Introduction1.1. Background InformationThe Washington County Public Works Department is issuing this request for proposals (RFP) to provideproject coordination, preliminary engineering, final design, stakeholder and public engagement, utilitycoordination and environmental documentation for the County State Aid Highway (CSAH) 96(Dellwood Rd.) Improvement Project.In 2023, the Washington County Board of Commissioners approved the ownership and transfer of anine-mile segment of TH 96 from MnDOT. CSAH 96 extends approximately 9 miles from TrunkHighway 244 to Trunk Highway 95 (St. Croix Scenic Bywy). The corridor functions as a two-lane, ruralundivided roadway and carries an average daily traffic volume of 4,000 to 6,000 vehicles per day. Theposted speed limit is 45 miles per hour west of CSAH 15 (Manning Ave.) and 55 miles per hour east ofCSAH 15 (Manning Ave.). The project corridor is located entirely within the City of Stillwater, Grant,Dellwood and Stillwater Township.Washington County, through its Capital Improvement Plan (CIP), has identified this project as ProjectNo. RB-2693. The anticipated project schedule includes preliminary design in 2026, final design andright-of-way acquisition in 2027, and construction in 2028. Funding for the project is expected toinclude Turnback – Fund Balance and Transportation Advancement Account (TAA) – Safety and Trails.The project will be delivered as a cooperative effort between Washington County, the City ofStillwater, Grant, Dellwood, Stillwater Township, Brown’s Creek, Rice Creek and Carnelian-Marine-St.Croix Watershed Districts, with Washington County serving as the lead agency. All work performedunder the anticipated contract shall comply with applicable procedures, standards, and regulatoryrequirements of the Minnesota Department of Transportation (MnDOT), MnDOT State Aid, theMinnesota Department of Natural Resources (MnDNR), the United States Army Corps of Engineers(USACE), Washington County, the City of Stillwater, Grant, Dellwood and Stillwater Township.A corridor study for the entire section of highway 96 was started in 2024 and wrapped up in thesummer of 2026. Throughout the study process, the scope of what the 2028 project would include wasidentified. Information on the corridor study can be found here:https://www.washingtoncountymn.gov/highway96studyThe project proposes a pavement preservation style project which will include the replacement of theexisting guardrail, replacement of centerline and driveway culverts and pavement rehabilitationthroughout the corridor. Plans were developed for the replacement of the guardrail throughout thecorridor, but they were never sent out to bid. The project plans can be downloaded here:https://washingtoncounty.sharefile.com/public/share/web-s247956785b1948c8878818653a606fafThese plans are to be used as a guide, and the selected consultant will be responsible for developingtheir own guardrail replacement plans and will include them as part of the final plan set.1.2. Project Goals and ObjectivesThe objective of this project is to improve the safety, mobility and pavement condition along the CSAH 96corridor. In summary, the project goals are as follows:Page|3CSAH 96 Improvement Project• Produce municipally approved construction documents that meet all State AID, WashingtonCounty, and local requirements for final design and environmental documentation.• Meet a schedule that ensures project advertisement by January 2028.• Achieve a construction schedule that minimizes public inconvenience, while being sensitive toreducing overall project costs and environmental impacts.• Review turn lanes at key intersections identified in the highway 96 corridor study and determineif it’s feasible to implement as part of this project.• Identify and implement stormwater drainage improvements that appropriatelybalance the requirements of all agencies with the needs and goals of thecommunity.1.3. Scope of Work and DeliverablesThe following lists outline work tasks and associated items that shall be included as part of the contractedservices.All reports/documentation must be developed and presented in Microsoft Office and all design files must bedeveloped and presented in MicroStation/Open Roads Designer (ORD) adhering to Washington Countyapproved formats unless otherwise noted or requested by the Consultant (the selected firm to perform thiswork) with approval of the County.The role of the selected Consultant team will be to complete all tasks necessary to take the project to a finalset of construction plans. Washington County will act as the lead agency through all aspects of the project.The County’s role as lead agency does not preclude direct and regular interaction between the Consultant,the City of Stillwater, Grant, Dellwood and Stillwater Township, the Watershed District, and other agencies.Page|4CSAH 96 Improvement ProjectExternal Agency input and review is important; however, the County is to be kept informed of agency dialogueand will assist the Consultant in determining the need and scope of interaction with a particular agency.2.1. Project ManagementThe Consultant will perform all work necessary to effectively coordinate the project completion, maintainthe project schedule and budget, as well as manage the Project Management Team (PMT). The Consultantwill start with an in-person kick-off meeting at the County office. After the kick-off meeting, the Consultantshould host monthly PMT meetings, which will be a mix of virtual and in-person meetings. The proposalshould include a summary of the project management measures required to ensure that the project iscompleted on time, within budget, and in accordance with applicable laws, policies, standards, and goodengineering practice. Monthly progress reports shall be submitted with each invoice.The selected Consultant shall develop and implement a project specific Quality Management Plan, whichshall be available for review upon request during the project.2.2. Data Collection and Site VisitThe Consultant shall collect existing data and reports relevant to the project area and obtain newinformation as needed for all aspects of the project. At least one on-site coordination meeting shall bearranged by the Consultant. This site visit will include identifying centerline and driveway culverts thatare in need of replacement.Washington County will provide the following information to the successful Consultant:• Aerial imagery• LIDAR• Topographic Survey (will be provided in July of 2026)• Existing Right of Way information• Construction Plans/Record Drawings• Traffic Counts• Highway 96 Corridor Study• Geotechnical Report from American Engineering Testing• 2025 Guardrail Plans2.3. Public and Agency EngagementThe goal of the Washington County Public Works Department is to achieve excellence in design with everyproject we do through comprehensive public involvement. We believe a focused public engagement planwill be essential to facilitate community acceptance of this project, while maintaining the transportationobjectives and requirements of Washington County, City of Stillwater, Grant, Dellwood and StillwaterTownship.The Consultant shall develop a Public Involvement Plan to meet the project objective and goals and facilitateacceptance and approval of the project. The plan should provide an overall approach to involvement, aswell as specific involvement activities, techniques, strategies and how these specific tasks will integrate intothe overall process.2.3.1. Project WebsiteWashington County will create a project-specific website, which will be available throughout theduration of work, as well as throughout construction. The selected Consultant will be responsiblefor providing text and graphics to support the website throughout the project.Page|5
