The Systemalso includes the University of Maine School of Law and the University of MaineGraduate and Professional Center.Employee Benefits ContextThe University of Maine System provides comprehensive health and welfarebenefits to approximately 6,500 benefit-eligible employees across all campusesincluding employees who work remotely throughout the United States.Approximately 85% of UMS employees are represented by various labor unions,including faculty unions (Associated Faculties of the Universities of Maine,MEA/NEA and The Maine Part-Time Faculty Association, AFT Local 4593),service and maintenance unions (Teamsters Local 340), and professional staffunions (University of Maine Professional Staff Association & Associated ClericalOffice, Laboratory and Technical Staff of the Universities of Maine, MEA/NEA).This high level of unionization requires specialized expertise in collectivebargaining environments and multi-employer benefit plan administration.UMS currently operates a self-insured health plan with stop-loss coverage; a self-insured dental plan, vision, life, and disability benefits; and provides an EmployeeAssistance Program (EAP). For eligible retirees, UMS offers the option ofparticipating in a group plan or the Retiree Health Exchange with a HealthReimbursement Account (HRA). The UMS seeks to optimize benefit plan design,manage costs, and streamline administration while maintaining competitiveUniversity of Maine System RFPRev. 08/16/2023Page 3 of 17Request for Proposal (IT) – Health & Welfare Benefits ConsultingDated: April 2, 2026benefits that support employee recruitment and retention across Maine's highereducation landscape.1.1.3PurposeThe University of Maine System is seeking responses to provide Health andWelfare Benefits Consulting as defined in this document. This document providesinstructions for submitting responses, the procedure and criteria by which theRespondent(s) will be selected, and the contractual terms which will govern therelationship between the University and the awarded Respondent(s).The University requires expert consulting services to navigate the complexlandscape of employee benefits in a highly unionized, multi-campus highereducation environment. The selected consultant will provide strategic guidance onbenefit plan design; proactive vendor management including strategicprocurement, negotiation, and contract support; and cost containment strategies,regulatory compliance, and support work with various groups including trusteesand labor unions. The consultant must have demonstrated experience workingwith self-insured health plans, pharmacy benefit managers, union-representedemployees, and preferably higher education institutions. The options include a Copay plan or an IRS qualified HighDeductible Health Plan (HDHP) with a Health Savings Account (HSA).• For its Medicare-eligible (post-64) retirees:o A fully insured group Medicare Advantage program.o Alight Medicare Marketplace whereby retirees can selectindividual health plans tailored to their needs. Retirees canshop for coverage—including Medicare Advantage, Medigap(supplemental), prescription drug, dental, vision, and hearingplans—using Alight’s portal. Those enrolling in individual plansthrough this option are also eligible for a University-fundedHRA.Pharmacy Benefit Management (PBM) service for the PPO plan is provided byCapital RX on a carved-out basis.In addition to medical plan offerings, UMS also offers dental to all eligibleemployees through Northeast Delta Dental and Vision Insurance throughEyeMed.
