Category: Construction and Public Works (Chapter 149 and Chapter 30, 39m) Status: Open Description: The Town of Ipswich invites sealed bids in accordance with M.G.L. c.30, §39M from Contractors for: ANNUAL ROAD AND SIDEWALK RESURFACING
The work under this Contract consists of furnishing all necessary labor, materials, and equipment required for the leveling and overlay of Hot Mix asphalt for overlay maintenance and repairs on various roadways. In addition, the contractor shall be expected to gutter mill portions of existing pavement, selective concrete work, adjust utility castings, and perform all other incidental work or work described in the Contract Documents (unless specifically indicated as not to be done), or any other work as directed by the Engineer. The work shall be performed on various roadway locations in the Town of Ipswich.
The quantities represented in this Invitation for Bid are dependent on Massachusetts Department of Transportation (MassDOT) Chapter 90 funding. These monies are customarily allotted, and subsequently apportioned by the Town of Ipswich, on or about April 1 of each calendar year. Therefore, the quantities listed in this Invitation for Bid (IFB) may be revised at the time of the bid award.
Bids will be received until: 10:00 a.m., Wednesday, March 25, 2026 at the Purchasing Department, 25 Green Street Room 202, Ipswich, MA 01938. MassDOT will provide a list of Prequalified Construction Contractors to the Town of Ipswich. Bidders will be verified at time of Bid Opening. Special Requirements: A total of one (1) hard copy bid is required for submission, as well as one (1) copy via email to purchasing@ipswichma.gov. Hardcopy bids should be sent to and will be accepted by the Town of Ipswich Purchasing Department located at 25 Green St. Room 202, Ipswich, MA 01938. Bids will not be accepted nor may submitted bids be corrected, modified or withdrawn after the deadline for submission of bids. Immediately following the deadline for bids, all bids received within the time specified will be publicly opened and read aloud. Miscellaneous: A bid deposit in an amount that is not less than five percent (5%) of the value of the bid, including all add alternates, is required. Bid deposits, payable to the Town of Ipswich, shall be either in the form of a bid bond, or cash, or a certified check on, or a treasurer's or cashier's check issued by, a responsible bank or trust company. Bidders are reminded that the bid deposit covers the Town for damages when a bidder withdraws its bid after the bid submission date. Be advised that to the extent permitted by the law the Town will retain all bid deposits for withdrawn bids. The costs of any bond and any insurance required in this Invitation for Bid are the responsibility of the bidder; such costs will not be reimbursed by Town and should be included in your bid.

Time for completion for the first year isprior to December 31, 2026.All bids are subject to the provisions of M.G.L. c.30, §39M. Wages are subject to minimum wage rates determinedby the Massachusetts Department of Labor Standards pursuant to M.G.L. c.149, §26 to 27H. The schedule of wagerates applicable to this contract is included in this IFB. In addition, the prevailing wage schedule will be updatedannually for all public construction projects lasting longer than one (1) year.You will be required to pay the rates set out in any updated prevailing wage schedule. Increases in prevailing wageschedules will not be the basis for change order requests. The successful bidder will be required to provide aCertificate of Insurance demonstrating current coverage of the type and amounts set forth in the Project Manual.The successful bidder will be required to furnish a Labor and Materials Payment Bond in the amount of 50% ofthe contract total.
