General Bid Information
Montrose County is accepting sealed bids from qualified manufacturers for a corrugated steel
structural plate culvert. The box culvert will used for a bridge replacement project on J82 Road,
located approximately 14 miles southeast of Crawford, Colorado.

Bidder Instructions
Submitted bids must be enclosed in a sealed opaque envelope marked B-139 Corrugated Steel
Structural Plate Culvertwith the name of the bidder and delivered to Montrose County Public
Works, Attn: Brandon Wallace, 63160 LaSalle Rd, Montrose, CO 81401, no later than 2:00 p.m.
local time, June 25, 2026. The bids will be opened immediately thereafter and read aloud. Bids
received after the time due will not be considered and will be returned to the bidder un-opened.
Bids are to be submitted on the Bid Forms included within the bid package. Bidder must provide
the Unit Bid Price, Extended Bid Price and Total Bid Price on the Bid Schedule Form. In case of
discrepancy on the Bid Schedule Form, the Unit Bid Price governs.
Any bid questions must be received by 2 pm local time, June 22, 2026.
Any modifications to the Invitation to Bid package will be an Addendum and posted to the County
website by 2 pm, June 23, 2026 and distributed to all known bidders. It is the responsibility of the
bidder to verify if an addendum has been issued. Bidder shall acknowledge Addenda in the Bid
and Addenda Acknowledgment section of the Bid Form.
General Conditions
All bids shall be irrevocable for 45 days from the date of the bid opening.
The successful bidder will be issued a Purchase Order.
Payment to Contractor will be made upon delivery of the box culvert to Montrose County Road
and Bridge yard and approval of invoice. Payment will follow normal County payment processing
cycles for issuance of checks.
Awarding of Bid
Award may be made to the lowest responsive, responsible bidder meeting applicable county and
state procurement requirements. In reviewing the bids received, the County reserves the right to
reject, for any reason whatsoever, any and all bids, and to waive any informality or irregularity in
a bid. The County reserves the right to accept the bid that provides the best value to the County in
the County’s sole discretion. The County reserves the right to make a determination in the County’s

sole discretion as to the sufficiency of qualifications of any bidder. The action to award a contract
is subject to approval by the Board of County Commissioners. The submission of a bid does not
in any way commit the County to enter into an agreement or contract with that bidder.
Bidder must identify for non-disclosure purposes, any information contained within the proposal
that is proprietary in nature or protected by copyright, trademark, or other intellectual property
law. Montrose County will maintain confidentiality of such materials to the extent permitted by
law, the County is subject to the provisions of the Colorado Open Records Act (CORA), C.R.S.
24-72-201, et seq., and cannot therefor guarantee that any materials provided will not be produced
in response to a CORA request.
It is anticipated that award of the contract will be made within two (2) weeks of the bid opening.
All bidders will be notified of the Commissioners decision. Within three weeks of award, any
required submittals will be due. A purchase order will be used for authorization to proceed.
Schedule of the Work
The box culvert will replace B-139 over the Fruitland Mesa Ditch. The existing bridge is
no longer structurally sound and needs to be replaced.
The anticipated date of delivery of the corrugated culvert shall be included on the bid.
Requirements of Successful Bidder
Provide complete structural design including plans stamped by a Colorado Registered
Professional Engineer.
Manufacturer’s in-house specifications controlling production of this type of structure.
Manufacturer’s quality control / quality assurance methods and procedures.
Furnish a completed Form W-9 “Request for Taxpayer Identification Number and
Certification”.

Additional Terms and Scope of Services
1. Contractor shall deliver the corrugated box culvert sections to Montrose County Public
Works yard at 63160 LaSalle Rd, Montrose, Colorado. 81401
2. If the delivery date stated in the bid is not met, the County may assess liquidated damages
against the Contractor in the amount of $300.00 for each calendar day beyond the stated
delivery date on the bid form.

1.5 ASTM A761 - STANDARD SPECIFICATION FOR CORRUGATED STEEL STRUCTURAL
PLATE, ZINC COATED, FOR FIELD-BOLTED PIPE, PIPE-ARCHES AND ARCHES
1.6 ASTM A796 - STANDARD PRACTICE FOR STRUCTURAL DESIGN OF CORRUGATED
STEEL PIPE, PIPE-ARCHES, AND ARCHES FOR STORM AND SANITARY SEWERS AND

2. Manufacturer shall submit shop drawings for review by County prior to fabrication.
3. The proposed structure shall be a 5-gage box culvert with the following dimensions: 71’-
6” out to out length, 20”-7” span, 6’-10” rise. Wing and head walls shall be incorporated
into the culvert design as per the attached plans.
4. Manufacturer shall determine the longitudinal dimension of individual segments of the
box culvert based on highway transport weight limit criteria.
5. Manufacturer’s price shall include delivery of the corrugated box culvert segments to
Montrose County Road and Bridge yard.
6. Corrugated box culvert sections shall be new.
