    Introduction

    The City of Statesboro, Georgia, is seeking proposals from qualified vendors to design, develop, and implement a modern, user-friendly, accessible, and dynamic website. This project aims to create a digital presence that reflects the city’s commitment to transparency, community engagement, and service excellence. The updated website must enhance the user experience, improve accessibility, integrate modern technologies, and provide a reliable platform for sharing city information and services with residents, businesses, and visitors.

    Statement of Purpose

    The current website is cumbersome and does not embrace the user. The platform, navigation, content management system, and overall visual appearance must be updated to current web/user standards.

    Scope of Work

    The selected vendor will deliver a fully functional and visually appealing website that meets the following objectives:

    1. Design and User Experience
      • Develop a modern, visually engaging design aligned with the City of Statesboro’s branding.
      • Ensure the website is mobile-friendly and responsive across all devices. Included app capability a bonus.
      • Incorporate an intuitive navigation structure and enhanced search functionality.
    2. Content Management System (CMS)
      • Implement a robust and user-friendly CMS that allows city staff to update content easily.
      • Provide CMS training for designated city staff.
    3. Accessibility and Compliance
      • Ensure the website meets ADA (Americans with Disabilities Act) compliance standards.
      • Adhere to industry best practices for web accessibility (e.g., WCAG 2.1 compliance).
    4. Features and Functionalities
      • Interactive calendar for city events and meetings.
      • Integration with social media platforms and other third-party tools.
      • Online forms
      • Emergency notification capabilities (e.g., banners or alerts).
      • Multilingual support.
    5. Performance and Security
      • Optimize for fast loading times and high performance.
      • Implement robust security measures to protect user data.
      • Ensure reliable hosting and uptime.
      • Ensure search engine optimization.
    6. Maintenance and Support
      • Provide ongoing technical support and maintenance post-launch.
      • Offer a service-level agreement (SLA) for support response times.
      • Provide quarterly metric reports on website visitors, most visited pages, etc.

    Proposal Requirements

    Proposals must include the following information:

      • Project timeline with key milestones, including the transition of content on the old site to the new site.

      • Any optional features or services with associated costs.
    5. Compliance

      • Security protocols to be implemented.
