INVITATION TO BIDDERSThe City of Gatlinburg is accepting sealed bids on the purchase of various sizes and quantitiesof Ductile Iron Water Pipe for the City of Gatlinburg. Detailed specifications are contained inTechnical Specifications of this bid packet.Bids will be sent to 912 East Parkway or P.O. Box 5, Gatlinburg, Tennessee, 37738 or can bewalked in at City Hall, 1230 Parkway East, until 2:30 p.m., March 5, 2026, at which time theywill be publicly opened and read aloud.All bids must be enclosed in a sealed envelope with the bidder's name, address, bid openingdate and time, and the quotation "Bid on Ductile Iron Pipe" stated clearly on the outside.Bid specifications will also be available on the City of Gatlinburg website atwww.gatlinburgtn.gov under "Bid Opportunities". This bid tab is located on the center of themain page.Any technical questions regarding the equipment specifications should be directed toDale Phelps with the Utility Department at 865-436-4681 or dphelps@gatlinburgtn.gov.For questions concerning the Bid Documents, Bidders may contact City of Gatlinburg, DeleaPatterson, AP/Purchasing at 865-436-1409 or Fax 865-436-6464 or deleap@gatlinburgtn.gov.Neither a bid bond nor a performance bond will be required for this bid invitation.The City of Gatlinburg reserves the right to waive any informalities in or to reject any and/or allbids and to accept the bid deemed most favorable to the interest of the City.Vendors must possess all the necessary licenses and insurances necessary for performing thistype of project.Prospective bidders are encouraged to provide bids on any or all of the materials listed withinthis bid. The City of Gatlinburg reserves the right to select the bid, a portion of the bid, ormultiple bids that are deemed most favorable to the best interest of the City.GENERAL PROVISIONSPrices quoted shall not include Federal or State taxes, if any are applicable. The successfulbidder shall furnish tax exemption forms, if required, with their invoices.The prices quoted are those for which the materials or services will be delivered F.O.B.Gatlinburg, Tennessee.Any additions, deletions, or variations from the following specifications must be noted.Inspection of the materials or equipment will be made by an agent of the City of Gatlinburg,and if found defective or fails in any way to meet the terms of this agreement, it will be rejected.Rejected materials or equipment will be replaced at the expense of the bidder.Any technical specifications for materials (manufacturer’s information) and products mustaccompany bid.The successful bidder agrees to provide the materials specified at the bid prices for a period oftime as indicated on the bid form.The City of Gatlinburg reserves the right to defer payment for thirty (30) days after delivery.The City of Gatlinburg also reserves the right to reject any and/or all bids.The bidder agrees to indemnify the City of Gatlinburg from any and all liability and loss ordamage the City may suffer as a result of claims, demands, costs, or judgments against itarising from any and all work under this agreement.The bidder agrees to notify the City, in writing, within thirty (30) days, by registered mail, at theCity's address as stated in this agreement, of any claim against the bidder on the obligationsindemnified against.It is the policy of the City of Gatlinburg not to discriminate on the basis of race, color, nationalorigin, age, sex, or disability in its hiring and employment practices, or in admission to, accessto, or operation of its programs, services and activities. With regard to all aspects of thiscontract, the contractor certifies and warrants it will comply with this policy.The estimated minimum quantities provided are intended be purchased by the City ofGatlinburg for work scheduled to be performed for a specific project. Additional quantities ofthese items may also be purchased under this bid pricing as needed by the City within thetime period specified on the bid form.Technical SpecificationsDuctile Iron Water Pipe1. PIPE: All pipe in this bid shall be ductile iron for potable water mains. Pipe shall becement lined, and seal coated in accordance with ANSI Spec. A21.4 ductile iron withrubber gasket “Push-On” joints, except where mechanical or flanged joints are otherwisespecified.Ductile Iron Pipe provided shall be manufactured in the USA, tested in accordance withANSI Specification A21.51 for grade 60-42-10 ductile iron, laying condition “B”, depth ofcover up to 8 ft. and 350 P.S.I. working pressure.The class or nominal thickness, net weight without lining, and casting period shall beclearly marked on each length of pipe. Additionally, the manufacturer’s mark, countrywhere cast, year in which the pipe was produced, and the letters “DI” or “Ductile” shallbe cast or stamped on the pipe.Delea Patterson, A/P PurchasingCity of Gatlinburg1230 East ParkwayP.O.
