Roosevelt’s New Deal following the Great Depression. The Montgomery Housing Authority’s currentlyhas approximately 1,184 Public Housing (PH) units across multiple apartment complexes in the City ofMontgomery, AL. The Montgomery Housing Authority (MHA) administers over 3,000 HCV vouchers in Autauga,Elmore, and Montgomery Counties. MHA also provides Project-Based rental assistance where the rentalassistance is tied to a specific unit. In addition, MHA has several special purpose voucher programs including,Homeownership and Veterans Affairs Supportive Housing (VASH), and Foster Youth Initiative.PurposeThe Montgomery Housing Authority (“MHA”) seeks proposals from qualified individuals and/or firms to assistMHA, on a task order basis, with Mixed Finance Project Management Consultant Services.BackgroundThe Montgomery Housing Authority (MHA) is seeking respondents to provide proposals for mixed-financeproject management consultant services, on a task order basis. The Respondent shall state how they intend toprovide the required services in a manner that will result in the successful and timely completion of serviceswithin demanding deadlines.Method of SolicitationMHA is soliciting competitive proposals from qualified lodging providers with a documented record ofaccomplishments providing the required services. Copies may also be picked up in person at:Montgomery Housing AuthorityProcurement/Contract Office525 South Lawrence StreetMontgomery, Alabama 36104PART I - SCOPE OF SERVICESThe Montgomery Housing Authority, MHA, seeks Respondents to provide mixed finance project managementconsultant services on a task order basis. The Respondent shall submit a proposal stating how they intend toprovide the required services as detailed below:-3-The Montgomery Housing AuthorityRFP 2026-01 Mixed Finance Project Management Consultant Servicesa. Plans, directs and coordinates the development, acquisition, and redevelopment activities forMHA housing development programs following HUD requirements in order to ensure compliancewith Federal, State, and local regulations.b. Coordinates the preparation of applications for loans and grants available through State, Federal,and local agencies.c. Provides input on project design and ensure that project plans and specifications are received in atimely manner.d. Assist the construction team to ensure a financially feasible and operationally viable developmentin a timely and cost efficient manner.e. Maintains records and reports regarding modernization/development projects using a computerfollowing HUD guidelines in order to submit reports to HUD.f. Maintains monthly report of compliance schedule for all designated projects.g. Secures architectural, construction and other project approvals from planning and buildingdepartments and other regulatory agencies, as requested.h. Prepares portions of modernization proposals, for each project, from data collected forsubmission to the U.S. Department of Housing and Urban Development in conformity with HUDguidelines and existing policies of the Housing Authority.i. Assists with due diligence requirements for Investors/Lenders at partnership/loan closings.j. Organizes, coordinates, documents and facilitates escrow closings, as requested.k. Researches and recommends financial real estate development strategies for the MHA. Strategiesshould include, but are not limited to, mixed finance, low-income housing tax credits, revenuebonds, private mortgage financing and other financing approaches typically utilized inredevelopment projects.ADDITIONAL REQUIREMENTThe awarded Respondent will assist MHA in creating and maintaining development budgets, cash flow anddisbursement schedules, an operating budget, overall tax credit analyses and related financial analyst servicesfor various mixed-finance, real estate transactions.The awarded Respondent will assist and/or advise MHA in procuring a tax credit equity investor, drafting rentalterm sheet, developing financial pro-formas, evaluating proposals, reviewing partnership agreements,negotiating financial aspects of the tax credit proposal and assessing various loan and equity scenarios tomaximize the benefit to MHA. The awarded Respondent may be asked to assist in the preparation of otherfunding applications or documents on a time-and-materials basis. Such additional work should not be includedin the original response to this solicitation, but hourly rates should be included.The awarded Respondent may be asked to assist MHA on the following specific tasks:a. Review existing development budgets and prepare updated budgets on an ongoing basis basedon changes in the financing, development costs, interest rates or other variables.-4-The Montgomery Housing AuthorityRFP 2026-01 Mixed Finance Project Management Consultant Servicesb. Assist MHA in the review and evaluation of proposals from prospective tax credit equity partners.c. Evaluate physical development, acquisition and/or redevelopment plans from a financial andoverall development perspective.d. Develop alternative financial plans/programs/structures and/or develop financial models and makerecommendations with respect to housing and financing proposals received from developers,bankers, underwriters, community groups, non-profits or others.e. Provides technical assistance and training for MHA employees and Executive upon request.f. Prepare and review of project cash flows.g. Prepare applications/documentation for funding from various sources.h. Analyze risks and other financial implications of terms and conditions required by investors orlenders.i. Assist in identifying and negotiating with tax credit investors, lenders, underwriters, creditenhancers, and other potential development partners.j. Assist in negotiating financial commitments and related fees.k. Develop and implement tax-exempt financing options.l. Review of transaction documents.m. Assist in evaluating the financial feasibility and implications of developer proposals.n. Assist in negotiating disposition and development agreements with developers.o. Assist in negotiating financial obligations and terms with developers and funding sources.PART II – INSTRUCTIONS FOR SUBMITTING PROPOSALS2.1 Submission of ProposalsRespondents should submit one (1) original, one (1) hard copy and one (1) electronic device (flash drive) copyof their proposal. The mailed original submission shall be dated and signed by an authorized official of thecompany. Hard copy proposals must be submitted in a sealed envelope that shows the company’s name andaddress, and clearly written on the outside of the sealed envelope must be the words “Mixed Finance ProjectManagement Consultant Services (RFP 2026-01) – Friday, May 22, 2026, at 3:00 p.m. (CST)”. The electronicdevice must be labeled with the RFP number ‘RFP 2026-01’ and the company’s name and must be enclosedin the sealed envelope with the hard copies. The electronic device proposal must contain the same informationas required with the original submissions and must be compiled as a single document. Emailed submission willnot be accepted.-5-
