational needs, staff concerns, station schedules, accessconstraints, and priorities.e) Identify apparent code, accessibility, life-safety, infection control, ventilation, moisture, and durability issuesrequiring further evaluation.f) Identify known or suspected hazardous materials, including asbestos-containing materials, lead-based paint,mold, or other regulated materials. Recommend testing or environmental consulting if needed.g) Prepare a photo log and existing-conditions report for each station.h) Develop a preliminary project priority matrix identifying required, recommended, and optional improvements.Phase 2 - Programming, Concept Design, and Budget Confirmationa) Confirm the final design program for each station with the City and Jackson Fire Department.b) Prepare concept-level layouts, narratives, and scope descriptions for each station.c) Develop preliminary opinions of probable construction cost by station and by major work category.d) Identify constructability issues, long-lead items, phasing constraints, temporary facilities needs, and possiblebid alternates.e) Review scope/budget reconciliation with the City and obtain written direction before proceeding to detaileddesign.RFQ- Professional Architectural and Engineering Design ServicesPage 5 of 19
