Category: Procurement Status: Open Description: The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified General Contractor to Construct the General Government Office Building - Phase I (Project). The General Government Office Building Phase I is a three (3) story 125,000 square foot (SF) office building located on Adoption Drive in Leesburg. This facility will be occupied by the following Loudoun County departments: Building and Development, Planning and Zoning, Environmental Health Services and the Office of Mapping and Geographic Information. The ultimate full build out of Phases I-IV is planned to be a total area 425,000 SF. The Phase I building is striving to obtain a Leadership in Energy and Environmental Design (LEED) Silver certification. Phase I consists of the development of the entire site to include all sitework, utility, parking, and road improvements. Phase I will also construct one (1) 125,000 square foot multi-story office building and provide pad ready sites for the three (3) future office buildings. The proposed ultimate condition of the site is for a four (4) building complex constructed over multiple phases. Currently, only Phase I is funded in the County’s Capital Improvement Plan. It is anticipated that the design of the Phase I building will be replicated for the future buildings. The building site is located within the Leesburg Electoral District on Adoption Drive, just west of the Loudoun County Animal Services Facility, also located on Adoption Drive.

Refer to Section 3.0 of this IFB.1.3 The costs associated with the removal of any and all unsuitable soils and/orrock encountered below subgrade (as defined in Specification 312000),during the construction of this Project shall be borne by the County. TheCounty requests that the Contractor provide unit prices for unsuitable soilsremoval and rock removal. Unit Prices shall include the import of suitablematerial as needed to replace those quantities removed (It shall beassumed that suitable material will be procured from an off-site source).Unit prices shall be included on the Pricing Page of the Bid, and shall bemultiplied times an assumed quantity provided by the County for anextended price. The extended price shall be carried by the County as anOwner’s Allowance in the final Contract Price and will be paid to theContractor on a “per occurrence” basis, with any remaining allowance(s)being returned to the County upon completion of the Project. This will applyto all excavations with the only exception being Drilling Activities (i.e.borings, geothermal wells, etc.). In these specific instances the Contractorshould assume that rock will be encountered and price the drillingaccordingly as part of their Base Bid Cost. Refer to Specification 312000 forIFB RFQ 684968Construction of the General Government Office Building - Phase I - ReissuePage 4soil classification and responsibility for all unsuitable soils and/or rockencountered above subgrade.1.5 The County will require the Contractor awarded this Project to use TrimbleUnity Construct (Trimble) (formerly e-Builder) Construction ProgramManagement Software. The County will provide licenses for theContractor’s use and will provide training for the Contractor to ensureproficiency as recommended by Trimble. The license and training will beprovided to the Contractor at no cost and prior to the issuance of Notice toProceed. Further training due to a lack of proficiency will be theresponsibility of the Contractor.The Trimble Construction Program Management Software will be utilizedfor all Project management documentation and correspondence, includingbut not limited to: Request for Information (RFI)’s, submittals, meetingminutes, pay applications, proposed change orders/change orders, close-out documentation, etc. Contact e-Builder for further information at www.e-builder.net/services/support or 1-888-288-5717.2.0 COMPETITION INTENDEDIt is the County's intent that this IFB permits competition. It shall be the bidder'sresponsibility to advise the Purchasing Agent in writing if any language, requirement,specification, etc., or any combination thereof, inadvertently restricts or limits therequirements stated in this IFB to a single source. Such notification must be receivedby the Purchasing Agent not later than fifteen (15) days prior to the date set for bidsto close.3.0 PREVAILING WAGE RATESRemuneration to any individual performing work on the County ConstructionContract resulting from this IFB shall be at a rate equal to or greater than to theprevailing wage rate identified in Attachment 4 to this IFB.3.1. The General Contractor awarded a County Construction Contract as aresult of this IFB, and any sub-contractors hired by the General Contractorto perform Work on the County Construction Contract resulting from thisIFB, shall pay wages, salaries, benefits, and other remuneration to anymechanic, laborer, or worker employed, retained, or otherwise hired toperform Work in connection with the resulting County Construction Contractat or greater than the prevailing wage rate identified in this IFB.3.2.
