Bid Title: WQCF Phase-3A SCADA and PLC Update
Category: Capital Projects Status: Open Bid Recipient: Tiffany Rodriguez; tirodriguez@ci.patterson.ca.us Description: The City of Patterson is seeking proposals from qualified engineering firms for the upgrade of its main PLC, PLC 2, and SCADA system at the City’s Wastewater Quality Control Facility on Walnut Avenue. This project includes software upgrades for the specified systems. The selected firm will be responsible for programming, integration, and testing to ensure the successful completion of the upgrade.
Purpose of the Request
The City invites proposals that include engineering and design services by an appropriately licensed team to work under the direction of City Staff. The selected proposal will:
1) exhibit experience in installing PLC, PLC2, and SCADA systems for municipal wastewater treatment facilities,
2) provide a full range of engineering and design services as they relate to any applicable state and manufacturer guidelines (i.e. plans, specifications, and estimates)
3) complete installation/integration of software for entire project.

Proposal Requirements and Contents
Any proposals submitted must meet the content requirements and format guidelines listed below. They should be written in a manner that is clear and concise for all members of the review panel.
Submission Requirements
All proposals are due and must be received by the Engineering, Building, and Capital Projects Department, 1 Plaza Circle, Patterson, CA 95363 by 200PM on February 20, 2025.
Proposals must be addressed to the attention of Tiffany Rodriguez.
All submittals should include:
• Six (6) printed copies of the proposal and fee document
• A digital copy of the proposal and fee document in PDF format
Questions regarding the RFP Documents and/or proposed work must be received in writing by 5:00PM February 6, 2025. This is to allow sufficient time to distribute questions and provide answers to all prospective firms. If submitting questions via email, please include the City project number in the subject line.
